Section 18-2, Minimum fine for certain violations; termination of property rights in animal; and Section 18-7, Dogs causing a nuisance; vicious dogs; and adding Chapter 18, Animals, Article II, Dogs, Cats and Ferrets; Section 18-60, Restricted Dogs; Section 18-61, Nuisance Dogs; and Section 18-62, Dunbar scale, to better address public health concerns associated with dogs at large, aggressive dogs, biting dogs, and reckless owners, and to add administrative remedies against them. A special ordinance authorizing the City Manager, or his designee, to apply for and accept a grant from the Missouri Housing Development Commission (MHDC) for Emergency Solutions Grant Program (ESGP) funds in the amount of $150,000 to be sub-granted to eligible homeless service providers; to execute sub-grant agreements and to exercise any and all powers necessary to implement the grant. A special ordinance to levy and assess a special tax against the lots, blocks, and parcels of ground hereinafter described to pay for the cost of the construction of sanitary sewers in the City in Sanitary Sewer District No. 79 of Section No. 1, in the general vicinity of Golden Avenue and Grand Street, providing for inclusion of said district in the City Sewer Financial Assistance Program, and authorizing the City Clerk to issue special tax bills and deliver the same to the Director of Finance to be registered in her office in accordance with the ordinance.

A special ordinance authorizing the City Manager, or his designee, to enter into a Cost Share Agreement with SRC Holdings Corporation (SRC) for the purpose of sharing in the costs of signalized intersection improvements at State Highway 744 (Kearney Street) and Farm Road 199 (Mulroy Road); and amending the budget of the Department of Public Works for Fiscal Year 2015-2016 in the amount of $152,146 to appropriate a reimbursement payment from SRC for its portion of the project costs.
