COUNCIL BILL 2013-261. (Fishel)A special ordinance authorizing the City Manager, or his designee, to enter into a Cooperative Partnership Agreement to Advance High-Priority Infrastructure Improvements with Lester E. Cox Medical Centers (CoxHealth) for the purpose of funding a portion of the intersection improvements at Primrose Street and Kings Avenue; and amending the budget of the Public Works Department for Fiscal Year 2013-2014 in the amount of $70,353.28 to appropriate the funds contributed to the project by CoxHealth under this Agreement.

COUNCIL BILL 2013-262. (Carroll)A special ordinance authorizing the City Manager, or his designee, to enter into a Memorandum of Understanding with the United States Internal Revenue Service, Criminal Investigations (IRS-CI) allowing the Springfield Police Department (SPD) to participate on a Financial Crimes Task Force and amend the budget of the SPD, for the Fiscal Year 2013-2014, in the amount of $21,832.00.

COUNCIL BILL 2013-245. (Compton, Fisk, Carroll, and Fishel)A general ordinance amending General Ordinance No. 6027, which adopted the 2013 Fee Schedule of Charges for Municipal Services, by adjusting various charges for municipal services as defined in the Springfield City Code and outlined in the Policy Statement listed within the attached Evaluation of Charges for Municipal Services.
  18. COUNCIL BILL 2013-249. (Seifried)A special ordinance vacating a portion of Tampa Street, generally located at the 400 block East Tampa Street. (Planning and Zoning Commission recommends denial and staff recommends approval with conditions.)

COUNCIL BILL 2013-251. (Rushefsky)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Section 2-1100, Definitions, and Section 5-1500, Off-Street Parking Requirements, to add definitions and modify the off-street parking requirements for micro-efficiency multi-family dwelling units. (Both Planning and Zoning Commission and staff recommend approval.)

  28. COUNCIL BILL 2013-263. (Rushefsky)A special ordinance approving the sale of real property located at 1016 East Talmage Street to the Affordable Housing Action Board (AHAB) in the amount of $11,000 and authorizing the issuance of a deed for same.
  29. COUNCIL BILL 2013-264. (Compton)A special ordinance approving the sale of real property located at 900 and 906 West Pershing Street to Habitat for Humanity in the amount of $7,000 and authorizing the issuance of a deed for same.

COUNCIL BILL 2013-265. (Burlison)A special ordinance authorizing the City Manager, or his designee, to enter into an STP-Urban Program Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of partially reimbursing the base salaries of five employees who work at the Transportation Management Center; and amending the budget of the Public Works Department for Fiscal Year 2013-2014 in the amount of $268,000.

(Both Planning and Zoning Commission and staff recommend approval.)
  38. COUNCIL BILL 2013-253. (Fisk)A special ordinance authorizing the City Manager, or his designee, to execute a Memorandum of Understanding with Springfield Public Schools (SPS) to allow the Springfield-Greene County Health Department (SGCHD) to purchase 2013 flu vaccine from SPS at cost.
  39. COUNCIL BILL 2013-254. (Compton)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City of Springfield as shown on the Preliminary Plat of KUM & GO NO. 489, generally located at 4020 West Battlefield Street, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)
