A special ordinance adopting the Historic Patterson House Redevelopment Plan and Blight Report for 1225 North Benton Avenue, and declaring the Area to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals, and welfare. A general ordinance amending the Springfield City Code by repealing language contained in Chapter 78 Offenses & Miscellaneous Provisions, Chapter 106 Traffic and Vehicles, Chapter 2 Administration, the Springfield Land Development Code, and Chapter 82 Parks and Recreation, as identified in Exhibits A, B, C, D, and E; and enacting in lieu thereof a new Article VII Special Events in Chapter 2 Administration, of the Springfield City Code.

Council Bill 2015-112. (Stephens)

A special ordinance approving and authorizing the Director of Planning and Development to accept dedication of the public streets and easements to the City of Springfield as shown on the Preliminary Plat of Menards West, generally located at 3705 West Sunshine Street, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance.  (Planning and Zoning Commission recommends denial and staff recommends that City Council accept the public streets and easements.)

Council Bill 2015-124. (Fishel)

A general ordinance amending the Springfield City Code, Chapter 74, Nuisance and Housing Code, Article VII – Nuisances, Division 2 – Weeds and other Rank Vegetation, Section 74- 405 – Abatement procedure, and Section 74-406 – Charges for abatement by city, and adding a new section 74-406.1 – Administrative fine for repeat abatements, to create a series of penalties for property owners that continue to fail to maintain their property, to make clarifying changes concerning special tax bills and additions to real-estate-tax bills, and to codify due-process-of-law provisions for enforcement actions.

Council Bill 2015-126. (Schilling)

A special ordinance approving the plans and specifications, and accepting the bid of Davis Structure and Development Corporation for the demolition of existing tanks at the Southwest Wastewater Treatment Plant (SWTP), and authorizing the City Manager, or his designee, to enter into a contract for said improvement, and amending the budget of the Environmental Services Department for Fiscal Year 2014-2015 to appropriate $819,500 from the fund balance reserves of the Clean Water Fund.

A special ordinance authorizing the City of Springfield, Missouri, to enter into a schedule of equipment to its existing master equipment lease-purchase agreement, the proceeds of which will be used to pay the costs of acquiring equipment for the Department of Information Systems, to do all things necessary to carry out the lease-purchase transaction, including the execution of certain documents in connection therewith; and amending the budget of the Department of Information Systems for Fiscal Year 2014-2015 in the amount of $386,980.

Council Bill 2015-128. (Hosmer)

A special ordinance authorizing the General Manager or his designee, on behalf of City Utilities, to enter into an agreement with BKD, LLP to provide professional auditing services to City Utilities of Springfield, Missouri for fiscal years 2015-2019.  If City Utilities is unsuccessful at negotiating the terms and conditions of the contract with BKD, LLP, then City Utilities will move to the second lowest and best bid of McGladrey.

A special ordinance authorizing the City Manager, or his designee, to enter into a Municipal Agreement with the Missouri Highways and Transportation Commission (MHTC) to coordinate construction, maintenance, and participation in the cost of constructing safety improvements on various sections of Interstate Loop 44 (Glenstone Avenue) between Interstate 44 (I-44) and Battlefield Road, designated as MHTC Job No. J8P3023.

A special ordinance authorizing the City Manager, or his designee, to enter into a Contract for Sale of Real Estate to sell 10,179 square feet of City real estate located in the 4000 block of south Campbell Avenue to Campbell Republic, LLC, for $18,325; authorizing the Mayor to execute necessary documents to convey title to the real estate; and amending the budget of the City for Fiscal Year 2014-2015, in the amount of $18,325, to appropriate net proceeds from the sale to the Police-Fire Pension Fund.

A special ordinance authorizing the City Manager, or his designee, on behalf of the City of Springfield (hereinafter City), to renew an agreement with Nestle Purina PetCare Company (hereinafter Nestle) for the recycling of newsprint and mixed paper from the City Recycling Centers at no cost to the city.
