A special ordinance authorizing the City Manager, or his designee, to accept the Edward Byrne Memorial Justice Assistance Grant in the amount of $192,496.00 from the United States Department of Justice and to enter into an interlocal agreement with Greene County, outlining the division of the grant funds; and amending the budget for the Springfield Police Department for Fiscal Year 2022-2023 in the amount of $192,496.00.

Council Bill 2022-261 (Horton)

A special ordinance approving the Second Amendment to the Springfield IDEA Commons Tax Increment Financing Plan; approving the Tax Increment Financing Reimbursement Agreement between the City of Springfield and Missouri State University; and authorizing the City Manager, or his designee, to enter into the Tax Increment Financing Reimbursement Agreement with Missouri State University.

Council Bill 2022-262 (McGull)

A special ordinance amending the budget of the City of Springfield for Fiscal Year 2022-2023, in the amount of $950,000, to appropriate a portion of the Level Property Tax-Debt Service Fund reserve to the Level Property Tax-Operating Fund for additional funding needed for the Fire Station #7 reconstruction project.

Council Bill 2022-263 (Simpson, McGull, Lear, And Hardinger)

A special ordinance amending Special Ordinance 27730 to revise funding appropriated for continuing COVID-19 services; amending the budget for Fiscal Year 2022-2023 to appropriate funds from the City’s Coronavirus State and Local Fiscal Recovery Funds, established by the American Rescue Plan Act (“ARPA”) of 2021, for certain projects as recommended by the City Council ARPA Review Committee; and authorizing the City Manager to enter into funding agreements as necessary with recipients of such funds. (The City Council ARPA Review Committee voted to recommend this appropriation to City Council.)

A resolution declaring the intent of the City of Springfield to annex approximately 1.14 acres of private property and approximately 0.38 acres of public street right-of-way, generally located at 354 West Buena Vista Street, and referenced as Annexation A-4-2022, into the City. Council Bill 2022-268 (Hosmer)

A resolution authorizing the City Manager, or his designee, to apply for a Strengthening Mobility and Revolutionizing Transportation federal grant of up to $2,000,000 from the U.S. Department of Transportation to support the planning, development, implementation, and evaluation of an emergency vehicle traffic signal priority system prototype and improved traffic monitoring camera video sharing among the Transportation Management Center, Springfield Fire Department, and Springfield-Greene County 911 Emergency Communications.

Council Bill 2022-269 (Lear) Consideration Of This Bill Is Contingent On The Planning And Zoning Commission’s Adoption Of The Comprehensive Plan Prior To The City Council Meeting.

A resolution authorizing the City Manager, or his designee, to apply for up to $3.7 million in funds from the State of Missouri Department of Economic Development American Rescue Plan Act Community Revitalization Grant Program, with such funds to be used for the Renew Jordan Creek Project efforts of developing public amenities from Boonville Avenue to Main Avenue.

A special ordinance authorizing the City Manager, or his designee, to accept grant funds in the amount of $5,000 from a Show Me Zero Grant through the Missouri Highways and Transportation Commission to support the City’s current pedestrian safety education program known as SGF Yields and enter into a Show Me Zero Program Agreement; amending the budget of the Department of Public Works for Fiscal Year 2022-2023 in the amount of $5,000 upon award of the grant; and declaring that this bill qualifies as a one-reading bill.

A special ordinance approving a redevelopment plan for the Grant Avenue Parkway Redevelopment Area, which is generally bounded by West Olive Street to the north, West Catalpa Street to the south, South Campbell Avenue to the east, and South Douglas Avenue to the west; and declaring the Grant Avenue Parkway Redevelopment Area to be blighted and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals, and welfare. Council Bill 2022-278 (McGull)

A special ordinance authorizing the City Manager, or his designee, to enter into a Cost Share Agreement for Roadway Improvements, with the Erlen Group, to coordinate participation in the cost of improvements on LeCompte Road from its intersection with Division Street north to the BNSF Railroad tracks; and approving a budget adjustment to amend the Fiscal Year 2022-2023 budget for the Department of Public Works in the amount of $1,256,010 and to accept payment for the Erlen Group’s share of the project.

A general ordinance amending the Springfield City Code, Chapter 2, “Administration,” Article VI, “Finances,” Division 4, “Police Officers’ and Fire ‘Fighters’ Retirement System,” Section 2-444, “Board of trustees established; membership; election of members,” to revise the residential requirements for Pension Board candidates and to revise the procedures for filling vacant elected voting positions; and amending Sections 2-473, “Non-duty disability pension,” and 2-474, “Duty disability pension,” to remove the workers’ compensation offset.
