COUNCIL BILL 2013-210. (Seifried)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 2.17 acres of property, generally located at 1126 North Broadway Avenue, from an R-SF, Single-Family Residential District, to a LB, Limited Business District. COUNCIL BILL 2013-211. (Burlison)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Section 4-4400, IC, Industrial Commercial District, in the Springfield Zoning Ordinance to permit the medical office use group. (Both Planning and Zoning Commission and staff recommend approval.)

COUNCIL BILL 2013-212. (Rushefsky)A special ordinance authorizing the issuance of two Conditional Use Permits, Numbers 404 and 405, to reduce the front yard setback along Kimbrough Avenue from twenty-five (25) feet to ten (10) feet at 533 East Monroe Street and 711 South Kimbrough Avenue within an R-HD, High Density Multi-Family Residential General Retail District. (Planning and Zoning Commission and staff recommend approval.)

COUNCIL BILL 2013-215. (Compton)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 20.57 acres of property, generally located on the north side of the 700 to 1000 blocks and south side of the 800 to 1200 blocks of West College Street, 1301 West College Street, and 208 South New Avenue from a CS, Commercial Service District and HM, Heavy Manufacturing District to a WC, West College Street District; and property generally located at 215 South Grant and 736, 740, and 1500 West College Street from a CC, Center City District; CS, Commercial Service District, R-MD, Medium-Density Multi-family Residential District; and HM, Heavy Manufacturing District; to an IC, Industrial Commercial District. COUNCIL BILL 2013-216. (Compton)A special ordinance adopting a Redevelopment Plan and Blight Study for the College Street Corridor Redevelopment Area for an area generally bounded by Missouri and Northern Arkansas Railroad to the north, West Walnut Street to the south, Grant Avenue to the east, and Kansas Expressway to the west. (The Land Clearance for Redevelopment Authority, Planning and Zoning Commission, and staff recommend approval.)

COUNCIL BILL 2013-217. (Stephens)A special ordinance calling an election on April 8, 2014, in the City of Springfield, Missouri, to submit to the qualified voters a question as to whether or not to repeal or continue a three-quarter cent sales tax (3/4-cent) on retail sales within the City of Springfield, Missouri, for the purpose of providing revenue for the Springfield Police Officers’ and Firefighters’ Pension System, providing for a sunset on the tax at the earlier of either the end of five years from the date of commencement of the renewed tax or the Pension Fund reaching a fully-funded status, and declaring an emergency.
  20. COUNCIL BILL 2013-218. (Seifried)A special ordinance authorizing the City Manager, or his designee, to enter into an amended lease agreement for a City-owned parking lot and green space, located at the northwest corner of Jefferson Avenue and Commercial Street, with the Commercial Club of Springfield, Missouri, and to provide for the orderly use, insurance, and maintenance of the parking lot and green space.

COUNCIL BILL 2013-127. (Stephens)A general ordinance amending the Springfield City Code, Chapter 78, Offenses and Miscellaneous Provisions; Article VI, Offenses Against Public Health and Safety, by adding one new section requiring a prescription for the purchase of methamphetamine precursor drugs.
  29. COUNCIL BILL 2013-191. (Burlison)A general ordinance amending the Springfield Land Development Code, Chapter 36, Article I, Zoning Ordinance, by repealing 5-1400 Signs, and enacting in lieu thereof a new 5-1400, Signs.
  30. COUNCIL BILL 2013-192. (Carroll)A special ordinance approving a redevelopment plan submitted by Heer’s Redevelopment Corporation for the redevelopment of an area generally located in the area bounded by West Olive Street on the north, Park Central Square on the east, Park Central West on the south, and North Patton Avenue on the west; reaffirming the prior finding that the area is a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals, and welfare; authorizing certain tax abatement within the plan area; and authorizing the City Manager to execute an agreement with the Corporation relating to the implementation of the redevelopment plan.

COUNCIL BILL 2013-193. (Fisk)A special ordinance approving a Development Agreement between the City of Springfield, Missouri and Heer’s Luxury Living, LLC, authorizing the City Manager to execute the Development Agreement on behalf of the City, and amending the budget of the Department of Planning and Development, for Fiscal Year 2013-2014, in the amount of $7,500.
  32. COUNCIL BILL 2013-194. (Stephens)A general ordinance amending Springfield City Code, Section 2-11, Grant application, authorizing the City Manager, or his designee, on behalf of the City of Springfield, Missouri, to apply for grants from other agencies or other governmental entities.
  33. COUNCIL BILL 2013-195. (Hosmer)A special ordinance amending the budget of the Department of Environmental Services for the Fiscal Year 2013-2014, in the amount of $200,000, to appropriate retained earnings of the Solid Waste Fund to acquire one parcel of property adjacent to the Springfield Sanitary Landfill for use as buffer land, and to authorize the City Manager, or his designee, to enter into a contract for said property acquisition.

COUNCIL BILL 2013-196. (Stephens)A special ordinance authorizing the City Manager, or his designee, to enter into a Memorandum of Understanding (MOU) with the United States Army, Fort Leonard Wood, Missouri, for the use of Springfield-Branson National Airport by Fort Leonard Wood during an emergency or during drills to prepare for an emergency.

COUNCIL BILL 2013-221. (Fisk)A special ordinance authorizing the City Manager, or his designee, to enter into a Memorandum of Understanding with Greene County, 911 Advisory Board, and Mercy Hospital Springfield for the purpose of providing a “hot backup” location for 911 services in the event of emergency conditions at the Springfield-Greene County 911 Emergency Communications Department (911 ECD).
  44. COUNCIL BILL 2013-222. (Fishel)A special ordinance authorizing the City Manager, or his designee, to enter into a Services Agreement with Greene County, Missouri, to continue to monitor and maintain the County Storm Warning Sirens.
  45. COUNCIL BILL 2013-223. (Seifried)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City as shown on the Preliminary Plat Renewal of Robert Industrial Park, generally located on the west side of the 900 block of South West Bypass, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. COUNCIL BILL 2013-224. (Carroll)A special ordinance authorizing the City Manager, or his designee, to enter into a County Strategic Highway Road Safety Plan Funding Agreement (Agreement) with the Missouri Highways and Transportation Commission (MHTC) to establish the cost sharing and participation responsibilities between the City and MHTC for the Strategic Highway Road Safety Plan.

COUNCIL BILL 2013-199. (Compton)A special ordinance authorizing the City Manager, or his designee, to enter into a Cost Apportionment Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of coordinating participation in the cost of widening two bridges on Republic Road over Route 60 (James River Freeway), to the east and west of Campbell Avenue, designated as MHTC Job No. J8P3003.
  58. COUNCIL BILL 2013-200. (Compton)A special ordinance authorizing the City Manager, or his designee, to enter into a License Agreement for Monitoring Well with Environmental Works, Inc.
