14.   Council Bill 2015-105. (Stephens)

A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 39.13 acres of property generally located at 3705 West Sunshine Street from a County R-1, Suburban Residence District and C-2, General Commercial District to an HC, Highway Commercial District; and establishing Conditional Overlay District No. 85 (Planning and Zoning Commission recommends denial and staff recommends approval). 15.   Council Bill 2015-106. (Fishel)

A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 1.66 acres of property generally located at 3200 East Sunshine Street from Planned Development District No. 9 to a GR, General Retail District; and establishing Conditional Overlay District No. 92 (Planning and Zoning Commission and staff recommend approval). 16.   Council Bill 2015-107. (Fishel)

A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 0.77 acres of property generally located on the west side 2600 block of South Jefferson Avenue from an R-SF, Single Family Residential District to an R-MD, Medium Density Multi-Family Residential District; and establishing Conditional Overlay District No. 91 (Planning and Zoning Commission and staff recommend approval). 17.   Council Bill 2015-108. (Stephens)

A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 0.89 acres of property generally located at 1215 and 1225 North Benton Avenue from an R-SF, Single Family Residential District and an R-MD, Medium Density Multi-Family Residential District and Mid-Town Urban Conservation District No. 3 Area A to Planned Development District No. 348 and Mid-Town Urban Conservation District No. 3 Area E (Both Planning and Zoning Commission and Staff recommend approval). 18.   Council Bill 2015-109. (Stephens)

A special ordinance adopting the Historic Patterson House Redevelopment Plan and Blight Report for 1225 North Benton Avenue, and declaring the Area to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals, and welfare. (The Land Clearance for Redevelopment Authority, the Planning and Zoning Commission, and Staff recommend approval.)

19.   Council Bill 2015-110. (Fisk)

A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Section 5-1500, Off-Street Parking Requirements, in the Springfield Zoning Ordinance to allow the Director of Building Development Services to grant exemptions to the off-street parking requirements to make reasonable accommodations to persons with disabilities under certain conditions. (Both Planning and Zoning Commission and staff recommend approval.)

20.   Council Bill 2015-111. (Stephens)

A general ordinance amending the Springfield City Code by repealing language contained in Chapter 78 Offenses & Miscellaneous Provisions, Chapter 106 Traffic and Vehicles, Chapter 2 Administration, the Springfield Land Development Code, and Chapter 82 Parks and Recreation, as identified in Exhibits A, B, C, D, and E; and enacting in lieu thereof a new Article VII Special Events in Chapter 2 Administration, of the Springfield City Code.

22.   Council Bill 2015-112. (Stephens)

A special ordinance approving and authorizing the Director of Planning and Development to accept dedication of the public streets and easements to the City of Springfield as shown on the Preliminary Plat of Menards West, generally located at 3705 West Sunshine Street, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission recommends denial and staff recommends that City Council accept the public streets and easements.)

23.   Council Bill 2015-113. (Stephens)

A special ordinance authorizing and directing the issuance of public utility refunding revenue bonds, series 2015, of the city of Springfield, Missouri; prescribing the form and details of said refunding revenue bonds and the covenants and agreements made by the city to facilitate and protect the payment and security thereof; and authorizing certain actions and documents and prescribing other matters relating thereto.

24.   Council Bill 2015-114. (Stephens) 

A special ordinance authorizing and directing the issuance, sale and delivery by the City of Springfield, Missouri of Special Obligation Bonds (Sewer System Improvements Project), Series 2015 in an aggregate principal amount not to exceed $46,000,000 for the purpose of providing funds to pay costs related to certain sewer system improvements in the City; amending the budget of the Department of Environmental Services for Fiscal Year 2014-2015 in the amount of $45,700,000; authorizing and approving certain documents in connection with the issuance of the Bonds; authorizing certain other documents and actions in connection therewith; and declaring an emergency.

30.   Council Bill 2015-115.   (Fisk)

A special ordinance authorizing the City Manager, or his designee, to enter into a Cost Share Program First Supplemental Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of coordinating participation in the cost of pavement repairs and rehabilitation on various sections of Route 13 (Kansas Expressway) from Interstate 44 to Mount Vernon Street, including construction of railroad features, designated as MHTC Job No. J8P3042.

31.   Council Bill 2015-116.   (Stephens)

A special ordinance authorizing the Director of Planning and Development to accept dedication of the public streets and easements to the City of Springfield as shown on the Preliminary Plat Renewal of Westwood Hills 3rd Addition, generally located on the west side of the 900 block South West Bypass, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)

33.   Council Bill 2015-117.   (Fishel)

 A special ordinance authorizing the City Manager, or his designee, to accept Temporary Assistance for Needy Families (TANF) funds for the State Parks Youth Corps program from the Missouri Division of Workforce Development; entering into

necessary agreements to carry out the grant; and amending the budget of the Department of Workforce Development for Fiscal Year 2014-2015 in the amount of $74,999.92 to appropriate the grant funds.

34.   Council Bill 2015-118.   (Stephens)

A special ordinance authorizing the City Manager, or his designee, to accept $3,215.00 from the Southwestern Missouri Cyber Crimes Task Force (SMCCTF) for the Springfield Police Department (SPD) to purchase computer software; and amending the budget of the Springfield Police Department for Fiscal Year 2014-2015 to appropriate the grant funds.

35.   Council Bill 2015-119.   (Hosmer)

A special ordinance amending the budget of the Springfield-Branson National Airport for Fiscal Year 2014-2015 in the amount of $223,806.40 to appropriate funds to be received from the United States of America (the Government) for the Airport to perform office remodeling.

36.   Council Bill 2015-120.   (Stephens)

A special ordinance authorizing the City Manager, or his designee, to accept $20,000 from the Missouri Highways and Transportation Commission (MHTC) for the Springfield Police Department (SPD) to provide traffic control in designated Missouri Department of Transportation (MoDOT) work zones; and amending the SPD budget for Fiscal Year 2014-2015 to appropriate the grant funds.

A resolution approving the appointment of Gregg Johnson to serve on the Commercial Street Community Improvement District (CID) Board of Directors. (Staff recommends approval).

39.   Council Bill 2015-099.   (Hosmer)

A general ordinance amending the Springfield City Code, Chapter 2, Administration, Article I, In General, Section 2-3, Persons authorized to enter agreements on behalf of city, to clarify the signature authority of the assistant city manager, and to increase the authority of the City Manager to enter into certain contracts on behalf of the City.

40.   Council Bill 2015-100.   (Fisk) 

A general ordinance amending the Springfield City Code, Chapter 2, Administration, Article I, In General, Section 2-3, Persons authorized to enter agreements on behalf of city, to authorize the Director of Public Works and the Director of Environmental Services to enter into emergency field directives for their respective departments. 

41.   Council Bill 2015-101.   (Fishel)

A special ordinance authorizing the City Manager, or his designee, to enter into an amendment to Jefferson-Olive Parking Garage Project Redevelopment and Lease Agreement with Downtown Springfield Properties, LLC (DSP) concerning the provision of free public parking.

42.   Council Bill 2015-102.   (Hosmer)

A special ordinance authorizing the City Manager, or his designee, to enter into a License Agreement for Monitoring Well with Environmental Works, Inc. (EW), for the purpose of allowing EW to install and maintain (at no cost to the City) a monitoring well on the public right-of-way on Fort Avenue south of Sunshine Street to monitor groundwater conditions.

43.   Council Bill 2015-103.   (Fisk)

A special ordinance approving the plans and specifications for the Republic Road Widening Phase 2 project, accepting the bid of Hartman and Company, Inc., for that project, and authorizing the City Manager, or his designee, to enter into a contract with such bidder.

44.   Confirm the following reappointment to the Art Museum Board:   Kirk Elmquist with term to expire June 1, 2018.

Confirm the following appointments to the Airport Board:   James B. Anderson and Dr. David P. Manuel with terms to expire June 1, 2018.

Confirm the following reappointment to the Airport Board:   Thomas M. Babik with term to expire June 1, 2018.

Confirm the following reappointments to the Police Civilian Review Board: James K. Williams and Paul Kalapathy with terms to expire May 1, 2018.

Confirm the appointment of Cindy Rushefsky to serve as Council’s non-voting liaison to the Police Officer’s and Fire Fighter’s Retirement System Board of Trustees.
