    6.1.  Council Bill 2023-073 (Simpson)
    A general ordinance amending the Springfield Land Development Code Section 36- 306,‘Official zoning map and rules for interpretation,’ by rezoning approximately 2.4 acres of property generally located at 1760 East Bradford Parkway from Planned Development No. 117 Amendment 5 to Planned Development No. 385; and adopting and Official Zoning Map. (Planning and Zoning Commission and Staff recommend approval.) (By: Bibi Bradford, LLC; 1760 East Bradford Parkway; Planned Development No. 385.)

    6.2.  Amended Council Bill 2023-074 (Horton)
    A general ordinance amending the Springfield Land Development Code, Section 36- 306, ‘Official zoning map and rules for interpretation,’ by rezoning approximately 1.5 acres of property generally located at 1409 to 1429 North Washington Avenue from R- SF, Single-family residential district, to Planned Development No. 384; and adopting an updated Official Zoning Map. (Staff and Planning and Zoning Commission recommend approval.) (By: Boyd School Redevelopment Corp; 1409-1429 N. Washington Avenue; Planned Development No. 384.)

    6.3.  Council Bill 2023-072 (Hosmer)
    A special ordinance authorizing the City Manager, or his designee, to apply to the United States Department of Housing and Urban Development for Federal Fiscal Year 2023 Community Development Block Grant and HOME Investment Partnership Program funds under the Consolidated Plan, to accept Community Development Block Grant and HOME Investment Partnership Program funds, to enter into any necessary agreements to carry out the grants, and to exercise any and all powers necessary to implement selected projects; selecting projects for funding for the City of Springfield Fiscal Year 2023-2024; and reaffirming the City Council Objectives and Community Development Priorities.

    6.4.  Council Bill 2023-079 (Horton)
    A special ordinance approving the plans and specifications for the Pea Ridge Creek Sanitary Sewer Improvements – Doling Park Branch Project, generally located from Talmage Street to Bethany Drive east of Grant Avenue, and generally referred to as Plan No. 2020PW0044; accepting the bid of Rosetta Construction, LLC, in the amount of $5,626,850 for said project; authorizing the City Manager, or his designee, to enter into a contract for said project; and approving a budget adjustment in the amount of the bid, plus a contingency, to amend the Fiscal Year 2022-2023 budget of the Department of Environmental Services Clean Water Enterprise Fund by appropriating reserves of said fund in the amount of $6,752,220.

    6.5.  Council Bill 2023-080 (Hardinger)
    A special ordinance approving the Letter of Understanding regarding the July 1, 2021, Collective Bargaining Agreement between the City and the International Association of Fire Fighters, Southern Missouri Professional Fire Fighters Local 152, the Exclusive Representative of a certain Bargaining Unit within the Springfield Fire Department, and authorizing the City Manager to execute and deliver the Letter of Understanding to the Collective Bargaining Agreement to the Exclusive Representative.

    6.6.  Council Bill 2023-081 (Lear)
    A general ordinance amending the Springfield City Code, Chapter 78, ‘Offenses and Miscellaneous Provisions,’ Article VI, ‘Offenses Against Public Health and Safety,’ by amending Section 78-260, ‘Possession of narcotics paraphernalia;’ amending Section 78-261, “Possession of thirty-five grams or less of marijuana;’ enacting Section 78-262, ‘Public consumption of marijuana;’ enacting Section 78-263, ‘Consumption of marijuana in a motor vehicle;’ and enacting Section 78-268, ‘Marijuana accessories,’ to regulate the possession and consumption of marijuana following recent amendments to the Missouri Constitution.

    6.7. Council Bill 2016-293 (Hardinger)
    A special ordinance approving Redevelopment Project 2 for the Springfield Plaza Tax Increment Financing Plan and initiating tax increment financing therein.

9. NEW BUSINESS.

9.1.  Certification of referendum petition.

9.2.  The City Council of the City of Springfield, Missouri, has received cost information for a possible change in retirement benefits for its employees under the Missouri Local Government Employees Retirement System. Section 105.675 Revised Statutes of Missouri (“RSMo.”) provides that: (a) when a political subdivision is making a substantial proposed change in benefits, a prepared statement regarding the cost of such change shall be prepared in accordance with Section 105.665 RSMo.; (b) the statement of cost shall be made available as public information for at least 45 calendar days before taking final action to adopt the change in benefits; and (c) the statement of cost shall be filed in the office of the clerk, secretary or other individual responsible for keeping the official records, and with the joint committee on public employee retirement. In accordance with Section 105.675 RSMo., said cost information shall be made available for public inspection for at least 45 calendar days from today prior to adoption of the benefit change. Interested parties may view a copy of this cost information at the City Clerk’s Office at 840 North Boonville Avenue (Busch Building 4th floor) and or/by contacting City Clerk Anita Cotter at acotter@springfieldmo.gov or 417-864-1651.

9.3.  Confirm the following removal from the Citizens’ Advisory Committee for Community Development: Shawna Batty based on a failure to take the oath of office as recommended by the Public Involvement Committee.

9.4.  Confirm the following reappointment to the Citizens’ Advisory Committee for Community Development: Dr. Earle Doman with term to expire May 1, 2026.

9.5.  Confirm the following appointments to the Citizens’ Advisory Committee for Community Development: Matthew Whitehead with term to expire May 1, 2025; Larry Flenoid II with term to expire May 1, 2026.

9.6.  Confirm the following reappointment to the Police Officers’ and Fire Fighters’ Retirement System Board of Trustees: Andy Stewart, Financial Representative, with term to expire April 30, 2026.

9.7.  Confirm the following appointments to the Police Officers’ and Fire Fighters’ Retirement System Board of Trustees: Laura Robinson, Attorney Representative, with term to expire April 30, 2026; Ann Young, Medical Representative, with term to expire April 30, 2025.

9.8.  Confirm the following appointment to the Public Building Corporation: Zack Speague with term to expire September 1, 2024.

9.9.  Confirm the following appointments to the Greene County Environmental Advisory Board: Alyssa Lindsay with term to expire October 1, 2025; Kathleen Murnan with term to expire October 1, 2024.

9.10.  As per RSMo. 109.230 (4), City records that are on file in the City Clerk’s office and have met the retention schedule will be destroyed in compliance with the guidelines established by the Secretary of State’s office.

    A resolution confirming the appointments of Louie Michael and Mark Pickens to the Airport Plaza Community Improvement District Board of Directors. (Staff recommends approval.)

    10.2.  Council Bill 2023-085 (Hosmer)
    A special ordinance authorizing the City Manager or his designee to accept $17,375 in grant funds from Missouri Department of Natural Resources, Ozarks Headwaters Recycling and Materials Management District, to fund teacher professional development, and to enter into a contract to receive such funds; amending the budget of the Department of Environmental Services for Fiscal Year 2022-2023 in that amount upon award of the grant; and declaring this bill qualifies as a one-reading bill.

    10.3.  Council Bill 2023-086 (Hosmer)
    A resolution confirming the reappointments of Kevin Guffey and Brad Thessing to the Glenstone Marketplace Community Improvement District Board of Directors. (Staff recommends approval.)

    20.1. Council Bill 2023-091 (Hardinger)
    A special ordinance authorizing the City Manager, or his designee, to accept a Reducing Overdose through Community Approaches Mentorship Program grant from the National Association of County and City Health Officials in the amount of $111,650 for use by the Springfield-Greene County Health Department in support of substance use and overdose prevention strategies and to enter into necessary agreements to carry out the grant; and amending the Fiscal Year 2022-2023 budget in the amount of $111,650 to appropriate grant funds.

    20.2.  Council Bill 2023-092 (Hosmer)
    A special ordinance amending the budget for Fiscal Year 2022-2023 for the Department of Environmental Services in the amount of $4,000,000 to appropriate retained earnings from the Clean Water Fund for the construction of the Pea Ridge Creek Sanitary Sewer Improvements – Pea Ridge North Branch capital improvement project.

    20.3.  Council Bill 2023-093 (Hardinger)
    A special ordinance authorizing the City Manager, or his designee, to enter into an agreement with the Missouri Department of Natural Resources, for the purpose of accepting matching state American Rescue Plan Act grant funds in the amount of $700,000 to support construction of the Fairgrounds Green Infrastructure Project; and amending the budget for Fiscal Year 2022-2023 for the Department of Environmental Services in the amount of $1,400,000 to appropriate grant funds and retained earnings from the Clean Water Fund for construction of the Project.
