A special ordinance approving a Petition requesting the formation of the Glenstone Marketplace Community Improvement District; establishing the District as a political subdivision of the State of Missouri; declaring the 8.24 acres in such district to be a blighted area, and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals, and welfare; authorizing the City Manager, on behalf of the City, to execute a Cooperative Agreement between the City, the Glenstone Marketplace Community Improvement District, and Glenstone Marketplace, L.L.C.; and directing the City Clerk to notify the Missouri Department of Economic Development of the creation of the District. A general ordinance amending Chapter 2, Section 2-92 of the Springfield City Code, known as the Salary Ordinance relating to salary grades for various job titles within the City service as contained in the Professional, Administrative and Technical (PAT) Schedule, the Crafts, Trade and Labor (CTL) Schedule, the Fire Protection Schedule (FPS), and the Law Enforcement Schedule (LES) by making provision for sixteen (16) new job titles and deleting six (6) existing job titles; by providing pay adjustments for employees on the PAT, CTL, FPS, and LES pay schedules; by eliminating the position of Police Captain from education pay eligibility; by eliminating the positions of Battalion Chief, Assistant Fire Chief and Fire Chief from Emergency Medical Technician (EMT) pay eligibility; by approving a Memorandum of Understanding between the City and the City Manager; and by declaring an emergency.

A special ordinance authorizing the City Manager, or his designee, to enter into an agreement with the Greater Springfield Area Sports Commission, Inc. (Sports Commission), whereby the City will provide the Sports Commission with a share of the City’s collection fees from the hotel/motel gross receipts tax to fund the Sports Commission’s efforts to promote the hosting of national and regional sporting events to the City.
