District generally located at 829 West Atlantic Street and 2015 North Missouri Avenue.

Development No. 336 to HC, Highway Commercial District, with Conditional Overlay
District No. 239; establishing Conditional Overlay District No. 239; and adopting an

6.7. Council Bill 2023-237 (Carroll)
A special ordinance authorizing the City Manager, or his designee, to accept a
Musgrave Foundation Grant from the Community Foundation of the Ozarks in the
amount of $39,604 for use by the Springfield-Greene County Health Department to
implement the Family Connects Program to offer no-cost home visits to parents of
newborns in Greene County, Missouri and to enter into necessary agreements to carry
out the grant; and amending the Fiscal Year 2023-2024 budget in the amount of
$39,604 to appropriate the grant funds.
6.8. Council Bill 2023-238 (Lee)
A special ordinance authorizing the City Manager, or his designee, to accept a grant
from the Missouri Children’s Trust Fund in the amount of $100,000 for use by the
Springfield-Greene County Health Department to implement the Family Connects
Program to offer no-cost home visits to parents of newborns in Greene County,
Missouri and to enter into necessary agreements to carry out the grant; and amending
the Fiscal Year 2023-2024 budget in the amount of $100,000 to appropriate the grant
funds.
6.9. Council Bill 2023-239 (Jenson)
A special ordinance approving a Petition to Establish the Brody Corners Community
Improvement District; authorizing the City Manager to execute a Cooperative
Agreement between the City of Springfield, the Brody Corners Community
Improvement District, and West Sunshine Development, LLC; and directing the City
Clerk to notify the Missouri Department of Economic Development and the Missouri
State Auditor of the creation of the District. (Staff recommends approval.)
6.10. Council Bill 2023-240 (Horton)
A special ordinance authorizing the City Manager, or his designee, to enter into a
contract to purchase the property generally described as 811-813 North Boonville
Avenue and to execute all necessary documents in support thereof; and amending the
Fiscal Year 2023-2024 budget in the amount of $600,000. (Staff and Planning and
Zoning Commission recommend approval.)
6.11. Council Bill 2023-241 (McGull)
A special ordinance authorizing the City Manager, or his designee, to enter into a
Supplemental Agreement for Highway/Rail Crossing Improvements with the Missouri
Highways and Transportation Commission and BNSF Railway Company to share costs
associated with improvements to the intersection of National Avenue and Division
Street; and amending the Fiscal Year 2023-2024 budget for the Department of Public
Works in the amount of $750,000.00 to appropriate funds received from MHTC to
reimburse eligible construction costs.

A resolution declaring the intent of the City of Springfield to reimburse itself for certain
capital expenditures acquired prior to the issuance of lease proceeds issued by the City

10.1. Council Bill 2023-244 (Carroll)
A special ordinance authorizing the City Manager, or his designee, to accept a
Brownfields Job Training Grant from the United States Environmental Protection
Agency in the amount of $500,000 to be utilized to fund the Green for Greene job
training program and to enter into necessary agreements to carry out the grant;
amending the budget of the Workforce Development Department for Fiscal Year 2023-
2024 in the amount of $500,000 to appropriate the grant funds; and declaring that this
Ordinance qualifies for approval in one reading.
10.2. Council Bill 2023-245 (Horton)
A special ordinance authorizing the City Manager, or his designee, to enter into an
agreement with the Missouri Department of Natural Resources for the purpose of
accepting federal American Rescue Plan Act grant funds to support construction of the
Division Street and Ohara Avenue Stormwater Improvement Project, and to do those
things necessary to obtain and disburse the funds; amending the Fiscal Year 2023-
2024 budget of the Department of Public Works in the amount of $555,000 to
appropriate the grant funds; and declaring that this Ordinance qualifies for approval in
one reading.
10.3. Council Bill 2023-246 (Horton)
A special ordinance authorizing the City Manager, or his designee, to enter into a
Transportation Enhancement Funds Program Agreement with the Missouri Highways
and Transportation Commission for the purpose of accepting federal transportation
enhancement grant funds to support design of a sidewalk along Mt. Vernon Street and
Miller Avenue, and to do those things necessary to obtain and disburse the funds;
amending the Fiscal Year 2023-2024 budget of the Department of Public Works in the
amount of $130,385 to appropriate the grant funds; and declaring that this Ordinance
qualifies for approval in one reading.
10.4. Council Bill 2023-247 (McGull)
A special ordinance authorizing the City Manager, or his designee, to enter into a
Transportation Enhancement Funds Program Agreement with the Missouri Highways
and Transportation Commission for the purpose of accepting federal transportation
enhancement grant funds to support design and construction of a multi-use path
through Smith Park connecting Jordan Creek Trail to Division Street, and to do those
things necessary to receive and disburse such funds, including entering into an
agreement; amending the Fiscal Year 2023-2024 budget of the Department of Public
Works in the amount of $115,242 to appropriate the grant funds; and declaring that this
Ordinance qualifies for approval in one reading.

12.1. Council Bill 2023-256 (Carroll)
A general ordinance amending Chapter 36 of the Springfield City Code, known as the
‘Land Development Code,” Article III, ‘Zoning Regulations,’ Division 3, ‘Administration,
Enforcement, and Review,’ Section 36-350, ‘Planning and zoning commission,’ for the
purpose of eliminating duplication and aligning the Planning and Zoning Commission
procedures with best practices of other communities in the state. (Staff and Planning
and Zoning Commission both recommend approval.)
13. FIRST READING BILLS.

13.1. Council Bill 2023-249 (Hardinger)
A special ordinance authorizing the City Manager, or his designee, to enter into
Schedule of Equipment No. 6, which will become a part of its existing Master
Equipment Lease Purchase Agreement, the proceeds of which will be used to pay the
costs of acquiring and installing equipment for the City’s Parks Department and to do all
things necessary to carry out the lease-purchase transaction, including the execution of
certain documents in connection therewith; and amending the budget of the City for
Fiscal Year 2023-2024 in the amount of $860,000.
13.2. Council Bill 2023-250 (Hosmer)
A special ordinance approving the Seventh Amendment to the July 1, 2021, Collective
Bargaining Agreement between the City and the Springfield Police Officers Association,
Fraternal Order of Police Lodge 22, the Exclusive Representative of a certain
Bargaining Unit within the Springfield Police Department, representing changes
requested by the Springfield Police Officers Association, Fraternal Order of Police
Lodge 22, regarding payroll deductions; and authorizing the City Manager, or his
designee, on behalf of the City, to execute and deliver the Seventh Amendment to the
Collective Bargaining Agreement to the Exclusive Representative.
13.3. Council Bill 2023-251 (Hardinger)
A general ordinance amending the Springfield City Code, Section 2-91, known as the
“Merit System Rules and Regulations,” for multiple purposes, including but not limited to
the following: aligning the Merit Rules with the City’s Code and Charter in light of recent
Charter changes approved by voters in April 2023; furthering the City’s diversity and
inclusion goals; clarifying specific provisions within the Merit Rules; adding or
reordering certain definitions; and addressing language that is no longer utilized.
13.4. Council Bill 2023-252 (Carroll)
A special ordinance authorizing the City Manager, or his designee, to accept the
Edward Byrne Memorial Justice Assistance Grant in the amount of $217,128.00 from
the United States Department of Justice and to enter into an interlocal agreement with
Greene County, outlining the division of the grant funds; and amending the budget for
the Springfield Police Department for Fiscal Year 2023-2024 in the amount of
$217,128.00.

13.5. Council Bill 2023-253 (Hosmer)
A special ordinance authorizing the City Manager, or his designee, to enter into a
Carbon Reduction Program Agreement with the Missouri Highways and Transportation
Commission; and approving a budget adjustment amending the Fiscal Year 2023-2024
budget of the Department of Public Works in the amount of $61,295 to appropriate the
federal grant funds.
13.6. Council Bill 2023-254 (Hosmer)
A special ordinance authorizing the City Manager, or his designee, to enter into a
federal Carbon Reduction Program Agreement with the Missouri Highways and
Transportation Commission; and approving a budget adjustment amending the Fiscal
Year 2023-2024 budget of the Department of Public Works in the amount of $96,641 to
appropriate the federal grant funds.
