A special ordinance authorizing the issuance of “Conditional Use Permit 412” to reduce the front yard setback from 25 feet to 15 feet at 1235 to 1249 East Cherry Street in R-HD, High-Density Multi-Family Residential District within the Rountree Urban Conservation District No. 2, Area E on certain conditions. (Planning and Zoning Commission and staff recommend approval.)

31. Council Bill 2014-258. (Fishel)

A special ordinance authorizing the City Manager, or his designee, to enter into a Cost Share Program Supplemental Agreement with the Missouri Highways and Transportation Commission (MHTC) and Greene County for the purpose of coordinating participation in the cost of the Battlefield Road and U.S. Highway 65 Interchange Improvements, designated as MHTC Project No. 8U0500; and amending the budget of the Department of Public Works for the Fiscal Year 2014-2015, in the amount of $2,711,151, to appropriate Surface Transportation Program (STP)-Urban federal grant funds and On-System Bridge (BRM) funds allocated by the Ozarks Transportation Organization for this project.
32. Council Bill 2014-259. (Compton)

A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City of Springfield as shown on the Preliminary Plat of Kensington Park Phase III, generally located on the east side of the 1300 block of South Kansas Expressway, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)
33. Council Bill 2014-260. (Rushefsky)
A special ordinance authorizing the City Manager, or his designee, to accept the donation of $10,000 from Red Robin Gourmet Burgers (Red Robin) for use by the Springfield Police Department (SPD) and Springfield Fire Department (SFD) and amending the budgets for the SPD and SFD, for the Fiscal Year 2014-2015.
34. Council Bill 2014-261. (Stephens)
A special ordinance amending the General Fund budget for the City of Springfield, Missouri, for Fiscal Year 2014-2015, to transfer the appropriation for Self-Contained-Breathing Apparatus (SCBA) to other high priority one-time capital needs.

36. Council Bill 2014-262. (Carroll)
A resolution authorizing the annual closing of St. Louis Street from John Q. Hammons Parkway to Kimbrough Avenue from 6:00 p.m. on the Wednesday before Thanksgiving, until 11:00 a.m. on Thanksgiving Day each year for annual Turkey Trot 5k walk/run, subject to certain conditions.

38. Council Bill 2014-226. (Stephens)

A general ordinance amending Chapter 2, Article III, Division 1 of the Code of Ordinances (“City Code”) of the City of Springfield, Missouri (“City”), Section 2-91, known as the Merit System Rules and Regulations (“Merit Rules”), by amending portions of the Merit Rules, specifically Merit Rule 1(p) (Definitions), Merit Rule 10.1 (Promotions), Merit Rule 21.10 (Leave of Absence Due to Emergency Conditions), and Merit Rule 22.3 (Payment of Health and Medical Insurance When Disabled); and by deleting portions of the Merit Rules, specifically Merit Rule 21.3 (Maternity Leave); and by establishing an effective date for said Merit Rule changes (Merit Rule changes requiring Personnel Board approval have Personnel Board support).

A special ordinance authorizing the City Manager, or his designee, to enter into a License Agreement for Conduit with Beacon Suites LLC (Beacon), for the purpose of allowing Beacon to install and maintain (at no cost to the City) conduit under the public right-of-way on Bear Boulevard.
40. Council Bill 2014-228. (Burlison)

A special ordinance authorizing the City Manager, or his designee, to enter into an Electronic Signature Agreement (TR50) with the Missouri Highways and Transportation Commission (MHTC) enabling the use of electronic signatures to apply for utility permits authorizing work by the City on MHTC’s right of way.

A special ordinance approving the sale of real property located at 1409 West Florida Street to the Affordable Housing Action Board for $12,500; authorizing the issuance of a deed for same; and amending the budget of the City for the Fiscal Year 2014-2015, in the amount of $3,773.81, to appropriate net proceeds to the Police and Fire Pension fund.

A special ordinance approving the sale of real property located at 1764 and 1770 South National Avenue to David Hogan for $11,001 and authorizing the issuance of a deed for same.

A special ordinance approving the sale of real property located at 2049 North Washington Avenue to Randy Lopez for $9,500; authorizing the issuance of a deed for same; and amending the budget of the City for the Fiscal Year 2014-2015, in the amount of $844.57, to appropriate net proceeds to the Police and Fire Pension fund.

A special ordinance approving the sale of real property located at 2221 North Main Avenue to Randy Lopez for $8,800; authorizing the issuance of a deed for same; and amending the budget of the City for the Fiscal Year 2014-2015, in the amount of $1,799.21, to appropriate net proceeds to the Police and Fire Pension fund.

A special ordinance approving the sale of real property located at 2907 West Lombard Street to the Affordable Housing Action Board for $7,200; authorizing the issuance of a deed for same; and amending the budget of the City for the Fiscal Year 2014-2015, in the amount of $1,096.06, to appropriate net proceeds to the Police and Fire Pension fund.
46. Council Bill 2014-234. (Seifried)
A special ordinance approving the sale of real property located at 649 West High Street to the Affordable Housing Action Board for $12,500 and authorizing the issuance of a deed for same.
47. Council Bill 2014-235. (Burlison)
A special ordinance authorizing the City Manager, or his designee, to enter into an STP-Urban Program Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of partially reimbursing the base salaries of five employees who work at the Transportation Management Center (TMC); and amending the budget of the Department of Public Works for Fiscal Year 2014-2015 in the amount of $276,000.

48. Council Bill 2014-236. (Fishel)

A special ordinance authorizing the City Manager, or his designee, to enter into an On-the-Job Training Program Agreement allowing the Springfield Police Department to work with the Missouri Career Center to hire Missouri Veterans and members of the National Guard and Reserve.
49. Confirm the following appointment to the Personnel Board: John Holstein with term to expire March 1, 2018.
