A special ordinance approving the Boyd School Redevelopment Plan submitted by the
Boyd School Redevelopment Corporation for the redevelopment of an area generally
located at the northwest corner of the intersection of East Lynn Street and North
Washington Avenue; declaring the area in the Boyd School Redevelopment Plan to be a blighted area and its redevelopment necessary for the preservation of public health,
safety, and welfare; authorizing certain tax abatement within the area of the Boyd
School Redevelopment Plan; and authorizing the City Manager to execute an
agreement with the Boyd School Redevelopment Corporation relating to the
implementation of the Boyd School Redevelopment Plan. (Staff, the Land Clearance for

A general ordinance amending the Springfield Land Development Code, Section 36-

residential district, to R-MD, Medium-density multifamily residential district; and

6.3. Council Bill 2023-131 (Jenson)
A general ordinance amending Chapter 36 of the Springfield City Code, known as the

Parkway District Standards,’ Sections 36-487, ‘Bulk Standards,’ and 36-488, ‘Permitted
and Conditional Uses,’ for the purpose of adding nonprofit community centers as a
permitted use, and allowing a minimum height of 35 feet for buildings, in Subdistrict F.

6.11. Council Bill 2023-139 (Hosmer)
A general ordinance amending the Springfield City Code, Section 2-92, known as the
‘Salary Ordinance,’ relating to salary grades for various job titles within the City service
as contained in the Classifications of the Professional, Administrative, and Technical
Schedule by making provision for six (6) new job titles and deleting three (3) job titles;
by describing the method by which pay adjustments are calculated; by providing pay
adjustments for non-bargaining unit employees on the following salary schedules:
Crafts, Trades and Labor Non-Union, Professional, Administrative, and Technical (Non-
Union and Unclassified), Fire Protection, and Law Enforcement; and by incorporating
pay improvements impacting bargaining unit members that were negotiated and
tentatively agreed to, including amending Out-of-Title Pay for certain positions on the
Law Enforcement Schedule.
6.12. Council Bill 2023-140 (Hardinger)
A special ordinance approving the Fourth Addendum to the July 1, 2021, Collective
Bargaining Agreement between the City and the International Association of Fire
Fighters, Southern Missouri Professional Fire Fighters Local 152, representing changes
agreed to by the parties, including changes resulting from wage reopener negotiations;
authorizing the City Manager, or his designee, to execute the Fourth Addendum to the
Collective Bargaining Agreement; and authorizing the City Manager to enter into
agreements with the IAFF regarding matters of interpretation of the Collective
Bargaining Agreement.
6.13. Council Bill 2023-141 (Carroll)
A special ordinance approving the First Amendment to the July 1, 2022, Collective
Bargaining Agreement between the City and the International Brotherhood of Electrical
Workers AFL-CIO Union Number 753, the Exclusive Representative of a Bargaining
Unit within the Crafts, Trades, and Labor Employee Group, representing changes
resulting from wage reopener negotiations; authorizing the City Manager, or his
designee, to execute the First Amendment; and authorizing the City Manager to enter
into agreements with the IBEW regarding matters of interpretation of the Collective
Bargaining Agreement.
6.14. Council Bill 2023-142 (Hosmer)
A special ordinance approving the Fourth Amendment to the July 1, 2021, Collective
Bargaining Agreement between the City and the International Brotherhood of Electrical
Workers AFL-CIO Union Number 753, the Exclusive Representative of a certain
Bargaining Unit within the Professional, Administrative and Technical Employee Group,
representing changes resulting from wage reopener negotiations; authorizing the City
Manager, or his designee, to execute the Fourth Amendment; and authorizing the City
Manager to enter into agreements with the IBEW regarding matters of interpretation of
the Collective Bargaining Agreement.
6.15. Council Bill 2023-143 (Carroll)
A special ordinance approving the Sixth Amendment to the July 1, 2021 Collective
Bargaining Agreement between the City and the Springfield Police Officers Association,
Fraternal Order of Police Lodge 22, the Exclusive Representative of a certain
Bargaining Unit within the Springfield Police Department, representing changes requested by the SPOA regarding payroll deductions as well as changes resulting from
wage reopener negotiations; authorizing the City Manager, or his designee, on behalf of
the City, to execute and deliver the Sixth Amendment to the Collective Bargaining
Agreement to the Exclusive Representative; and authorizing the City Manager to enter
into agreements with the SPOA regarding matters of interpretation of the Collective
Bargaining Agreement.
6.16. Council Bill 2023-144 (Lee)
A special ordinance amending Special Ordinance 15049, as amended by Special
Ordinance 2156 and General Ordinances 4348, 4812, 5089, 5432, and 5849, providing
benefits for certain employees under the Missouri Local Government Employees
Retirement System, by reducing the retirement age for all eligible current and future
emergency telecommunicators.
6.17. Council Bill 2023-145 (Jenson)
A special ordinance authorizing the Director of Planning and Development to accept the
dedication of public streets and easements to the City of Springfield, as shown on the
Preliminary Plat of Sunshine Towne Centre Subdivision, generally located at 3444 West
Sunshine Street, 1819 South Farm Road 133 (Moore Road), and 1903 South Farm
Road 133 upon the applicant filing and recording a final plat that substantially conforms
to the preliminary plat; and authorizing the City Clerk to sign the final plat upon
compliance with all the terms of this Ordinance. (Staff recommends that City Council
accept the public streets and easements.)
6.18. Council Bill 2023-146 (Simpson)
A special ordinance approving a Transportation Project Agreement between the City of
Springfield, Southern Hills Shopping Center Transportation Development District,
Southern Hills Investment Trust, LLC, and Southern Hills Plaza, LLC; and authorizing
the City Manager, or his designee, to execute the Transportation Project Agreement on
behalf of the City of Springfield.(Staff recommends approval.)
6.19. Council Bill 2023-150 (Lee)
A general ordinance amending the Springfield City Code, Chapter 70, ‘Licenses,
Permits and Miscellaneous Business Regulations,’ Article V, ‘Hotels, Motels and Tourist
Courts,’ Section 70-261 ‘Definitions,’ Section 70-262 ‘Levy of tax,’ Section 70-266
‘Penalty on unpaid tax; additional remedies,’ and Section 70-267 ‘Use of tax revenue’ to
incorporate changes to the license tax on hotels, motels, and tourist courts approved by
voters in the General Municipal Election held on April 4, 2023, and to update the City’s
penalty provisions for unpaid or delinquent license taxes to comply with current state
law.
6.20. Council Bill 2023-147 (Hardinger)
A special ordinance authorizing the City Manager, or his designee, to enter into an
agreement with the Springfield Convention and Visitors Bureau, Inc., in an amount to
equal forty-seven percent (47%) of the City’s proceeds from the hotel/motel gross
receipts tax for the purpose of promoting travel and tourism within the City of
Springfield.

6.21. Council Bill 2023-148 (Lee)
A special ordinance authorizing the City Manager, or his designee, to enter into an
agreement with the Springfield Regional Arts Council, Inc., in an amount to equal four
and one-half percent (4.5%) of the City’s proceeds from the hotel/motel gross receipts
tax to support the arts and cultural tourism in the community.
6.22. Council Bill 2023-149 (Carroll)
A special ordinance authorizing the City Manager, or his designee, to enter into an
agreement with the Greater Springfield Area Sports Commission, Inc., in an amount to
equal four and one-half percent (4.5%) of the City’s proceeds from the hotel/motel
gross receipts tax to promote the attraction of sporting events to the community.
6.23. Council Bill 2023-151 (Hardinger)
A special ordinance authorizing the City Manager, or his designee, to enter into a
Memorandum of Understanding with City Utilities of Springfield, for the purpose of
mutually terminating the Joint Venture Landfill Gas-to-Energy Project; and to approve a
budget adjustment for Fiscal Year 2022-2023 for the Department of Environmental
Services in the amount of $1,848,568.30 to appropriate retained earnings from the
Solid Waste Fund for the acquisition all electric generating equipment and all other
remaining assets associated with the Project.
6.24. Council Bill 2023-152 (Simpson)
A special ordinance approving the plans and specifications for Battlefield Corridor
Improvements – Lone Pine to Luster; accepting the bid of Hartman and Company, Inc.,
in the amount of $1,394,971.04 for said project; and authorizing the City Manager, or
his designee, to enter into a contract with such bidder.
6.25. Council Bill 2023-157 (Jenson).
A special ordinance authorizing the City Manager, or his designee, on behalf of the City
of Springfield, to enter into an Infrastructure Reimbursement Agreement with Springfield
West Partners, LLC, for improvements to West Sunshine Street, South West Bypass,
and South Moore Road, to facilitate the construction of a 22.72-acre retail development
generally located at the southeast corner of West Sunshine Street and South West
Bypass.

10.1. Council Bill 2023-159 (Hardinger)
A special ordinance authorizing the City Manager, or his designee, to accept a grant
from the United States Department of Health and Human Services and the Centers for
Disease Control and Prevention, through the Missouri Department of Health and Senior Services, in the amount of $774,119.10 for use by the Springfield-Greene County
Health Department to train and sustain personnel in responding to COVID-19 derived
public health priorities and to enter into necessary agreements to carry out the grant;
amending the Fiscal Year 2022-2023 budget in the amount of $774,119.10 to
appropriate the grant funds; and declaring that this bill qualifies for approval in one
reading.

A special ordinance accepting a donation of $15,000 from the Hatch Foundation to
reimburse the City of Springfield Department of Public Information and Civic
Engagement for the purchase of a reusable Christmas tree to be used for Springfield’s
downtown holiday festivals; and amending the budget of the Department of Public
Information and Civic Engagement for Fiscal Year 2022-2023 to appropriate the
donation funds.
13.2. Council Bill 2023-161 (Hosmer)
A special ordinance authorizing the City Manager, or his designee, to accept funding in
the amount of $150,000 from the Community Partnership of the Ozarks, through the
Community Foundation of the Ozarks Advancing Mental Wellness Program, to support
strategies to improve men’s mental health and to enter into necessary agreements to
carry out the grant; and amending the Fiscal Year 2023-2024 budget of the Springfield-
Greene County Health Department in the amount of $150,000 to appropriate the grant
funds.
13.3. Council Bill 2023-162 (Lee)
A special ordinance approving the plans and specifications for the Sanitary Sewer
Overflow Control Program, Group 6 Public Sewer Rehabilitation – Sewer Main
Cleaning, CCTV, and Cured-in-Place Pipe; accepting the bid of Insituform Technologies
USA, LLC, in the amount of $5,740,724.20 for the project; authorizing the City
Manager, or his designee, to enter into an agreement for said project; and approving a
budget adjustment in the amount of the bid, plus a contingency, to amend the Fiscal
Year 2023-2024 budget of the Department of Environmental Services Clean Water
Enterprise Fund by appropriating reserves of said fund in the amount of $6,314,796.62.
13.4. Council Bill 2023-163 (Hosmer)
A special ordinance authorizing the issuance of not to exceed $13,000,000 principal
amount of Special Obligation Bonds (State Environmental Improvement and Energy
Resources Authority – Energy Facilities Revenue Bonds), Series 2023 of the City of
Springfield, Missouri, for the purpose of expanding and improving the City’s landfill
biogas recovery system; amending the Fiscal Year 2023-2024 budget of the City in the amount of not to exceed $16,000,000; prescribing the form and details of the bonds and
the agreements made by the City to facilitate and protect their payment; and prescribing
other related matters; and declaring an emergency.
13.5. Council Bill 2023-164 (Hardinger)
A special ordinance authorizing the City Manager, or his designee, to enter into a
Subsidy Escrow Agreement, by and among the City, the Missouri Department of
Natural Resources, the State Environmental Improvement and Energy Resources
Authority, UMB Bank, N.A., as escrow agent, for the purpose of receiving the benefit of
certain investment earnings in connection with the expansion and improvement of the
City’s landfill biogas recovery system; and declaring an emergency.
13.6. Council Bill 2023-165 (Carroll)
A special ordinance amending Special Ordinance 27775, Section 5, to authorize the
use of up to $1,927,610 of the City’s Coronavirus State and Local Recovery Funds
which have been set aside for homelessness and housing projects and are to be used
for the acquisition, construction, renovation, or rehabilitation of buildings to create one
or more non-congregate shelters to be used to create either non-congregate or
congregate shelters; and authorizing the City Manager to enter into funding agreements
as necessary with recipients of such funds.

18.1. Council Bill 2023-166 (Carroll)

A special ordinance authorizing the City Manager, or his designee, to enter into an
agreement with the Missouri Highways and Transportation Commission and NEXSTAR
Media Group, Inc., dba KSNF-TV/KODE-TV, for the purpose of sharing video from the
closed-circuit television traffic monitoring cameras owned and operated by Missouri
Department of Transportation and the City of Springfield throughout the regional
roadway network.

A resolution confirming the appointment of Mia Kaufman, and the reappointment of

A special ordinance authorizing the Director of Planning and Development to accept the

4000 block of East Division Street and the 1600 to 2200 block of North Le Compte

20.2. Council Bill 2023-155 (Hosmer)
A special ordinance authorizing the City Manager, or his designee, to accept funding
from Community Foundation of the Ozarks in the amount of $25,000 to perform
employment transportation accessibility grant activities and to enter into necessary
agreements to carry out the grant; and amending the Fiscal Year 2023-2024 budget of
the Department of Workforce Development in the amount of $25,000 for the purpose of
appropriating the grant funds.
20.3. Council Bill 2023-156 (Horton)
A special ordinance authorizing the City Manager, or his designee, to enter into a Cost
Apportionment Agreement with the Missouri Highways and Transportation Commission
to share costs associated with traffic signal communications infrastructure
improvements at the intersection of Chestnut Expressway and Grant Avenue; and
amending the Fiscal Year 2022-2023 budget for the Department of Public Works in the
amount of $19,955 to accept payment from the Commission.
20.4. Confirm the following reappointment to the Springfield – Greene County Park Board:
Leslie Carrier with term to expire June 1, 2026.
20.5. Confirm the following appointments to the Board of Equalization: Wanda Quintana with
