A general ordinance amending the Springfield Land Development Code, Section 36-
306, ‘Official zoning map and rules for interpretation,’ by rezoning approximately 6.4
acres of property generally located at 739 West Talmage Street from R-SF, Singlefamily residential district, to Planned Development No. 383; and adopting an updated
Official Zoning Map. (Staff and Planning and Zoning Commission recommend

6.2. Council Bill 2023-056 (Horton)
A general ordinance amending the Springfield Land Development Code, Section 36-
306, ‘Official zoning map and rules for interpretation,’ by rezoning approximately 0.71
acre of property generally located at 1018 North Farmer Avenue and 1622, 1628, and
1634 West Scott Street from R-SF, Single-Family Residential District, to R-TH,
Residential Townhouse District, with Conditional Overlay District No. 222; establishing
Conditional Overlay District No. 222; and adopting an updated Official Zoning Map.

6.3. Council Bill 2023-057 (Horton)
A special ordinance authorizing the Director of Planning and Development to accept the
dedication of public streets and easements to the City of Springfield, as shown on the
Preliminary Plat of Troy Acres First Addition, generally located at 520 South Troy
Avenue, upon the applicant filing and recording a final plat that substantially conforms
to the preliminary plat; and authorizing the City Clerk to sign the final plat upon
compliance with all the terms of this Ordinance. (Staff recommends that City Council

7.1. Council Bill 2023-059 (McGull)
A resolution authorizing the City Manager, or his designee, to apply for federal passthrough grant funds in the amount of $400,000, from the Missouri Department of
Natural Resources Section 319 Nonpoint Source Pollution Grant Program, for the

10.1. Council Bill 2023-060 (Schilling)
A special ordinance authorizing the City Manager, or his designee, to enter into a
Municipal and Cost Apportionment First Supplemental Agreement with the Missouri
Highways and Transportation Commission to share costs associated with
improvements to the intersection of Missouri Highway 13 and Walnut Lawn Street;
amending the Fiscal Year 2022-2023 budget for the Department of Public Works in the
amount of $450,885 to appropriate additional Surface Transportation Block Grant –
Urban funds; and declaring that this Ordinance qualifies for approval in one reading.
10.2. Council Bill 2023-061 (Schilling)
A special ordinance authorizing the City Manager or his designee to enter into a

10.3. Council Bill 2023-062 (Schilling)
A special ordinance authorizing the City Manager, or his designee, to enter into an
agreement with the Missouri Department of Natural Resources, for the purpose of
accepting state American Rescue Plan Act funds in the amount of $608,000 to support
construction of Stormwater Improvements Delmar Street and South Roanoke Avenue
Project (2022PW0019); amending the budget of the Department of Public Works for
Fiscal Year 2022-2023 in the amount of $608,000; and declaring this Ordinance
qualifies for approval in one reading. - AMENDED BILLS.

acres of property generally located at 2238, 2250, and 2316 East Catalpa Street from
R-TH, Residential Townhouse District, to R-LD, Low-density Multifamily Residential
District, with Conditional Overlay District No. 223; establishing Conditional Overlay
District No. 223; and adopting an updated Official Zoning Map. (Staff is requesting this

13.1. Council Bill 2023-064 (Ollis)
A special ordinance authorizing a budget adjustment to amend the budget of the
Department of Public Works for Fiscal Year 2022-2023 in the amount of $1,530,000 to
appropriate fund balance reserves from the 1/4-cent Capital Improvement Sales Tax
and the 1/8-cent Transportation Sales Tax to fund the design and right-of-way
acquisition for six projects that have been awarded American Rescue Plan Act funds to
be used for construction.
13.2. Council Bill 2023-065 (Horton)
A special ordinance amending the budget of the City of Springfield for Fiscal Year
2022-2023 in the amount of $380,000 for the purpose of approving expenditures from
the Commercial Street Tax Increment Financing Special Allocation Fund for certain
public improvement projects within the Commercial Street Tax Increment Financing
District; and amending the Capital Improvements Program to add the funded projects.
13.3. Council Bill 2023-066 (Hardinger)
A special ordinance authorizing the City Manager, or his designee, to execute
Settlement Participation Forms from the National Opioids Settlement Administrator for
the purpose of enlisting the City as a Participating Subdivision in additional settlements
that are part of the national opioids litigation; and declaring an emergency pursuant to
City Charter Section 2.12. - PETITIONS, REMONSTRANCES AND COMMUNICATIONS.

Refer to the Committee of the Whole revision of City Code regarding marijuana and marijuana
accessories possession and public use. As per RSMo. 109.230 (4), City records that are on file in the City Clerk’s office and have met the retention schedule will be destroyed in compliance with the

18.1. Council Bill 2023-067 (Lear)
A special ordinance authorizing the City Manager, or his designee, to accept passthrough federal grant funds from the Watershed Committee of the Ozarks, which
received a Section 319 Nonpoint Source Grant from the Missouri Department of Natural
Resources for the purpose of constructing stormwater green infrastructure projects;
entering into an agreement with the Watershed Committee of the Ozarks; and
amending the budget of the Department of Environmental Services for Fiscal Year
2022-2023 in the amount of $40,000. - CONSENT AGENDA – ONE READING BILLS. See Item #3.
19.1. Council Bill 2023-068 (Hardinger)
A resolution confirming the appointment of Amanda Ohlensehlen to the College Station
Community Improvement District Board of Directors. (Staff recommends approval.)
19.2. Council Bill 2023-069 (Hosmer)
A resolution confirming the appointment of Amanda Ohlensehlen to the SGF Sports

20.1. Council Bill 2023-058 (Horton)
A special ordinance authorizing the City Manager, or his designee, to accept a donation
of $45,000 from the Downtown Community Improvement District of Springfield,
Missouri, to provide funds for additional on-street parking and improvements at the
southeast corner of the intersection of Boonville and East Chestnut Street; and
amending the budget for Fiscal Year 2022-2023 to appropriate the donation funds. - END OF CONSENT AGENDA.
