A special ordinance authorizing the City of Springfield, Missouri, to join the commercial component of the Show Me PACE Clean Energy District created pursuant to Missouri Revised Statutes Sections 67.2800 to 67.2835, known as the “Property Assessment Clean Energy Act;” stating the City’s intent to participate in the commercial component of the “Property Assessed Clean Energy” Program as a member of such District; requesting appointment to the District’s Advisory Board; disclaiming any need for appropriation; and directing the City Clerk to send a certified copy of this Ordinance to the Board of Directors of the District.

A general ordinance amending Chapter 120, ‘Wastewater Regulations,’ Article VI, ‘Wastewater Charges and Rates,’ Section 120-245, ‘Rates’ and Section 120-247, ‘Extra charges,’ of the Springfield City Code by repealing the existing rate schedule and establishing new rate schedules that provide for phased-in rate increases annually for three years, beginning July 1, 2020, which shall provide necessary funding for the additional debt service cost of complying with the Clean Water Act and Missouri Department of Natural Resources mandates. (Environmental Services recommends approval.)

A special ordinance amending the budget of the City of Springfield for Fiscal Year 2019‒2020 in the amount of $150,000 for the purpose of approving expenditures from the Commercial Street Tax Increment Financing Special Allocation Fund for certain public improvement projects within the Commercial Street Tax Increment Financing District. A special ordinance amending the budget for Fiscal Year 2019-2020 for the Department of Environmental Services in the amount of $1,400,000.00 to appropriate retained earnings of the Solid Waste Fund for the design, permitting, construction and construction oversight of the Cell II Phase II solid waste disposal unit; accepting the bid of Twehous Excavating Co., Inc., for the construction of the Cell II Phase II solid waste disposal unit at the City of Springfield Noble Hill Sanitary Landfill; and authorizing the City Manager, or his designee, to enter into a contract for said improvement.
