A general ordinance amending the Springfield City Code, Chapter 96, ‘Storm Water,’ Article I, ‘Flood Control and Water Quality Protection,’ by adding three new sections regulating access to, and the creation of obstructions in, underground stormwater infrastructure.
6.8. Council Bill 2025-017 (Simpson)
A special ordinance approving and authorizing the Director of Planning and
Development to accept the dedication of public streets and easements to the City of Springfield, Missouri, as shown on the Preliminary Plat of Chimney Rock Subdivision, generally located at 3040 South Arcadia Avenue, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with all the terms of this Ordinance.

7.1. Council Bill 2025-021 (Lee)
A resolution extending the declaration of an economic and housing access calamity for the purpose of continuing to allow service providers to provide food and lodging for the working poor and unemployed in the community; and providing a term for same.
7.2. Council Bill 2025-022 (Simpson)
A resolution approving the use of Zone 4 Minor Neighborhood Improvement Program funds from the 1/4-Cent Capital Improvement Sales Tax in the amount of $127,472 to partially fund Phase I site improvements to McDaniel Park in Zone 4.
7.3. Council Bill 2025-023 (McClure, Hosmer)
A resolution encouraging citizen compliance with vehicle registration laws, addressing enforcement of expired license plates and temporary tags, highlighting the impact on public safety and tax revenue, and fostering community support for law enforcement.

10.1. Council Bill 2025-024 (Hosmer)
A special ordinance authorizing the City Manager, or designee, to accept federal grant funds in the amount of $400,000 from the Missouri Department of Natural Resources through the Section 319 Nonpoint Source Pollution Grant Program to fund the Westport Branch Green Infrastructure Project and to enter into an agreement to carry out the grant; amending the Fiscal Year 2024-2025 budget of the Department of Environmental Services in the amount of $3,600,000 for design and construction; and declaring this Ordinance may be passed in one reading pursuant to Section 2.16(25) of the City Charter.
10.2. Council Bill 2025-025 (Hardinger)
A special ordinance authorizing the City Manager, or designee, to accept grant funds in an amount of up to $220,930 from the U.S. Department of Energy’s Energy Efficiency and Conservation Block Grant voucher program to partially fund the replacement of existing windows as part of the Historic City Hall Rehabilitation project; amending the budget of the Department of Public Works for Fiscal Year 2024-2025 in the amount of $220,930 upon award of the grant; and declaring that this Ordinance qualifies as a one-reading bill pursuant to Section 2.16(25) of the City Charter.

A special ordinance authorizing the City Manager, or designee, to accept $2,500,000 in funds from the Friends of the Springfield Art Museum to support the design and construction of the Springfield Art Museum Renovation and Expansion Project at the Springfield Art Museum; and amending the Fiscal Year 2024-2025 budget in the amount of $2,500,000 to appropriate said funds.
14.2. Council Bill 2025-032 (Carroll)
A special ordinance approving the plans and specifications for the Springfield Art Museum Renovation & Expansion Project; accepting the guarantee maximum price proposed by the Whiting-Turner Contracting Company in the amount of $27,165,846; and authorizing the City Manager, or designee, to enter in a contract with Whiting-Tuner Contracting Company for the purpose of constructing said project.
14.3. Council Bill 2025-033 (Horton)
A special ordinance approving the plans and specifications for the Historic City Hall Rehabilitation project; accepting the guaranteed maximum price proposed by J.E. Dunn Construction Company in the amount of $19,331,366 for said project; authorizing the City Manager, or designee, to enter into a contract with J.E. Dunn Construction Company for the purpose of constructing said project; and amending the Fiscal Year 2024-2025 budget in the amount of $6,500,000.
14.4. Council Bill 2025-034 (Carroll)
A special ordinance amending the General Fund budget of the City of Springfield, Missouri, for Fiscal Year 2024-2025, by appropriating carryover funds from Fiscal Year 2023-2024 and increasing expenses in the amount of $1,920,549.
14.5. Council Bill 2025-035 (McClure, Hosmer)
A general ordinance amending the Springfield City Code, Chapter 106, Traffic and Vehicles, Article II, Administration and Enforcement, Division 2, Violations and Procedures Upon Arrest, Section 106-101, Impoundment of Vehicles, for the purpose of authorizing the Police Department to impound vehicles based on missing, invalid, or expired license plates or registration tabs.

21.2. Council Bill 2025-019 (McGull)
A special ordinance authorizing the Director of Planning and Development to accept the dedication of public streets and easements to the City of Springfield, Missouri, as shown on the Preliminary Plat of North Glenstone Heights, generally located at 3627, 3697, and 3703 North Glenstone Avenue, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with all the terms of this Ordinance.
