  7. COUNCIL BILL 2013-177. (Carroll)A special ordinance amending the Consolidated Plan adopted by Special Ordinance No. 25752 and the Action Plan adopted by Special Ordinance No. 26214 to add the property located at the 3902 West Helen Street to the program boundary. (Staff recommends approval.)

COUNCIL BILL 2013-178. (Fishel)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Sections 1-1600, Official Zoning Map and Rules for Interpretation, and 3-1200, Zoning Certificate, to permit the use of a digital map as the City’s official map and to update the Zoning Ordinance to direct zoning certification applications to the Planning Department. (Both Planning and Zoning Commission and staff recommend approval.)

COUNCIL BILL 2013-179. (Rushefsky)A general ordinance amending the Official Map of Springfield, adopted pursuant to General Ordinance No. 1478, by changing the name of East Monroe Street, between Kimbrough Avenue and Jefferson Avenue, to Bear Boulevard. (Planning and Zoning Commission and Staff recommend approval.)
  10. COUNCIL BILL 2013-180. (Burlison)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, (Zoning Ordinance) by adopting a new Section 4-2800, LWO, Live/Work Overlay District, to permit the continued residential usage, in addition to allowing a business or occupational use within the same dwelling. (Both Planning and Zoning Commission and staff recommend approval.)
  11. COUNCIL BILL 2013-181. (Fishel)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 1.44 acres of property, generally located at 777 East Battlefield, from an O-1, Office District, to a GR, General Retail District; and establishing Conditional Overlay District No. 61. (Planning and Zoning Commission and staff recommend approval.) (By: Griswald Enterprises LLC; 777 East Battlefield Road; Z-12-2013/Conditional Overlay District #61.)

COUNCIL BILL 2013-182. (Hosmer)A special ordinance authorizing the City Manager, or his designee, to enter into the Springfield/Republic Agreement for Consolidated 911 Emergency Communication Services, for the purpose of consolidating 911 emergency communications services between the City of Springfield and the City of Republic. (Staff recommends passage.)

  18. COUNCIL BILL 2013-183. (Fisk)A special ordinance authorizing the City Manager, or his designee, to accept a grant from the United States Department of Justice, Edward Byrne Memorial Justice Assistance Grant (JAG); enter into an interlocal agreement with Greene County, Missouri; and amend the budget for the Springfield Police Department for Fiscal Year 2013-2014, in the amount of $104,247.

COUNCIL BILL 2013-164. (Fishel)A special ordinance declaring the necessity of condemning rights-of-way over, under, and through the properties located at 1015 East Republic Street, 4141 South National Avenue, 1221 East Republic Street, 1223 East Republic Street, 1259 East Republic Street and 1281 East Republic Street, as herein described, for the purpose of constructing and maintaining a public street, and for the relocation, construction, maintenance, and operation of utilities, for the Republic Street, National Avenue, and Monastery Street Improvement Project, Plan No. 2011PW0059T.

  25. The Mayor recommends the following appointments to the Tree City USA Advisory Committee: Sheri Hawkins with term to expire December 1, 2014; and Zach Miller with term to expire December 1, 2015.
  26. As per RSMo. 109.230 (4), City records that are on file in the City Clerk’s office and have met the retention schedule will be destroyed in compliance with the guidelines established by the Secretary of State’s office.

COUNCIL BILL 2013-184. (Rushefsky)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City of Springfield as shown on the Preliminary Plat of Holly Ridge Subdivision, generally located at 2157 East Grand Street, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)

COUNCIL BILL 2013-185. (Seifried)A special ordinance authorizing the City Manager, or his designee, to enter into a Transportation Enhancement Funds Program Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of accepting federal transportation enhancement grant funds for streetscape/ pedestrian facilities for the Commercial Street Phase 5 Streetscape Project, and amending the budget of the Department of Public Works for Fiscal Year 2013-2014, in the amount of $320,000, to appropriate the grant funds for this project.
  32. COUNCIL BILL 2013-186(Seifried)A special ordinance authorizing the City Manager, or his designee, to enter into a Transportation Enhancement Funds Program Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of accepting federal transportation enhancement grant funds for the Jefferson Avenue Phase 1 Streetscape Project, and amending the budget of the Department of Public Works for Fiscal Year 2013-2014, in the amount of $320,000, to appropriate the grant funds for this project.
  33. COUNCIL BILL 2013-187. (Compton)A special ordinance authorizing the City Manager, or his designee, to enter into a Transportation Enhancement Funds Program Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of accepting federal transportation enhancement grant funds for designing and constructing a portion of the Jordan Creek Greenway Trail at West Meadows, west of Main Avenue to Fort Avenue, and amending the budget of the Department of Public Works for Fiscal Year 2013-2014, in the amount of $240,000, to appropriate the grant funds for this project.

COUNCIL BILL 2013-188. (Seifried)A special ordinance authorizing the City Manager, or his designee, to enter into a Transportation Enhancement Funds Program Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of accepting federal grant funds for the construction of streetscape/pedestrian facilities for the Phelps Street Streetscape Project, and amending the budget of the Department of Public Works for Fiscal Year 2013-2014, in the amount of $200,000, to appropriate the grant funds for this project.
  35. COUNCIL BILL 2013-189. (Compton)A resolution approving the plans, specifications, and bid of MoDoCo General Contractors, Inc., for the Police South SDS-6 Lower Level Office Renovation Project.

COUNCIL BILL 2013-168. (Stephens)A general ordinance amending the Springfield City Code, Chapter 2, Administration, Article I, by repealing Section 2-8, pertaining to disclosure of certain transactions by certain City employees, candidates for elected City office, and public officials, and enacting in lieu thereof a new Section 2-8.
  39. COUNCIL BILL 2013-169. (Compton)A special ordinance declaring the Frances Vandivort Centre Project Redevelopment Plan fully implemented and terminating said Plan.
  40. COUNCIL BILL 2013-170. (Fisk)A special ordinance approving a Mutual Termination of Purchase and Development Agreement between the City of Springfield, Missouri, and Heer’s Building, LLC; authorizing the City Manager to execute the Mutual Termination of Development Agreement on behalf of the City; and repealing certain ordinances and resolutions in connection therewith.
  41. COUNCIL BILL 2013-171. (Carroll)A special ordinance authorizing the termination of tax abatement pursuant to the Redevelopment Plan submitted by the Springfield Heer’s Building Redevelopment Corporation for the redevelopment of an area generally located at 138 W. Park Central Square in Springfield, Missouri, as approved by Special Ordinance No. 24912.
  42. COUNCIL BILL 2013-172. (Hosmer)A special ordinance repealing the designation of the Southwest Missouri State College Urban Renewal Area, and terminating the Urban Renewal Plan for said Urban Renewal Area. (Staff recommends approval.)

COUNCIL BILL 2013-173. (Carroll)A special ordinance authorizing the City Manager, or his designee, to enter into a Sixth Amendment to the 800 MHz Trunked Radio System Participation Agreement (Participation Agreement), Contract No. 2000-0182-06, amending the Participation Agreement to increase the non-participant pool of subscriber units from 150 to 300.***END OF CONSENT AGENDAS***
