(Both Planning and Zoning Commission and staff recommend approval.

COUNCIL BILL 2013-297. (Stephens)A general ordinance amending the Code of Ordinances (“City Code”) of the City of Springfield, Missouri (“City”) by repealing Merit System Rule and Regulation 11.1, in its entirety, and enacting in lieu thereof a new City Code Section numbered and titled “Sec. 2-94. Collective Bargaining” in order to state the City’s framework for certain City employees to engage in collective bargaining.
  10. COUNCIL BILL 2013-298. (Stephens)A special ordinance recognizing certain labor organizations as being the sole collective bargaining representative for certain recognized bargaining units of certain employment positions of the City of Springfield, Missouri (“City”).
  11. COUNCIL BILL 2013-299. (Rushefsky)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City of Springfield as shown on the Preliminary Plat of Energy Place Subdivision, generally located at 3809 East Energy Place, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)

  14. COUNCIL BILL 2013-301. (Carroll)A resolution authorizing the closing of St. Louis Street from John Q. Hammons Parkway to Kimbrough Avenue from 6:00 p.m. on Wednesday, November 27, 2013, until 11:00 a.m. on Thursday, November 28, 2013, for Turkey Trot, subject to certain conditions.

COUNCIL BILL 2013-303. (Fisk)A special ordinance authorizing the City Manager, or his designee, to enter into an Intergovernmental Agreement with the City of Republic for the Springfield Area Multi-Jurisdictional Cyber Crime Task Force and to accept the funding from the Missouri Department of Public Safety State Cyber Crimes Grant (SCCG); and declaring an emergency.

SUBSTITUTE NO. 1. (Stephens)A special ordinance approving a plan for an industrial development project for MBH, LLC, a Missouri limited liability company, consisting of the renovation and remodeling of the Vandivort Center into a boutique hotel; and authorizing the City of Springfield, Missouri, to issue its Industrial Development Revenue Bonds (Vandivort Hotel Project), Series 2013, in a principal amount not to exceed $9,900,000 to finance the costs of such project; authorizing and approving certain documents; and authorizing certain other actions in connection with the issuance of the Bonds.
  23. COUNCIL BILL 2013-286. (Carroll)A special ordinance authorizing the City Manager, or his designee, to accept Severe Storms National Emergency Grant (NEG) funds from the State of Missouri; to enter into necessary agreements to carry out the grant; and amend the budget of the Department of Workforce Development for the Fiscal Year 2013-2014, in the amount of $1,337,493.59.
  24. AMENDED COUNCIL BILL 2013-287. (Hosmer)A general ordinance amending the Springfield City Code, Section 78-260, Possession narcotics paraphernalia, and Section 78-261, Possession of thirty-five grams or less of marijuana, by enacting new Subsections 78-260.3 and 78-261.2 to permit the municipal court of the City of Springfield, Missouri, under certain conditions, to expunge municipal convictions involving the possession of less than thirty-five grams of marijuana or possession of marijuana paraphernalia. (Plans and Policies Committee recommend approval.)
  25. COUNCIL BILL 2013-295. (Stephens) CITIZENS MAY SPEAK. MAY BE VOTED ON.A special ordinance authorizing the City Manager, or his designee, to enter into an agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of installing Purple Heart City signage for the City of Springfield on Missouri Department of Transportation (MoDOT) right-of-way.

  30. The Mayor recommends the following appointments to the Mayor’s Commission for Children: Michael Ussery with term to expire November 29, 2014; Faye Sturhahn with term to expire November 29, 2015; and Laurie McTavish, Shara Cash, and Dr. LaRaine Bauer with terms to expire November 29, 2016.
  31. The Mayor recommends the following reappointments to the Mayor’s Commission for Children: Jennifer Beuerlein and Melissa Riley with terms to expire November 29, 2016.
  32. The Mayor recommends the following appointment to the Tree City USA Citizens Advisory Committee: Kate Starkey with term to expire December 1, 2016.
  33. As per RSMo. 109.230 (4), City records that are on file in the City Clerk’s office and have met the retention schedule will be destroyed in compliance with the guidelines established by the Secretary of State’s office.

COUNCIL BILL 2013-304. (Seifried)A special ordinance authorizing the City Manager, or his designee, to enter into a Highway-Rail Grade Crossing Closure Agreement with BNSF Railway Company (BNSF) for the purpose of closing Chestnut Street and receiving a closure donation, designated as United States Transportation (U.S. DOT) No. 664121G; and amending the budget of the Department of Public Works for the Fiscal Year 2013-2014 in the amount of $20,000 for the closure donation.
  37. COUNCIL BILL 2013-305. (Compton)A special ordinance authorizing the City Manager, or his designee, to enter into a Highway-Rail Grade Crossing Closure Agreement with BNSF Railway Company (BNSF) for the purpose of eliminating a grade crossing at Positronics Drive and receiving a closure donation, designated as United States Transportation (U.S. DOT) No. 945720E; and amending the budget of the Department of Public Works for the Fiscal Year 2013-2014 in the amount of $18,000 for a closure donation.
  38. COUNCIL BILL 2013-306. (Burlison)A special ordinance amending the budget for the Department of Environmental Services for Fiscal Year 2013-2014, in the amount of $450,000, to appropriate retained earnings of the Solid Waste Fund to procure creek gravel for the construction of the South Ravine Phase II solid waste disposal unit and base-rock for the construction of the Yardwaste Recycling Center redevelopment.
  39. COUNCIL BILL 2013-307. (Fisk)A special ordinance authorizing the City Manager, or his designee, to enter into an Addendum to the Agreement for Professional Engineering Services Agreement with ESC, Inc., to add to the scope of services, extend the termination date, and ratify work performed since July 31, 2013.
  40. COUNCIL BILL 2013-308. (Stephens)A special ordinance authorizing the City Manager, or his designee, to enter into agreements with the Discovery Center of Springfield, History Museum on the Square, Springfield Little Theatre and the Springfield Art Museum to receive reallocated Hotel-Motel tax proceeds.

COUNCIL BILL 2013-309. (Fishel)A special ordinance authorizing the City Manager, or his designee, to execute a Memorandum of Understanding (MOU) with the Greene County Sheriff, Jim Arnott, for a dual commission of Airport Police Officer John Marcum as a reserve deputy sheriff for Greene County.

COUNCIL BILL 2013-310. (Compton)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City of Springfield as shown on the Preliminary Plat of Brewery District Lofts, generally located on the 500 block of West Walnut and McDaniel Streets, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)

COUNCIL BILL 2013-311. (Carroll)A special ordinance authorizing the City Manager, or his designee, to enter into a Blueprint for Safer Roadways Program Agreement with the Missouri Highways and Transportation Commission (MHTC) to accept additional funds from the Blueprint for Safer Roadways grant; and amending the budget of the Springfield Police Department (SPD), for the Fiscal Year 2013-2014, in the amount of $6,128.
  45. COUNCIL BILL 2013-312. (Fishel)A special ordinance authorizing the City Manager, or his designee, to accept Severe Storms National Emergency Grant (NEG) funds from the State of Missouri; to enter into necessary agreements to carry out the grant; and amend the budget of the Department of Workforce Development for the Fiscal Year 2013-2014, in the amount of $196,000.
  46. COUNCIL BILL 2013-313. (Rushefsky)A resolution approving the plans, specifications, and bid of Hartman & Company, Inc., for the Widening LeCompte Road – Kearney to Railroad project.
  47. COUNCIL BILL 2013-314. (Seifried)A special ordinance to establish and define the boundaries and adopt the plat, plans, specifications, and sealed estimate of construction costs, and authorize acquisition of necessary right(s)-of-way, including condemnation thereof, for Sanitary Sewer District No.115 of Section No.5 of the main sewers of the City, located in the general vicinity of Turner Street and Nettleton Avenue; further providing that all labor shall be paid the prevailing wages; and directing the City Manager, or his designee, to advertise for bids for the construction of said sewers.

COUNCIL BILL 2013-290. (Seifried)A special ordinance amending Special Ordinance No. 25139 relative to the level of tax abatement authorized in the Big Windows Redevelopment Area and authorizing the City Manager to enter into an amended agreement regarding implementation of the redevelopment plan as authorized in Special Ordinance No. 25139. (Staff recommends approval.)
  50. COUNCIL BILL 2013-291. (Compton)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City as shown on the Preliminary Plat of KIFER CORNER, generally located on the south side of the 300 block of West Pershing Street, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)
  51. COUNCIL BILL 2013-292. (Fisk)A special ordinance authorizing the City Manager, or his designee, to enter into a Memorandum of Understanding (MOU) with the Missouri Department of Health and Senior Services (DHSS) for the purpose of allowing the Springfield-Greene County Health Department (SGCHD) to house and utilize Missouri Statewide Wireless Interoperable Network (MOSWIN) capable radio equipment.
  52. COUNCIL BILL 2013-293. (Fishel)A special ordinance authorizing the City Manager, or his designee, to enter into an Addendum to the Services Agreement with Greene County, Missouri, to continue to monitor and maintain the County Storm Warning Sirens.
  53. Confirm the following appointment to the Springfield Convention and Visitors Bureau: Lyle Foster with term to expire January 1, 2017.
