  14. COUNCIL BILL 2013-320. (Burlison, Fisk, Hosmer, and Seifried)

    A general ordinance amending the Springfield City Code, Chapter 78, Offenses and Miscellaneous Provisions, Article I, In General, by adopting a new subsection prohibiting panhandling within twenty feet of the entrance to any business. (The Plans and Policies Committee recommends approval.)

  15. COUNCIL BILL 2013-321. (Hosmer)

    A general ordinance amending Springfield City Code, Chapter 58, Health and Sanitation, by adding Article XI, Tobacco Free Zone, to create a tobacco-free zone in Park Central Square with exceptions.

  16. COUNCIL BILL 2013-322. (Burlison, Fisk, Hosmer, and Seifried)

    A general ordinance amending the Springfield City Code, Chapter 82, Parks and Recreation, Article II, Park Central Square, Division 1, Generally, by adopting a new section prohibiting the use of skateboards upon the sidewalks or any other structures within the Downtown Mall. (The Plans and Policies Committee recommends approval.)

  17. COUNCIL BILL 2013-323. (Burlison, Fisk, Hosmer, and Seifried)

    A general ordinance amending the Springfield City Code, Chapter 58, Health and Sanitation, Article II Food and Food Establishments, Division 2, Restaurants, by adopting a new section prohibiting the distribution of food without a permit in the COM-1, Commercial Street District, COM-2, Commercial Street District and CC, Center City District. (The Plans and Policies Committee Recommends approval.)

  18. COUNCIL BILL 2014-003. (Seifried)

    A special ordinance approving the appropriation and budget adjustment of $105,000, for the purpose of accepting funding from partner agencies, and conducting environmental investigation in the vicinity of Former Manufactured Gas Plant operations in the vicinity of Main Avenue and the Jordan Valley West Meadows area. (Staff recommends approval.)

  19. COUNCIL BILL 2014-004. (Fisk)

    A special ordinance authorizing the City Manager, or his designee, to enter into a Memorandum of Understanding with the Missouri National Guard (MONG) Counterdrug Task Force for the purpose of assisting the Springfield Police Department (SPD) with investigating the illegal sale and distribution of narcotics.

  20. COUNCIL BILL 2014-009. (Rushefsky)

    A special ordinance authorizing the City Manager, or his designee, to enter into a Memorandum of Understanding/Agreement with the Drug Enforcement Administration (DEA) to provide the DEA with a temporary, emergency workspace during an event that triggers the Continuity of Operations Plan.

  22. COUNCIL BILL 2014-015. (Compton) 

    A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 0.89 acres of property, generally located at 1735 West Sunshine Street, from Planned Development District No. 46 to Planned Development District No. 345. (Both Planning and Zoning Commission and Staff recommend approval.) (By: Mark Coburn; 1735 West Sunshine Street; Planned Development No. 345.)

  23. COUNCIL BILL 2014-016. (Burlison)

    A special ordinance adopting “The Q Place ” Student Housing Redevelopment Plan, generally located at the southwest corner of the intersection of East Bear Boulevard and South Holland Avenue, which is within an area previously blighted; and authorizing the City Manager, or his designee, to execute an agreement with the corporation relating to the implementation of the Redevelopment Plan. (The Land Clearance for Redevelopment Authority, the Planning and Zoning Commission, and Staff recommend approval.)

  24. COUNCIL BILL 2014-017. (Compton)

    A special ordinance authorizing the issuance of Use Permit No. 407 to permit a restaurant at 1108 East Walnut Street within the Walnut Street Urban Conservation District No. 1 West, Area A, on certain conditions. (Planning and Zoning Commission and staff recommend approval.)

  25. COUNCIL BILL 2014-018. (Compton)

    A special ordinance authorizing the issuance of Use Permit No. 408, to permit a Distillery use at 507 West Walnut Street within a CC, Center City District on certain conditions. (Planning and Zoning Commission and staff recommend approval.)

  27. COUNCIL BILL 2014-019. (Carroll)

    A special ordinance amending the budget of the Department of Public Works for the Fiscal Year 2013-2014, in the amount of $1,250,000.00, to appropriate 1/4-Cent Capital Improvement Sales Tax fund balance reserves to fund high-priority municipal facility improvements and the Reforestation and Landscaping Improvement project.

  28. COUNCIL BILL 2014-020. (Stephens)

    A general ordinance amending Chapter 2, Article III, Division 1 of the Code of Ordinances (“City Code”) of the City of Springfield, Missouri (“City”), Section 2-91, known as the Merit System Rules and Regulations (“Merit Rules”), by amending portions of the Merit Rules, specifically Merit Rule 2.2(a) (Coverage and Amendment of Rules), Merit Rule 8.5 (Temporary Appointment), Merit Rule 20.1 (Compensation for Absence on Holidays), Merit Rule 21.1(a) (Vacation Leave), and Merit Rules 21.2(c.1), 21.2(e), and 21.2(f) (Sick Leave); and by deleting portions of the Merit Rules, specifically Merit Rule 21.2(c.3); and by establishing an effective date for said Merit Rule changes (Merit Rule changes requiring Personnel Board approval have Personnel Board support).

  29. COUNCIL BILL 2014-021. (Stephens)

    A special ordinance authorizing City Manager, or his designee, on behalf of the City of Springfield, Missouri, to enter into a First Amendment to Joint Cooperation and Depository Agreement; amending the budget of the City of Springfield, for the Fiscal Year 2013-2014 in an amount not to exceed $254,541.68; and authorizing certain documents and actions in connection therewith.

  30. COUNCIL BILL 2014-022. (Fishel)

    A special ordinance authorizing the City Manager, or his designee, to enter into an Operational Response of Mutual Aid agreement to provide mutual aid with Greene County to participate in the Greene County Arson Task Force for the purpose of reducing arson incidents within Greene County; and repealing Special Ordinance No. 26209.

  31. COUNCIL BILL 2014-023. (Rushefsky)

    A special ordinance approving an Operational Response of Mutual Aid agreement form for providing fire protection, mutual aid, and assistance with neighboring entities; authorizing the City Manager, or his designee, to enter into a separate Operational Response of Mutual Aid agreement with each of the following entities: Ash Grove Fire Protection District, Bois D’Arc Fire Protection District, Ebenezer Fire Protection District, Fair Grove Fire Protection District, Nixa Fire Protection District, Ozark Fire Protection District, Pleasant View Fire Protection District, Strafford Fire Protection District, Walnut Grove Fire Protection District, and West Republic Fire Protection District, each for the purpose of providing fire protection, mutual aid, and assistance.

  35. The Committee of the Whole recommends the following appointments to the Board of Public Utilities: Rodney Shepard and Dean Young with terms to expire December 1, 2016.
  36. The City Manager recommends the following reappointments to the Building Trades Examination and Certification Board: Jim McGuire, Richard McLain, and Jonathan Welsh with terms to expire October 1, 2016.
  37. As per RSMo. 109.230 (4), City records that are on file in the City Clerk’s office and have met the retention schedule will be destroyed in compliance with the guidelines established by the Secretary of State’s office.

  40. COUNCIL BILL 2014-024. (Fisk)

    A general ordinance amending Chapter 2, Section 2‑92 of the Springfield City Code, known as the Salary Ordinance, relating to the salary rate and pay grade for one job title within the City of Springfield (City) for the Springfield-Greene County Parks Department (Parks), as contained in the Professional, Administrative and Technical (PAT) salary schedules, by reclassifying the job title of Superintendent of Recreation, which will result in the addition of one new job title, Superintendent of Recreation (PAT 13), and the deletion of one job title, Superintendent of Recreation (PAT 12).

  43. COUNCIL BILL 2014-026. (Hosmer)

    A resolution approving the plans and specifications for the Public Works Service Center pit repairs project and accepting the bid of Emery Sapp & Sons, Inc., for construction of the Public Works Service Center pit repairs project.

    A general ordinance amending Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 2.38 acres of property, generally located at 4245 South Fremont Avenue, from a Planned Development District No. 84 to a GR, General Retail District.   47. COUNCIL BILL 2014-010. (Compton)

    A special ordinance approving the Final Development Plan of Planned Development District No. 329, generally located at 2206, 2208, 2210, 2212, and 2214 West Chesterfield Boulevard. (Planning and Zoning Commission and staff recommend approval.)

  48. COUNCIL BILL 2014-011. (Fishel)

    A special ordinance approving the Final Development Plan of Planned Development District No. 95, 2nd Amendment, generally located at the 200 block of East El Camino Street. (Planning and Zoning Commission and staff recommend approval.)

  49. COUNCIL BILL 2014-012. (Fishel)

    A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements as shown on the Preliminary Plat of Galloway Plaza, generally located at 3938 South Lone Pine Avenue, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)

  50. COUNCIL BILL 2014-013. (Fisk)

    A special ordinance authorizing the City Manager, or his designee, to accept an Arts and Culture grant of up to $1,458 from the Springfield Regional Arts Council (SRAC) to support the Sculpture Walk program; and amending the budget of the Department of Public Works, for Fiscal Year 2013-2014, in the amount of $1,458 to appropriate the grant funds.

  51. COUNCIL BILL 2014-014. (Burlison)

    A special ordinance amending the budget of the Springfield-Greene County 911 Emergency Communications Department (911 ECD), for the Fiscal Year 2013-2014, in the amount of $168,315.22, to appropriate County-wide 911 Sales Taxes for the consolidation of 911 emergency communication services between the City of Springfield and the City of Republic
