    A special ordinance adopting “The Q Place” Student Housing Redevelopment Plan, generally located at the southwest corner of the intersection of East Bear Boulevard and South Holland Avenue, which is within an area previously blighted; and authorizing the City Manager, or his designee, to execute an agreement with the corporation relating to the implementation of the Redevelopment Plan. (The Land Clearance for Redevelopment Authority, the Planning and Zoning Commission, and Staff recommend approval.)

    A special ordinance authorizing the City Manager, or his designee, to enter into an intergovernmental agreement to accept federal funding from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to reimburse the Springfield Police Department (SPD) for participation on the Organized Crime Drug Enforcement Task Force (OCDEFT); amending the budget of the SPD, for the Fiscal Year 2013-2014, in the amount of $20,000; and declaring an emergency.

    A special ordinance authorizing the issuance of Use Permit No. 407 to permit a restaurant at 1108 East Walnut Street within the Walnut Street Urban Conservation District No. 1 West, Area A, on certain conditions. (Planning and Zoning Commission and staff recommend approval.)

    A special ordinance authorizing the City Manager, or his designee, to enter into an addendum to the annual agreement with the Springfield Convention and Visitors Bureau, Inc., (SCVB) and amending the budget of the City for the Fiscal Year 2013-2014 to reflect current and projected operational changes.

    A resolution approving the plans and specifications for the Walnut Lawn Street – Roundabout project and accepting the bid of Hartman & Company, Inc., for construction of the Walnut Lawn Street – Roundabout project, Plan No. 2013PW0081T.

  31. COUNCIL BILL 2014-015. (Compton) 

    A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 0.89 acres of property, generally located at 1735 West Sunshine Street, from Planned Development District No. 46 to Planned Development District No. 345. (Both Planning and Zoning Commission and Staff recommend approval.) (By: Mark Coburn; 1735 West Sunshine Street; Planned Development No. 345.)

  32. COUNCIL BILL 2014-018. (Compton)

    A special ordinance authorizing the issuance of Use Permit No. 408, to permit a Distillery use at 507 West Walnut Street within a CC, Center City District on certain conditions. (Planning and Zoning Commission and staff recommend approval.)

  33. COUNCIL BILL 2014-019. (Carroll)

    A special ordinance amending the budget of the Department of Public Works for the Fiscal Year 2013-2014, in the amount of $1,250,000.00, to appropriate 1/4-Cent Capital Improvement Sales Tax fund balance reserves to fund high-priority municipal facility improvements and the Reforestation and Landscaping Improvement project.

  34. COUNCIL BILL 2014-020. (Stephens)

    A general ordinance amending Chapter 2, Article III, Division 1 of the Code of Ordinances (“City Code”) of the City of Springfield, Missouri (“City”), Section 2-91, known as the Merit System Rules and Regulations (“Merit Rules”), by amending portions of the Merit Rules, specifically Merit Rule 2.2(a) (Coverage and Amendment of Rules), Merit Rule 8.5 (Temporary Appointment), Merit Rule 20.1 (Compensation for Absence on Holidays), Merit Rule 21.1(a) (Vacation Leave), and Merit Rules 21.2(c.1), 21.2(e), and 21.2(f) (Sick Leave); and by deleting portions of the Merit Rules, specifically Merit Rule 21.2(c.3); and by establishing an effective date for said Merit Rule changes (Merit Rule changes requiring Personnel Board approval have Personnel Board support).

  35. COUNCIL BILL 2014-021. (Stephens)

    A special ordinance authorizing City Manager, or his designee, on behalf of the City of Springfield, Missouri, to enter into a First Amendment to Joint Cooperation and Depository Agreement; amending the budget of the City of Springfield, for the Fiscal Year 2013-2014 in an amount not to exceed $254,541.68; and authorizing certain documents and actions in connection therewith.

  36. COUNCIL BILL 2014-022. (Fishel)

    A special ordinance authorizing the City Manager, or his designee, to enter into an Operational Response of Mutual Aid agreement to provide mutual aid with Greene County to participate in the Greene County Arson Task Force for the purpose of reducing arson incidents within Greene County; and repealing Special Ordinance No. 26209.

  37. COUNCIL BILL 2014-023. (Rushefsky)

    A special ordinance approving an Operational Response of Mutual Aid agreement form for providing fire protection, mutual aid, and assistance with neighboring entities; authorizing the City Manager, or his designee, to enter into a separate Operational Response of Mutual Aid agreement with each of the following entities: Ash Grove Fire Protection District, Bois D’Arc Fire Protection District, Ebenezer Fire Protection District, Fair Grove Fire Protection District, Nixa Fire Protection District, Ozark Fire Protection District, Pleasant View Fire Protection District, Strafford Fire Protection District, Walnut Grove Fire Protection District, and West Republic Fire Protection District, each for the purpose of providing fire protection, mutual aid, and assistance.

  38. COUNCIL BILL 2014-024. (Fisk)

    A general ordinance amending Chapter 2, Section 2‑92 of the Springfield City Code, known as the Salary Ordinance, relating to the salary rate and pay grade for one job title within the City of Springfield (City) for the Springfield-Greene County Parks Department (Parks), as contained in the Professional, Administrative and Technical (PAT) salary schedules, by reclassifying the job title of Superintendent of Recreation, which will result in the addition of one new job title, Superintendent of Recreation (PAT 13), and the deletion of one job title, Superintendent of Recreation (PAT 12).

  39. Confirm the following appointments to the Board of Public Utilities: Rodney Shepard and Dean Young with terms to expire December 1, 2016.
  40. Confirm the following reappointments to the Building Trades Examination and Certification Board: Jim McGuire, Richard McLain, and Jonathan Welsh with terms to expire October 1, 2016.
