COUNCIL BILL 2014-154.     (Burlison)     CITIZENS MAY SPEAK.  MAY BE VOTED ON.A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, to add a new Subsection 6-1217, Maximum Bufferyard Area, to allow bufferyard reductions for small lots. (Both Planning and Zoning Commission and staff recommend approval.)

  9. COUNCIL BILL 2014-168.     (City Council)A resolution declaring it necessary for Springfield City Council to temporarily cease discussions requiring budget adjustments for the Fiscal Year 2014-2015 in selected departments for the sole purpose of hiring additional, non-budgeted personnel until both the determination of the COPS grant request and the final determination of the Tax Exemption Bills are publicly known.
  10. COUNCIL BILL 2014-175.     (City Council)A resolution requesting the Springfield local state legislative delegation not to override tax exemption bill vetoes and to correct the process that resulted in last-minute tax exemption bills.

COUNCIL BILL 2014-172.     (Fisk)A special ordinance authorizing the City Manager, or his designee, to accept National Emergency Grant (NEG) funds from the State of Missouri and to enter into necessary agreements to carry out the grant; and amending the budget of the Department of Workforce Development for the Fiscal Year 2014-2015, in the amount of $448,992.

  17. COUNCIL BILL 2014-169.     (Hosmer) 
     A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Division I, Intent, Purpose, and General Provisions, and Division V, Supplemental District Regulations, to allow the use of utility poles for wireless telecommunications support structures.  (Both Planning and Zoning Commission and staff recommend approval.)

COUNCIL BILL 2014-170.     (Fishel)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 18.61 acres of property generally located at 1530 East Erie Street from Planned Development District No. 323 to Planned Development District No. 323 Amended.  (Both Planning and Zoning Commission and Staff recommend approval.)  (By:  TLC Properties; 1530 East Erie Street; Planned Development 323 Amended.)

COUNCIL BILL 2014-171.     (Carroll)A special ordinance authorizing the City Manager, or his designee, to enter into an Amended Memorandum of Understanding with the City of Springfield Board of Public Utilities for the purpose of shifting from in-kind compensation for the use of the City’s rights-of-way to payment per linear foot.

COUNCIL BILL 2014-173.     (Compton)A special ordinance authorizing the City Manager, or his designee, to accept a grant from the United States Department of Justice, Edward Byrne Memorial Justice Assistance Grant (JAG); enter into an interlocal agreement with Greene County, Missouri; and amend the budget for the Springfield Police Department for Fiscal Year 2014-2015, in the amount of $123,161.
  31. COUNCIL BILL 2014-174.     (Seifried)A resolution declaring it necessary to construct sanitary sewers in Sanitary Sewer District No. 115 of Section No. 5 in the City, located in the general vicinity of Turner Street and Nettleton Avenue; providing for payment therefore; and providing for publications and notices.

COUNCIL BILL 2014-159.     (Seifried)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City of Springfield as shown on the Preliminary Plat of Tarkio Street Place, generally located at 500 South Miller Avenue, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance.  (Planning and Zoning Commission and staff recommend that City Council accept the public streets and easements.)
  37. COUNCIL BILL 2014-160.     (Carroll)A special ordinance amending the Fiscal Year 2013-2014 Budget for the Springfield Art Museum Board (“Museum”) in the amount of $1,200.00, to appropriate a grant awarded to the Museum by the Missouri Arts Council for the purpose of an exhibition project.
  38. COUNCIL BILL 2014-161.     (Stephens)A general ordinance amending the Springfield City Code, Chapter 42, Courts, Section 42-41, Court costs, Subsection (a), Fee schedule, by adding a new cost item for Court House capital improvements and providing for operation and maintenance of Court facilities.
  39. Confirm the following appointment to the Board of Public Utilities:  Jeff Childs with term to expire December 1, 2016.
