A resolution accepting the Moon City Creative District Strategic Plan and initiating two rezoning applications for: (1) properties located generally along Chase Street and Washington Avenue and at the intersection of Lyon Avenue and Atlantic Street from a R-SF, Single-Family Residential District; LB, Limited Business, District; CS, Commercial Services District; LI, Light Industrial District; and HM, Heavy Manufacturing District to a PD, Planned Development District; and (2) properties zoned R-SF, Single-Family Residential District, generally located north of Chase Street, west of Washington Avenue, east of Broadway Avenue and South of Atlantic Street and including Reed Academy properties north of Atlantic to apply a LWO, Live/Work Overlay District. A general ordinance amending the Fee Schedule for certain municipal services as provided in the Springfield City Code by making such adjustments as provided in the attached Evaluation of Charges for Municipal Services, by adopting new fees for certain city services, in order to recover all or part of the cost thereof. A general ordinance submitting proposed amendments to Sections 14.1 and 14.3 of the Springfield City Charter to the qualified voters of the City at the Special Charter Election held by the City of Springfield on April 7, 2015, in order to update and amend the Initiative and Referendum process by creating a petitioner’s committee and establishing a time limit within which signatures can be gathered for initiative petitions, and declaring an emergency.

A general ordinance submitting proposed amendments to Sections 14.1, 14.6 and 14.9 of the Springfield City Charter to the qualified voters of the City at the Special Charter Election held by the City of Springfield on April 7, 2015, in order to update and amend the Initiative petition process by requiring the City Attorney and City Finance Director to issue an advisory legal opinion and fiscal impact statement to be attached to the petition, allowing City Council to remove facially illegal provisions and amending the number of votes required to amend or repeal a measure approved by Initiative, and declaring an emergency.

A special ordinance authorizing the City Manager, or his designee, to enter into a Cost Share Program First Supplemental Agreement with the Missouri Highways and Transportation Commission (MHTC) and Greene County for the purpose of coordinating participation in the cost of the Chestnut Expressway Overpass Bridge Improvement, Project No. J8P2196; and amending the budget of the Department of Public Works for the Fiscal Year 2014-2015, in the amount of $847,538, to appropriate additional Surface Transportation Program (STP) federal grant funds for this project.

A resolution declaring the intent of the City of Springfield to annex approximately 39 acres of private property and approximately 6 acres of Greene County and MODOT right-of-way adjacent to the existing city limits, which annexation has been petitioned by the property owners, generally located at 3705 West Sunshine Street and more fully described in this resolution, generally referenced as Annexation A-1-15, and initiating a rezoning request for said private property from Greene County R-1, Suburban Residence District, to a City HC, Highway Commercial District.

A special ordinance accepting the bid of Gillespie Excavating Company, L.L.C., in the amount of $33,048.65 for the construction of sanitary sewers in Sanitary Sewer District No. 237 of Section No. 6, located in the vicinity of National Avenue and Norton Road; declaring the work to be necessary; stating the intention to pay for all or part of the improvements from the proceeds of bonds; specifying those costs and expenses to be assessed against the properties in the district and the method by which the costs will be apportioned; setting forth the manner of payment, the lien of the assessments, and the duration of the lien; setting forth the interest rate to be charged on the tax bills; authorizing the City Manager, or his designee, to enter into a contract and to approve the bond for said improvement; and authorizing progress payments to be made to the contractor.

A special ordinance authorizing the City Manager, or his designee, to apply for and accept state cost share grant funds in the amount of $15,000 from the Missouri Department of Conservation (MDC) to fund a portion of the materials for the rain gardens and bioswale that are part of the Government Plaza Parking Lot Reconstruction Project; to enter into an agreement with MDC for acceptance and use of those funds; and to exercise any and all powers to obtain such funding and carry out the identified activities; and amending the budget of the Department of Public Works for the Fiscal Year 2014-2015 in the amount of $15,000 to appropriate the state cost share grant funds.

A special ordinance authorizing the City Manager, or his designee, to accept additional grant funding from the Missouri Department of Health and Senior Services (DHSS), federally funded by a Preventive Health and Health Services Block Grant (PHHS), to support activities of the Healthy Eating and Active Living (HEAL) in Local Communities Program; and amending the budget of the Springfield-Greene County Health Department (SGCHD) for Fiscal Year 2014-2015 in the amount of $53,546.78 to appropriate the grant funds.
