A resolution initiating an administrative delay on the acceptance and processing of applications for demolition, new construction, re-platting of property, including lot combinations, conditional use permits, and rezoning for a period of two hundred ten (210) days from the date of passage of this Resolution for those properties which abut the Sunshine Street and National Avenue Corridor Area, to allow time to seek input from area residents, property owners, design professionals, and interested citizens regarding the Sunshine and National Corridor Plan and for staff to present a report to the Planning and Zoning Commission and City Council regarding the Sunshine Street and National Avenue Corridor Area, development constraints, and opportunities in this area.

A special ordinance authorizing the City Manager, or his designee, to accept grant funds in the amount of $286,100 from a Food Waste Reduction Pilot Program Grant through the United States Department of Agriculture to fund improvements to the Yardwaste Recycling Center for acceptance of food waste materials for landfill diversion and outreach efforts to promote a food waste acceptance pilot program and to enter into a contract to receive such funds; amending the budget of the Department of Environmental Services for Fiscal Year 2022-2023 in that amount upon award of the grant; and declaring that this bill qualifies as a one-reading bill.

A general ordinance amending Chapter 120, ‘Wastewater Regulations,’ Article VI, ‘Wastewater Charges and Rates,’ Section 120-245, ‘Rates,’ and Section 120-247, ‘Extra Charges,’ of the Springfield City Code, by repealing the existing rate schedule and establishing a new rate schedule that provides for phased-in annual rate increases for three years, beginning July 1, 2023, which shall provide necessary funding for accommodating increases in operating costs and for the additional cost of complying with the Clean Water Act and Missouri Department of Natural Resources mandates.
