SUBSTITUTE NO. 1. (Stephens)A special ordinance approving a plan for an industrial development project for MBH, LLC, a Missouri limited liability company, consisting of the renovation and remodeling of the Vandivort Center into a boutique hotel; and authorizing the City of Springfield, Missouri, to issue its Industrial Development Revenue Bonds (Vandivort Hotel Project), Series 2013, in a principal amount not to exceed $9,900,000 to finance the costs of such project; authorizing and approving certain documents; and authorizing certain other actions in connection with the issuance of the Bonds.

COUNCIL BILL 2013-286. (Carroll)A special ordinance authorizing the City Manager, or his designee, to accept Severe Storms National Emergency Grant (NEG) funds from the State of Missouri; to enter into necessary agreements to carry out the grant; and amend the budget of the Department of Workforce Development for the Fiscal Year 2013-2014, in the amount of $1,337,493.59.

COUNCIL BILL 2013-287. (Hosmer)A general ordinance amending the Springfield City Code, Section 78-260, Possession narcotics paraphernalia, and Section 78-261, Possession of thirty-five grams or less of marijuana, by enacting new Subsections 78-260.3 and 78-261.2 to permit the municipal court of the City of Springfield, Missouri, under certain conditions, to expunge municipal convictions involving the possession of less than thirty-five grams of marijuana or possession of marijuana paraphernalia. (Plans and Policies Committee recommend approval.)

  12. COUNCIL BILL 2013-294. (Stephens)A resolution committing City Council to various provisions if the April 2014 Police-Fire Pension Fund sales tax passes.

COUNCIL BILL 2013-288. (Rushefsky)A special ordinance authorizing the City Manager, or his designee, to accept and appropriate a United States Department of Transportation (USDOT) grant, under the Small Community Air Service Development Program (SCASDP), for up to the amount of $450,000; accept a local match from the Springfield Business Development Corporation of up to $80,000; amend the budget of the Springfield-Branson National Airport, for the Fiscal Year 2013-2014, in the amount of $530,000; and declare an emergency.

COUNCIL BILL 2013-289. (Burlison)A special ordinance authorizing the City Manager, or his designee, to accept a State Freight Enhancement Grant from the Missouri Department of Transportation (MoDOT) in the amount of $150,000, for the purchase of funding the construction of the new west connecting and turning wye track, between the Burlington Northern Sante Fe (BNSF) Fort Scott and Cherokee Subdivisions, and amend the budget of the Department of Planning and Development in the amount of $150,000 for Fiscal Year 2013-2014, to appropriate $150,000 in grant funds for the west wye project.

  20. COUNCIL BILL 2013-274. (Burlison)A special ordinance approving a redevelopment plan submitted by Brewery District Lofts Redevelopment Corporation (Corporation) for the redevelopment of an area generally located along the north side of West Walnut Street between South Market Avenue and South Main; declaring the area to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals, and welfare; authorizing certain tax abatement within the plan area; and authorizing the City Manager to execute an agreement with the Corporation relating to the implementation of the redevelopment plan.

  28. COUNCIL BILL 2013-290. (Seifried)A special ordinance amending Special Ordinance No. 25139 relative to the level of tax abatement authorized in the Big Windows Redevelopment Area and authorizing the City Manager to enter into an amended agreement regarding implementation of the redevelopment plan as authorized in Special Ordinance No. 25139. (Staff recommends approval.)
  29. COUNCIL BILL 2013-291. (Compton)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City as shown on the Preliminary Plat of KIFER CORNER, generally located on the south side of the 300 block of West Pershing Street, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)
  30. COUNCIL BILL 2013-292. (Fisk)A special ordinance authorizing the City Manager, or his designee, to enter into a Memorandum of Understanding (MOU) with the Missouri Department of Health and Senior Services (DHSS) for the purpose of allowing the Springfield-Greene County Health Department (SGCHD) to house and utilize Missouri Statewide Wireless Interoperable Network (MOSWIN) capable radio equipment.
  31. COUNCIL BILL 2013-293. (Fishel)A special ordinance authorizing the City Manager, or his designee, to enter into an Addendum to the Services Agreement with Greene County, Missouri, to continue to monitor and maintain the County Storm Warning Sirens.

COUNCIL BILL 2013-273. (Rushefsky)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 0.94 acres of property generally located at 1713 South Saint Charles Avenue and 3233 East Sunshine Street from an O-1, Office District, and a GR, General Retail District, to a GR, General Retail District; and establishing Conditional Overlay District No. 63 (Planning and Zoning Commission and staff recommend approval). COUNCIL BILL 2013-278. (Fishel)A special ordinance authorizing the City Manager, or his designee, to enter into a lease purchase transaction, the proceeds of which will be used to pay the costs of acquiring equipment for the Information Systems Department and the Springfield-Greene County Park Board, amending the budget of the City of Springfield, for the Fiscal Year 2013-2014, in the amount of $625,000, and to do all things necessary to carry out the lease purchase transaction, including the execution of certain documents in connection therewith.
  40. COUNCIL BILL 2013-279. (Compton)A special ordinance authorizing the City Manager, or his designee, to enter into an agreement with Greene County, Missouri Highways and Transportation Commission (MHTC), City Utilities (CU), and Burlington Northern Sante Fe Railway (BNSF) to allow CU to receive funding for the improvement of the intersection at South Farm Road 107 and State Highway M, and to execute other necessary documents for the completion of said improvement.
  41. COUNCIL BILL 2013-280. (Stephens)A general ordinance amending Chapter 2, Section 2‑92 of the Springfield City Code, known as the Salary Ordinance, relating to salary rates and pay grades for various job titles within the City for the Springfield Police Department (SPD), as contained in the Professional, Administrative and Technical (PAT) salary schedules, by adding the one new job title of Fleet and Equipment Supervisor, and deleting the one job title of Latent Print Examiner.
  42. COUNCIL BILL 2013-281. (Fisk)A special ordinance authorizing the City Manager, or his designee, to apply for, accept, and appropriate a public education grant through FM Global to purchase fire safety activity books; and amend the budget provided for the Fire Department for the Fiscal Year 2013-2014 in the amount of $2,060.
