Council Bill 2021-106 (Schilling) A general ordinance amending the Official Map of the City of Springfield, Missouri, adopted pursuant to General Ordinance 1478, by changing the street name of the 4500 block of South Main Avenue to West El Camino Alto Drive. (Staff and Planning and Zoning Commission both recommend approval.)
  5. Council Bill 2021-107 (Schilling) A general ordinance amending the Official Map of the City of Springfield, Missouri adopted pursuant to General Ordinance 1478, by changing the name of the 300 Block of East Weaver Road and the 500-600 Block of West Weaver Road to Old Weaver Road. (Staff and Planning and Zoning Commission both recommend approval.)

Council Bill 2021-108 (Romine) A general ordinance amending the Springfield Land Development Code, Section 36-306, ‘Official zoning map and rules for interpretation,’ by rezoning approximately 0.18 acres of property generally located at 1727 North Washington Avenue from R-MD, Medium-density Multi-family Residential District with Urban Conservation District No. 3, to CC, Center City District with Urban Conservation District No. 3; establishing Conditional Overlay District No. 197; and adopting an updated Official Zoning Map. Council Bill 2021-109 (McGull) A general ordinance amending the Springfield Land Development Code, Section 36-306, ‘Official zoning map and rules for interpretation,’ by rezoning approximately 0.18 acre of property generally located at 844 South National Avenue from R-SF, Single-Family Residential District with Urban Conservation District No. 2, to R-HD, High Density Multi- Family Residential District with Urban Conservation District No. 2; establishing Conditional Overlay District No. 198; and adopting an updated Official Zoning Map. Council Bill 2021-110 (McGull) A special ordinance approving the Second Amended and Restated Redevelopment Plan for the East Cherry Pocket Neighborhood Redevelopment Area, generally located on 0.51 acres on the north side of the intersection of East Cherry Street and South Fremont Avenue; and authorizing the City Manager to execute an amended and restated redevelopment agreement with the developer, Say You Can, LLC, relating to the implementation of the Second Amended and Restated Redevelopment Plan. (The Land Clearance for Redevelopment Authority, the Planning and Zoning Commission, and City staff recommend approval.)
  2. Council Bill 2021-111 (McGull) A special ordinance approving the plans and specifications for Cherry Street Pedestrian Improvements from Fremont Avenue to Weller Avenue; accepting the bid of D&E Plumbing and Heating, Inc., in the amount of $485,044.00 for said improvements; and authorizing the City Manager, or his designee, to enter into a contract with such bidder.
  3. Council Bill 2021-112 (Schilling) A special ordinance authorizing the City Manager, or his designee, to enter into a Surface Transportation Program-Urban Program Agreement with the Missouri Highways and Transportation Commission for the purpose of funding partial right-of-way and construction for the replacement of the Walnut Street Bridge over Jordan Creek; and amending the budget of the Department of Public Works for Fiscal Year 2020-2021, in the amount of $1,600,000 to appropriate federal Surface Transportation Block Grant funds.

Council Bill 2021-127 (Council) A general ordinance amending the Springfield City Code, Chapter 58, ‘Health and Sanitation,’ by repealing Article XIII, ‘COVID-19 Pandemic,’ and replacing it with a new Article XIII, ‘COVID-19 Pandemic,’ to revise regulations related to the use of Face Coverings outdoors; amending the Springfield City Code, Chapter 58, ‘Health and Sanitation,’ by repealing Article XIII, ‘COVID-19 Pandemic’ to be effective May 27, 2021; and declaring an emergency pursuant to City Charter Section 2.12.

  1. Council Bill 2021-116 (Lear) A special ordinance authorizing the City Manager, or his designee, to accept a subaward from the Missouri Department of Public Safety via Missouri State University on behalf of the Springfield Fire Department, which includes multiple pieces of equipment that will support the sustainment and operation of the Springfield Fire Department Hazardous Materials and Technical Rescue Teams and the Bomb Squad, as components of the Region D Homeland Security Regional Response System, valued at $212,253.03, from the State Homeland Security Grant Program; and declaring that this Ordinance qualifies for approval on one reading.
  2. Council Bill 2021-117 (Schilling) A special ordinance authorizing the City Manager, or his designee, to enter into Better Utilizing Investments to Leverage Development 2019 Program Agreement with the Missouri Highways and Transportation Commission (“MHTC”), for the purpose of funding the Grant Avenue Parkway project; amending the Fiscal Year 2020-2021 budget of the Department of Public Works in the amount of $20,960,822 to appropriate the federal reimbursement funds for this project; and declaring that this Ordinance qualifies as a one-reading bill pursuant to City Charter Section 2.16(25).

Council Bill 2021-118 (Ollis) A special ordinance authorizing the City Manager, or his designee, to accept grant funds in the amount of $500,000, from the Sunderland Foundation, and through the Springfield Art Museum Foundation, to support construction of the Art Museum North Parking Improvements Project at the Springfield Art Museum; and amending the budget of the Springfield Art Museum for Fiscal Year 2020-2021 in the amount of $500,000.
  7. Council Bill 2021-119 (Romine) A special ordinance authorizing the City Manager, or his designee, to enter into a contract for the purchase of land generally located at 237 West Mill Street as part of the Renew Jordan Creek Phase I project and to execute all necessary documents in support thereof. (Staff recommends approval.)
  8. Council Bill 2021-120 (Schilling) A special ordinance authorizing the City Manager, or his designee, to enter into a contract for the purchase of land generally located at 353 North Campbell Avenue as part of the Renew Jordan Creek Phase I project and to execute all necessary documents in support thereof. (Staff recommends approval.)
  1. Council Bill 2021-121 (Simpson) A special ordinance authorizing the City Manager, or his designee, to enter into a Governor’s Transportation Cost Share Agreement with the Missouri Highways and Transportation Commission for the purpose of funding construction of the Galloway Street Improvements; and amending the Fiscal Year 2020-2021 budget of the Department of Public Works in the amount of $1,500,000 to appropriate the Governor’s Transportation Cost Share funds for this project.
  2. Council Bill 2021-122 (Romine) A special ordinance approving the plans and specifications for the Central Street Phase 2 Corridor Improvements project; accepting the bid of D&E Plumbing & Heating, LLC, in the amount of $2,168,223.80 for said project; and authorizing the City Manager, or his designee, to enter into a contract with such bidder.

A special ordinance authorizing the City Manager, or his designee, to enter into a Road Relinquishment Agreement with the Missouri Highways and Transportation Commission for the purpose of accepting a portion of the state highway system along Lone Pine Avenue by quit-claim deed.

  1. Council Bill 2021-124 (Hosmer) A special ordinance authorizing the City Manager, or his designee, to donate a 1998 Ford F150 pickup truck, #4004, to the Downtown Springfield Association for the purpose of picking up glass from Springfield businesses for recycling.
