Suburban Residence District, to HC, Highway Commercial District, with Conditional

A special ordinance approving the final development plan of Planned Development

6.5. Council Bill 2023-301 (Jenson, McGull)
A special ordinance authorizing the City Manager, or designee, to enter into a Carbon
Reduction Program Agreement with the Missouri Highways and Transportation
Commission; and approving a budget adjustment amending the Fiscal Year 2023-2024
budget of the Department of Public Works in the amount of $240,000 to appropriate the
federal grant funds.
6.6. Council Bill 2023-302 (McGull)
A special ordinance approving Olsson as the consultant to provide professional
services for Phase II improvements at City’s Cooper Park and Sports Complex, in the
amount of $887,770, as an approved project for use of American Rescue Plan Act
Funds received by City; and authorizing the Park Board Chair, or designee, to enter into
a contract with Olsson for these purposes.
6.7. Council Bill 2023-303 (Lee)

A special ordinance authorizing the City Manager, or designee, to enter into intellectual
property and service agreements with the City of Cape Girardeau, Missouri to authorize
the use of the City’s intellectual property and provide consultation and services
necessary to implement the City of Springfield’s SafeAcross pedestrian safety program;
and authorizing the City Manager, or designee, to enter into similar intellectual property
and service agreements with the State of Missouri, its political subdivisions, other
states, or their political subdivisions, to implement the City of Springfield’s SafeAcross
pedestrian safety program in those other jurisdictions.

7.1. Council Bill 2024-002 (City Council)
A resolution accepting the 2023 City of Springfield Housing Study and Neighborhood
Revitalization Strategy.
7.2. Council Bill 2024-003 (Hosmer)
A resolution authorizing the City Manager, or designee, to apply for a Youth Homeless
System Improvement Program Grant from the Department of Housing and Urban
Development, in a minimum amount of $200,000, for the purpose of increasing the
capacity of the local Continuum of Care by improving its existing response systems.
8. EMERGENCY BILLS. Citizens May Speak. May Be Voted On.
8.1. Council Bill 2024-004 (Hardinger)
A general ordinance submitting proposed amendments to Sections 2.1(1) and 2.6 of the
Springfield City Charter to the qualified voters of the City at the general municipal
election to be held by the City of Springfield on April 2, 2024, in order to change the
length of the mayor’s term from two years to four years with such change to first apply
at the general municipal election to be held in 2025; and declaring an emergency.
8.2. Council Bill 2024-013 (Carroll)
A general ordinance submitting proposed amendments to Section 19.16 of the
Springfield City Charter to the qualified voters of the City at the general municipal
election to be held by the City of Springfield on April 2, 2024, in order to establish a
code of ethics applicable to all elected officials, appointed officers, board members, and
employees of the City, to include an obligation for City Council to maintain and review
the ethics policy at least every other year, to revise language to address employee
violation of Section 19.16 to be subject to disciplinary action up to and including
termination of employment, and adding a legal defense to forfeiture of office or
termination of employment if a prior, written advisory opinion from the City Attorney was
obtained and relied upon in good faith; and declaring an emergency.

10.1. Council Bill 2024-005 (Lee)

A special ordinance authorizing the City Manager, or designee, to accept a Disease
Intervention Specialist Workforce Program Grant from the Federal Department of
Health and Human Services Centers for Disease Control and Prevention through the
Missouri Department of Health and Senior Services in the amount of $303,194.10 for
use by the Springfield-Greene County Health Department in support of implementing
sexually transmitted disease prevention and control strategies and to enter into
necessary agreements to carry out the grant; amending the Fiscal Year 2023-2024
budget in the amount of $303,194.10 for the purpose of appropriating the grant funds;
and declaring that this Ordinance qualifies for approval in one reading.
10.2. Council Bill 2024-006 (Lee)
A special ordinance authorizing the City Manager, or designee, to accept a Public
Health Agency Infrastructure Grant from the Federal Department of Health and Human
Services and the Centers for Disease Control and Prevention, through the Missouri
Department of Health and Senior Services, in the amount of $601,902 for use by the
Springfield-Greene County Health Department to develop a stronger workforce and
improve software and data systems that are critical to public health efforts and to enter
into necessary agreements to carry out the grant; amending the Fiscal Year 2023-2024
budget in the amount of $601,902 to appropriate the grant funds; and declaring that this
Ordinance qualifies for approval in one reading.

12.1. Council Bill 2024-007 (Carroll)
A general ordinance amending Chapter 36 of the Springfield City Code, known as the
‘Land Development Code,’ Article III, ‘Zoning Regulations,’ Division 7, Sections 36-363,
Conditional use permits and 36-368, Publication and Posting of Notices for the purpose
of allowing City Council to add, modify, or remove conditions to a Conditional Use
Permit. (Staff recommends approval; the Planning and Zoning Commission
recommends denial.)
13. FIRST READING BILLS.

13.1. Council Bill 2024-008 (Simpson, Hardinger, Horton, and Jenson)
A general ordinance amending the Fee Schedule for certain City services as provided
in the Springfield City Code, by making such adjustments as provided in the attached
“Evaluation of Charges for Municipal Services”; and adopting new fees for certain City
Services.
13.2. Council Bill 2024-009 (Simpson)
A special ordinance approving the selection of The Salvation Army and Women’s
Medical Respite as recipients of the City’s Coronavirus State and Local Fiscal Recovery
Funds allotted for non-congregate shelters; and authorizing the City Manager, or
designee, to enter into agreements to carry out the programs.

13.3. Council Bill 2024-010 (Carroll)
A special ordinance approving the Eighth Amendment to the July 1, 2021, Collective
Bargaining Agreement between the City and the Springfield Police Officers Association,
Fraternal Order of Police Lodge 22, representing changes requested by the Springfield
Police Officers Association, Fraternal Order of Police Lodge 22, regarding seniority and
reinstatements; and authorizing the City Manager, or designee, on behalf of the City, to
execute and deliver the Eighth Amendment to the Collective Bargaining Agreement to
the Springfield Police Officers Association, Fraternal Order of Police Lodge 22.

Storage LLC d/b/a Devon Self-Storage, for 0.43 acres of vacant land in the 300 block of
West Chestnut Street; and authorizing the issuance of a quitclaim deed for the same.

20.1. Council Bill 2023-304 (McGull)

A special ordinance authorizing the Director of Planning and Development to accept the
dedication of public streets and easements to the City of Springfield, as shown on the
Preliminary Plat of Patel Subdivision, generally located at 4808 East Parallel Lane,
upon the applicant filing and recording a final plat that substantially conforms to the
preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance
with all the terms of this Ordinance. (Staff recommends that City Council accept the
public streets and easements.)
20.2. Confirm the following appointment to the Mayor’s Commission on Human Rights and
Community Relations: Dan Furtak with term to expire October 1, 2026.
20.3. Confirm the following appointment to the Mayor’s Commission on Human Rights and
