COUNCIL BILL 2014-148.     (Carroll)A special ordinance authorizing and directing the issuance, sale and delivery of $[Aggregate Principal Amount] principal amount of General Obligation Sewer Improvement and Refunding Bonds, Series 2014B, of the City of Springfield, Missouri; prescribing the form and details of the bonds; providing for the levy and collection of an annual tax for the purpose of paying the principal of and interest on the bonds as they become due; authorizing certain other documents and actions in connection therewith; and declaring an emergency.

COUNCIL BILL 2014-115.  AMENDED SUBSTITUTE NO. 2.     (Compton)     MAY SPEAK TO AMENDMENT ONLY.  MAY BE VOTED ON. A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Subsection 1-1331, Agricultural Uses, to allow beekeeping as an accessory use in any district under certain conditions. (Both Planning and Zoning Commission and staff recommend approval.)
  9. COUNCIL BILL 2014-116.  SUBSTITUTE NO. 2.     (Burlison)A general ordinance amending the Springfield City Code, Chapter 18, Animals, Article I, In General, and Chapter 74, Nuisance and Housing Code, Article VII, Nuisances, providing for standards for the keeping of bee colonies and hives, and providing for them to be declared a nuisance under certain circumstances.

COUNCIL BILL 2014-155.     (Compton)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 5.63 acres of property, generally located at 2150 West Republic Road, from an R-SF, Single-Family Residential District, to a GR, General Retail District and establishing Conditional Overlay District No. 75.  (Planning and Zoning Commission and staff recommend approval).  (By:  John Calvin Presbyterian Church; 2150 West Republic Road; Z-12-2014 & Conditional Overlay District No. 75.)

COUNCIL BILL 2014-157.     (Fishel)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 3.7 acres of property, generally located at 2118 South Eastgate Avenue, from a Planned Development District No. 233 to an R-LD, Low-Density Multi-Family Residential District; and establishing Conditional Overlay District No. 74.   28. COUNCIL BILL 2014-159.     (Seifried)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City of Springfield as shown on the Preliminary Plat of Tarkio Street Place, generally located at 500 South Miller Avenue, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance.  (Planning and Zoning Commission and staff recommend that City Council accept the public streets and easements.)
  29. COUNCIL BILL 2014-160.     (Carroll)A special ordinance amending the Fiscal Year 2013-2014 Budget for the Springfield Art Museum Board (“Museum”) in the amount of $1,200.00, to appropriate a grant awarded to the Museum by the Missouri Arts Council for the purpose of an exhibition project.
  30. COUNCIL BILL 2014-161.     (Stephens)A general ordinance amending the Springfield City Code, Chapter 42, Courts, Section 42-41, Court costs, Subsection (a), Fee schedule, by adding a new cost item for Court House capital improvements and providing for operation and maintenance of Court facilities.

  32. COUNCIL BILL 2014-162.     (Seifried)
    A resolution declaring it necessary to construct sanitary sewers in Sanitary Sewer District No. 89 of Section No. 18 in the City, located in the general vicinity of Linro Lane at Kearney Street; providing for payment therefore; and providing for publications and notices.
  33. COUNCIL BILL 2014-163.     (Compton)
    A resolution approving the plans and specifications for the Campbell Avenue and Grand Street Intersection Improvements project, Plan No. 2014PW0015T, and accepting the bid of Ewing Signal Construction, LLC, for that project.

    A resolution approving the plans and specifications for the Mount Vernon Street and Orchard Crest Avenue Intersection Improvements project, Plan No. 2013PW0039T, and accepting the bid of Hartman and Company, Inc., for that project.

    A resolution approving the appointment of Matt O’Reilly and the reappointment of Pat O’Reilly to the Board of Directors of the Shoppes at James River Community Improvement District (CID).  (Staff recommends approval.)
  36. COUNCIL BILL 2014-166.     (Seifried)A resolution appointing Kailey York to the Board of Directors of the Commercial Street Community Improvement District to fill an unexpired term.  (Staff recommends approval.)
  37. COUNCIL BILL 2014-167.     (Seifried, Compton, Rushefsky, and Fishel)A resolution amending Resolution 9931, adopted by City Council on February 13, 2012, by replacing five of the members of the Animal Issues Task Force.  (The Public Involvement Committee recommends approval.)
