Council Bill 2016-254. (Fisk)

A general ordinance amending Chapter 120, ‘Wastewater Regulations,’ Article VI, ‘Wastewater Charges and Rates,’ Section 120-245, ‘Rates,’ and Section 120-247, ‘Extra charges,’ of the Springfield City Code, by repealing existing rate schedules effective May 31, 2011, and establishing new rate schedules that provide for three years of annual rate increases, beginning July 1, 2017, which will provide necessary funding for the cost of complying with the Clean Water Act and Missouri Department of Natural Resources mandates. A special ordinance authorizing the City Manager, or his designee, to execute a Preliminary Funding Agreement between the City of Springfield, Missouri, and 3M Company; authorizing the execution of documents; and the taking of actions consistent therewith; and amending the budget provided for the Department of Planning and Development for Fiscal Year 2016-2017, in the amount of $25,000.

A special ordinance authorizing an increased level of property tax abatement from 50 percent to 75 percent on new improvements to real property located in the Enhanced Enterprise Zone for the 3M Company in recognition of the 92 high-quality jobs the company’s proposed plant expansion will bring to the Springfield community.

A special ordinance authorizing the City Manager, or his designee, to apply for and accept a Brownfields Hazardous and Petroleum Assessment Grant, in the amount of $300,000, from the Environmental Protection Agency for the purpose of conducting City-wide assessment activities, with priority given to City-acquired property, properties located in the center city and northwest Springfield target area; to exercise any and all powers necessary or convenient to obtain such funding and in carrying out the identified activities; and amending the budget of the Planning and Development Department for Fiscal Year 2017 in the amount of $300,000.

A special ordinance authorizing the City Manager, or his designee, to execute a Memorandum of Understanding between the City of Springfield, Missouri, City Utilities of Springfield, Missouri, Greene County, Missouri, and the Missouri Department of Natural Resources, to cooperate and partner in identification of pollutant sources that could impact Jordan Creek, Wilson Creek, and Pearson Creek, consistent with the Springfield-Greene County Integrated Plan and to do all things necessary to carry out the intent and purposes of the Memorandum of Understanding by and between the foregoing.

The Mayor recommends the following appointment to the Mayor’s Commission for Children: Christen Davis with term to expire November 29, 2019.

The Mayor recommends the following reappointments to the Mayor’s Commission for Children: Susan Henderson, Shara Cash, and Dr. Kayce Morton with terms to expire November 29, 2019.

Mayor Stephens is appointing Erick Roberts, Superintendent of Solid Waste, as an Alternate Board Member on the Solid Waste District O Board.

Mayor Stephens is appointing Councilman Mike Schilling to fill an Open City position reserved for a City Council Member.

Remand the issue of revisions to Chapter 46-6, Campaign Finance, to the Plans and Policies Committee for further review.
