6.1. Amended Council Bill 2023-160 (Hardinger)
A special ordinance accepting a donation of $15,000 from the Hatch Foundation to reimburse the City of Springfield Department of Public Information and Civic Engagement for the purchase of a reusable Christmas tree to be used for Springfield’s downtown holiday festivals; and amending the budget of the Department of Public Information and Civic Engagement for Fiscal Year 2023-2024 to appropriate the donation funds.
6.2. Council Bill 2023-224 (Carroll)
A general ordinance amending the Springfield City Code, Chapter 2, ‘Administration,’ Article I, ‘In General,’ by adding a new Section 2-10, ‘Authority to initiate voluntaryannexation of state right-of-way’ to authorize the City Manager to initiate the voluntary annexation of state right-of-way.
6.3. Council Bill 2023-225 (Hardinger)
A general ordinance amending the Springfield City Code, Section 2-92, known as the ‘Salary Ordinance,’ relating to various job titles within the City service as contained in the Classifications of the Professional, Administrative and Technical Non-Union Schedule by making provision for six new job titles and deleting three job titles; adding an Occupational Series Group, Claims Management, with an associated Occupational Series market pay adjustment; and amending the Fiscal Year 2023-2024 budget of the Airport to adjust the authorized employee positions for the addition of seven new Full Time Equivalent positions, and amend the budget in the amount of $348,768.78 to appropriate funds for such positions.
6.4. Council Bill 2023-226 (Hosmer)
A special ordinance authorizing the City Manager, or his designee, to enter into an Intergovernmental Agreement between the City of Springfield and the School District of Springfield R-12 to share the costs of a third-party vendor to operate a school crossing guard program inside the city limits of Springfield.

A special ordinance authorizing the City Manager, or his designee, to accept a grant in the amount of $19,950 from the State of Missouri, Department of Public Safety for the purchase and installation of seven solar-powered Flock license plate recognition cameras; and amending the budget of the Police Department for Fiscal Year 2023-2024 in the amount of $19,950; and declaring that this bill qualifies as a one-reading bill pursuant to Charter Section 2.16(25).

A special ordinance authorizing the City Manager, or his designee, to accept a Musgrave Foundation Grant from the Community Foundation of the Ozarks in the amount of $39,604 for use by the Springfield-Greene County Health Department to implement the Family Connects Program to offer no-cost home visits to parents of newborns in Greene County, Missouri and to enter into necessary agreements to carry out the grant; and amending the Fiscal Year 2023-2024 budget in the amount of
$39,604 to appropriate the grant funds.
13.2. Council Bill 2023-238 (Lee)
A special ordinance authorizing the City Manager, or his designee, to accept a grant from the Missouri Children’s Trust Fund in the amount of $100,000 for use by the Springfield-Greene County Health Department to implement the Family Connects Program to offer no-cost home visits to parents of newborns in Greene County, Missouri and to enter into necessary agreements to carry out the grant; and amending the Fiscal Year 2023-2024 budget in the amount of $100,000 to appropriate the grant funds.
13.3. Council Bill 2023-239 (Jenson)
A special ordinance approving a Petition to Establish the Brody Corners Community Improvement District; authorizing the City Manager to execute a Cooperative Agreement between the City of Springfield, the Brody Corners Community Improvement District, and West Sunshine Development, LLC; and directing the City Clerk to notify the Missouri Department of Economic Development and the Missouri State Auditor of the creation of the District. (Staff recommends approval.)
13.4. Council Bill 2023-240 (Horton)
A special ordinance authorizing the City Manager, or his designee, to enter into a contract to purchase the property generally described as 811-813 North Boonville Avenue and to execute all necessary documents in support thereof; and amending the Fiscal Year 2023-2024 budget in the amount of $600,000. (Staff and Planning and Zoning Commission recommend approval.)
13.5. Council Bill 2023-241 (McGull)
A special ordinance authorizing the City Manager, or his designee, to enter into a Supplemental Agreement for Highway/Rail Crossing Improvements with the Missouri Highways and Transportation Commission and BNSF Railway Company to share costs associated with improvements to the intersection of National Avenue and Division Street; amending the Fiscal Year 2023-2024 budget for the Department of Public Works in the amount of $750,000.00 to appropriate funds received from MHTC to reimburse eligible construction costs.
