6.1. Council Bill 2023-280 (Carroll)

A special ordinance authorizing the City Manager, or his designee, to approve a

reallocation of American Rescue Plan Act funds in the amount of $637,049 from the

City of Springfield’s Planning Department to the Springfield-Greene County Health

Department for use in implementing and operating the Family Connects Program to

offer no-cost home visits to parents of newborns in Greene County, Missouri; and

amending the Fiscal Year 2023-2024 budget in the amount of $637,049 to re-

appropriate the funds.

6.2. Council Bill 2023-281 (Hosmer)

A special ordinance authorizing the City Manager, or his designee, to accept supplies,

equipment, software, and paid services with a combined value of $219,411 from the

Jordan Valley Community Health Center for use by the Springfield-Greene County

Health Department to implement the Family Connects Program and to enter into

necessary agreements to carry out the transfer.

6.3. Council Bill 2023-282 (Hardinger)

A special ordinance authorizing the City Manager, or his designee, to accept a grant

from the Missouri Foundation for Health in the amount of $600,000 for use by the

Springfield-Greene County Health Department to implement the Family Connects

Program to offer no-cost home visits to parents of newborns in Greene County,

Missouri and to enter into necessary agreements to carry out the grant; and amending

the Fiscal Year 2023-2024 budget in the amount of $600,000 to appropriate the grant

funds.

6.4. Council Bill 2023-283 (Hosmer)

A special ordinance amending the budget of the Springfield Fire Department Fiscal

Year 2023-2024 in the amount of $85,000 by transferring a portion of the Fire Training

Fund to the operating budget of the Springfield Fire Department, for the purpose of

supporting regional fire training programs and the pre-apprenticeship fire academy.

6.5. Council Bill 2023-284 (Hosmer)

A special ordinance authorizing the City Manager, or his designee, on behalf of the City

of Springfield to enter into a 2nd amended contract with Pictometry International

Corporation and amended cooperative intergovernmental agreements with City Utilities

of Springfield, Missouri and Greene County, Missouri; and amending the budget for the

Department of Public Works for Fiscal Year 2023-2024 in the amount of $307,443.27.

6.6. Council Bill 2023-285 (Lee)

A special ordinance approving the Fifth Amendment to the Employment Agreement by

and between the City of Springfield, Missouri, and Anita J. Cotter; authorizing the Mayor

to execute the Fifth Amendment; and authorizing payment of salary and benefits to

Anita J. Cotter in accordance with the provisions of the Fifth Amendment.

6.7. Council Bill 2023-286 (McGull)

A special ordinance authorizing the City Manager, or his designee, to enter into the 3rd

Amendment to the 2nd Amended and Restated Ballpark License Agreement with the

Board of Governors of Missouri State University for the purpose of allowing renovations

to facilities at Hammons Field utilized by its intercollegiate baseball team.

7.1. Council Bill 2023-291 (McGull)

A resolution granting a Short-Term Rental Type 2 permit for the property located at

1414 South Pickwick Avenue for the purpose of allowing the establishment of a Short-

Term Rental Type 2 pursuant to Section 36-473 of the Land Development Code.

9.1. Council Bill 2023-292 (Horton)

A special ordinance accepting the bid of JD Wallace Contracting, LLC, in the amount of

$310,243 for the construction of sanitary sewers in Sanitary Sewer District No. 182 of

Section No. 16, located in the vicinity of West Bypass and Division Street; authorizingthe City Manager, or designee, to enter into a contract and approve the bond for said

improvement; authorizing progress payments to be made to the contractor; and

declaring that this Ordinance qualifies for approval in one reading.

acres of property generally located at 5298 East Farm Road 104, from County R-1,

Suburban Residence District, to HC, Highway Commercial District, with Conditional

Overlay District No. 242; establishing Conditional Overlay District No. 242; and

13.1. Council Bill 2023-297 (Carroll)

A special ordinance authorizing the City to participate in the Missouri Fire Fighters

Critical Illness Trust and Pool, and further authorizing the

City Manager, or designee, to execute such documents as may be necessary for the

City’s participation therein.

13.2. Council Bill 2023-298 (Hosmer)

A special ordinance approving a Memorandum Agreement between the City and the

International Association of Fire Fighters, Southern Missouri Professional Fire Fighters

Local 152, regarding applying for enrollment in the Missouri Fire Fighters Critical Illness

Trust and Pool for calendar year 2024 for eligible bargaining unit members; and

authorizing the City Manager, or his designee, to execute the Memorandum

Agreement.

13.3. Council Bill 2023-299 (Hardinger)

A special ordinance approving a Memorandum Agreement between the City and the

International Brotherhood of Electrical Workers AFL-CIO Local Union Number 753, the

representative for a bargaining unit within the City’s Crafts, Trades and Labor employee

group, regarding applying for enrollment in the Missouri Fire Fighters Critical Illness

Trust and Pool for calendar year 2024 for eligible bargaining unit members; and

authorizing the City Manager, or designee, to execute the Memorandum Agreement.

13.4. Council Bill 2023-300 (Lee)

A general ordinance amending the Springfield City Code, Section 2-92, known as the

‘Salary Ordinance,’ to create a new subsection relating to participation in the Missouri

Fire Fighters Critical Illness Trust and Pool.

13.5. Council Bill 2023-301 (Jenson, McGull)

A special ordinance authorizing the City Manager, or designee, to enter into a Carbon

Reduction Program Agreement with the Missouri Highways and Transportation

Commission; and approving a budget adjustment amending the Fiscal Year 2023-2024

budget of the Department of Public Works in the amount of $240,000 to appropriate the

federal grant funds.

13.6. Council Bill 2023-302 (McGull)

A special ordinance approving Olsson as the consultant to provide professional

services for Phase II improvements at City’s Cooper Park and Sports Complex, in the

amount of $887,770, as an approved project for use of American Rescue Plan Act

Funds received by City; and authorizing the Park Board Chair, or designee, to enter into

a contract with Olsson for these purposes.

13.7. Council Bill 2023-303 (Lee)

A special ordinance authorizing the City Manager, or designee, to enter into intellectual

property and service agreements with the City of Cape Girardeau, Missouri to authorize

the use of the City’s intellectual property and provide consultation and services

necessary to implement the City of Springfield’s SafeAcross pedestrian safety program;

and authorizing the City Manager, or designee, to enter into similar intellectual propertyand service agreements with the State of Missouri, its political subdivisions, other

states, or their political subdivisions, to implement the City of Springfield’s SafeAcross

pedestrian safety program in those other jurisdictions.

18.1. Council Bill 2023-304 (McGull)

A special ordinance authorizing the Director of Planning and Development to accept the

dedication of public streets and easements to the City of Springfield, as shown on the

Preliminary Plat of Patel Subdivision, generally located at 4808 East Parallel Lane,

upon the applicant filing and recording a final plat that substantially conforms to the

preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance

with all the terms of this Ordinance. (Staff recommends that City Council accept the

public streets and easements.)

20.1. Council Bill 2023-288 (McClure)

A special ordinance authorizing the City Manager, or his designee, to accept grant

funds from the Musgrave Foundation for the benefit and use of the Mayor’s

Commission for Children in the amount of $5,000 to help further the mission of the

Commission in the upcoming year.

20.2. Council Bill 2023-289 (Hosmer)

A special ordinance authorizing the City Manager, or his designee, to enter into a

Memorandum of Understanding with the Bureau of Alcohol, Tobacco, Firearms and

Explosives to allow participation of the Springfield Fire Department in the State and

Local Overtime program to allow for reimbursement of overtime expenses associated

with joint investigations.

20.3. Confirm the following appointments to the Board of Public Utilities: Ben Shantz and

Gerald Lee with terms to expire December 1, 2026.

20.4. Confirm the following reappointments to the Board of Public Utilities: Heather Ramsey

and Clifton Smart with terms to expire December 1, 2026.
