  8. COUNCIL BILL 2014-068. (Seifried)A general ordinance approving revisions to the General Terms and Conditions Governing Electric Service.
  9. COUNCIL BILL 2014-069. (Fisk)A special ordinance authorizing the City Manager, or his designee, to make application to the U.S. Department of Housing and Urban Development (HUD) for the Federal Fiscal Year 2014 Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds under the Consolidated Plan; to exercise any and all powers necessary to obtain such funding and implement selected projects; to select projects for funding for the City of Springfield Fiscal Year 2014-2015; to adopt the Fiscal Resource Allocation Priorities for the Comprehensive Housing Assistance Program, and declaring an emergency. (Staff and Citizen Advisory Committee for Community Development recommend approval.)

  11. COUNCIL BILL 2014-085. (Council)A resolution declaring the results of the Special Municipal Election held on the 8th day of April, 2014 under the Home Rule Charter of the City of Springfield, Missouri on the question to repeal a three-quarter of one percent (3/4-cent) sales tax on retail sales for the purpose of providing revenues for the Springfield Police Officers’ and Firefighters’ Pension System, with said tax to sunset at the end of five years from the date of commencement of the renewed tax or the Pension Fund reaching a fully funded status.

  13. COUNCIL BILL 2014-077. (Carroll)A special ordinance authorizing the City Manager, or his designee, to accept two grants for a combined total of $150,000.00 for the Emergency Solutions Grant (ESG) Program from the Missouri Department of Social Services (DSS) for the purpose of sub-granting to eligible homeless service providers; to enter into an agreement with the Missouri Department of Social Services; to enter into subcontracts to carry out the grant objectives; to exercise any and all powers necessary to implement the grant; and to declare an emergency. (Staff recommends approval.)

  18. COUNCIL BILL 2014-078. (Fishel)A special ordinance adopting the Redevelopment Plan and Blight Study for the Galloway Redevelopment Area for an area generally located along the 3400 to 4100 blocks of South Lone Pine Avenue, which starts north of East Lacuna Street, runs south to East Republic Road, and is comprised of approximately 74.26 acres. (The Land Clearance for Redevelopment Authority, Planning and Zoning Commission, and staff recommend approval.)

  20. COUNCIL BILL 2014-079. (Fisk)A special ordinance authorizing the City Manager, or his designee, to enter into a Cost Apportionment Agreement with the Missouri Highways and Transportation Commission (MHTC) and the Ozarks Transportation Organization (OTO) for the purpose of coordinating participation in the cost of the OzarksTraffic Bluetooth Project, designated as MHTC Project No. J8P3030.

  24. The Mayor recommends the following appointments to the Public Housing Authority: Lisa McIntire with term to expire April 11, 2015; and Gretchen Russell with term to expire April 11, 2018.
  25. The City Manager recommends the following appointment as an alternate to the Board of Adjustment: King Coltrin with term to expire January 1, 2017.
  26. The City Manager recommends the following reappointments to the Art Museum Board: Jennifer Kennally and Sally Scheid with terms to expire June 1, 2017.
  27. As per RSMo. 109.230 (4), City records that are on file in the City Clerk’s office and have met the retention schedule will be destroyed in compliance with the guidelines established by the Secretary of State’s office.

  30. COUNCIL BILL 2014-080. (Rushefsky)A special ordinance authorizing the City Manager, or his designee, to enter into a Cost Share Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of coordinating participation in the cost of intersection improvements at Route 744 (Kearney Street) and Packer Road, designated as MHTC Project No. J8S3019; and amending the budget of the Department of Public Works for the Fiscal Year 2013-2014, in the amount of $728,721, to appropriate Surface Transportation Program (STP)-Urban federal grant funds for this project.
  31. COUNCIL BILL 2014-081. (Seifried)A special ordinance approving the sale of real property located at 934 East Webster Street to Greenway Studios, LLC in the amount of $5,150 and authorizing the issuance of a deed for same.

COUNCIL BILL 2014-082. (Burlison)A resolution approving the appointments of Cody Knight and Ron Smouse to new terms, and the appointments of Curtis Jared and Cara Walker to fill unexpired terms for the Board of Directors of the Airport Plaza Community Improvement District (CID). (Staff and the Airport Plaza CID Board of Directors recommend approval.)
  34. COUNCIL BILL 2014-083. (Compton)A resolution approving the appointment of Brenda Slivinski to a new term, and the reappointment of Rob Eslick to the Board of Directors of the Kansas Battlefield Community Improvement District (CID). (Staff and the Kansas Battlefield CID Board of Directors recommend approval.)
  35. COUNCIL BILL 2014-084. (Hosmer)A general ordinance amending Chapter 2, Section 2‑92 of the Springfield City Code, known as the Salary Ordinance, relating to the salary rate and pay grade for various job titles within the City of Springfield (City) for the Springfield Police Department (SPD), as contained in the Professional, Administrative and Technical (PAT) salary schedules, by adding one (1) new Full Time Equivalent (FTE) position to the SPD, and by deleting one-half (0.5) FTE position from the SPD; and declaring an emergency.

  37. COUNCIL BILL 2014-070. (Carroll)A special ordinance authorizing the City Manager, or his designee, to enter into License Agreements and Releases with the School District of Springfield R-12 (SPS), Drury University (Drury), Missouri State University (MSU), and the Watershed Committee of the Ozarks (WCO) for the purpose of constructing stormwater best management practices on SPS, Drury, and MSU property to improve local water quality as part of the Springfield-Greene County Urban Watershed Stewardship Project (Big Urbie) Grant.
  38. COUNCIL BILL 2014-071. (Fishel) 
    A special ordinance authorizing the City Manager, or his designee, to enter into an intergovernmental agreement with the Missouri Highways and Transportation Commission (MHTC) for the Springfield Police Department’s use of the Global Navigation Satellite Real Time Network.
  39. COUNCIL BILL 2014-072. (Rushefsky)A special ordinance authorizing the City Manager, or his designee, to enter into a Services Agreement with Texas A&M University to teach a course for the Springfield Police Department.
  40. COUNCIL BILL 2014-073. (Compton) 
    A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City of Springfield as shown on the Preliminary Plat of Walnut Creek Phase III, generally located at the 5100 to 5200 blocks of South Main Avenue, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)
