COUNCIL BILL 2013-245. (Compton, Fisk, Carroll, and Fishel)A general ordinance amending General Ordinance No. 6027, which adopted the 2013 Fee Schedule of Charges for Municipal Services, by adjusting various charges for municipal services as defined in the Springfield City Code and outlined in the Policy Statement listed within the attached Evaluation of Charges for Municipal Services.
  8. COUNCIL BILL 2013-246. (Stephens)A resolution adopting the Analysis of Impediments to Fair Housing Choice. (Both City Staff and the Mayor’s Commission on Human Rights recommend approval.)
  9. COUNCIL BILL 2013-247. (Stephens)A special ordinance approving a plan for an industrial development project for MBH, LLC, a Missouri limited liability company, consisting of the renovation and remodeling of the Vandivort Center into a boutique hotel; and authorizing the City of Springfield, Missouri to issue its Industrial Development Revenue Bonds (Vandivort Hotel Project), Series 2013, in a principal amount not to exceed $9,900,000 to finance the costs of such project; authorizing and approving certain documents; and authorizing certain other actions in connection with the issuance of the Bonds.
  10. COUNCIL BILL 2013-248. (Fishel)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 0.53 acres of property, generally located at 1601 East Republic Street, from an O-1, Office District, to an LB, Limited Business District. (Planning and Zoning Commission and staff recommend approval.) (By: Wayne Wilson; 1601 East Republic; Z-15-2013.)
  11. COUNCIL BILL 2013-249. (Seifried)A special ordinance vacating a portion of Tampa Street, generally located at the 400 block East Tampa Street. (Planning and Zoning Commission recommends denial and staff recommends approval with conditions.)

COUNCIL BILL 2013-250. (Burlison)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Section 4-4400, Industrial Commercial District, Subsection 4-4405, Bulk Regulations, to modify the setback and height requirements. (Both Planning and Zoning Commission and staff recommend approval.)

COUNCIL BILL 2013-251. (Rushefsky)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Section 2-1100, Definitions, and Section 5-1500, Off-Street Parking Requirements, to add definitions and modify the off-street parking requirements for micro-efficiency multi-family dwelling units. (Both Planning and Zoning Commission and staff recommend approval.)
  14. COUNCIL BILL 2013-252. (Carroll)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Section 4-2200, University Combining District, to reduce off-street parking requirements. (Both Planning and Zoning Commission and staff recommend approval.)

AMENDED COUNCIL BILL 2013-218. (Seifried)A special ordinance authorizing the City Manager, or his designee, to enter into an amended lease agreement for a City-owned parking lot and green space, located at the northwest corner of Jefferson Avenue and Commercial Street, with the Commercial Club of Springfield, Missouri, and to provide for the orderly use, insurance, and maintenance of the parking lot and green space.

  23. COUNCIL BILL 2013-232. (Stephens)A special ordinance approving the appropriation and budget adjustment of $100,000 from the fund balance reserves of the1/4-Cent Capital Improvement Sales Tax Fund for the purpose of funding preparation of construction contract documents by a consultant for the Route 66 Roadside Park and schematic planning services for the western extent of the Jordan Valley West Meadows Site.

  31. As per RSMo. 109.230 (4), City records that are on file in the City Clerk’s office and have met the retention schedule will be destroyed in compliance with the guidelines established by the Secretary of State’s office.

  34. COUNCIL BILL 2013-253. (Fisk)A special ordinance authorizing the City Manager, or his designee, to execute a Memorandum of Understanding with Springfield Public Schools (SPS) to allow the Springfield-Greene County Health Department (SGCHD) to purchase 2013 flu vaccine from SPS at cost.
  35. COUNCIL BILL 2013-254. (Compton)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City of Springfield as shown on the Preliminary Plat of KUM & GO NO. 489, generally located at 4020 West Battlefield Street, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)

COUNCIL BILL 2013-235. (Burlison)A special ordinance amending the budget for the Department of Environmental Services for Fiscal Year 2013-2014, in the amount of $390,000, to appropriate retained earnings of the Solid Waste Fund for the detailed geologic and hydrologic investigation of a possible 42-acre expansion at the Springfield Sanitary Landfill.
  44. COUNCIL BILL 2013-236(Hosmer)A general ordinance amending the Springfield City Code, Chapter 98, Streets, Sidewalks and Public Places, Article VII Encroachments on City Property, replacing the Director of Building Development Services with the Director of Public Works as having authority to regulate and enforce the provisions of the Article.
  45. COUNCIL BILL 2013-237. (Seifried)A special ordinance authorizing the City Manager, or his designee, to enter into an amended Contract of Obligation with the Missouri Department of Natural Resources, whereby the City agrees to financially secure the future closure and post-closure care of all currently active and previously completed portions of the City’s Sanitary Landfill.
  46. COUNCIL BILL 2013-238. (Rushefsky)A special ordinance authorizing the City Manager, or his designee, to enter into a Supplemental Agreement for Highway/Rail Crossing Improvements with the Missouri Highways and Transportation Commission (MHTC) and BNSF Railway Company (BNSF) for the purpose of coordinating participation by the City in the cost of the BNSF New Concrete Crossing Surface and Signal project at East Cherry Street, between South Union Avenue and U.S. Highway 65, designated as United States Department of Transportation (U.S. DOT) No. 664106E.
  47. COUNCIL BILL 2013-239. (Stephens)A special ordinance amending the General Fund budget for the City of Springfield, Missouri, for Fiscal Year 2012-2013, increasing revenue and expenses by $8,476, and reallocating unexpended appropriations between departments, and amending Police Special Revenue Funds in the amount of $28,291.
  48. Confirm the following reappointments to the Mayor’s Commission on Human Rights and Community Relations: Emily Nelms and Todd Thomas with terms to expire October 1, 2016.
  49. Confirm the following appointments to the Personnel Board: Kyle Ament with term to expire March 1, 2015; and David Brown with term to expire March 1, 2016.
