6.1. Council Bill 2024-257 (Hardinger)
A general ordinance amending special Ordinance 6863 to reallocate $100,000 appropriated to the Department of Planning and Development for the Housing and Urban Development (“HUD”) five-year consolidated plan to support housing and the remaining balance from the $50,000 appropriated to the HUD consolidated plan for fair housing to fund the Sunshine Street Corridor Plan.
6.2. Council Bill 2024-258 (McClure)
A special ordinance authorizing the City of Springfield, Missouri, to enter into an agreement with Anita J. Cotter for the purpose of employing her as City Clerk; authorizing payment of salary and benefits in accordance with the provisions of said agreement; and authorizing the Mayor to execute the same by and on behalf of the City of Springfield.
6.3. Substitute Council Bill 2024-264 (Simpson)
A special ordinance authorizing the City of Springfield, Missouri, to enter into an Interagency Agreement with the Department of Public Works for the purpose of obligating American Rescue Plan Act (“ARPA”) funds for use in the Historic City Hall Renovation project for the not to exceed price of $4,584,190.00; and amending the Fiscal Year 2024-2025 budget.
6.4. Council Bill 2024-265 (McClure)
A special ordinance authorizing the City Manager, or designee, to enter into a Letter of Intent and Cost-Share Agreement with the United Soccer Leagues, LLC, in an amount not to exceed $75,000.00 to conduct feasibility studies and other research necessary to determine potential site details for the property located at 1109 East Trafficway Street.

7.1. Council Bill 2024-266 (Lee)
A resolution authorizing the City Manager, or designee, to apply for up to $5,000,000 in grant funds from the United States Environmental Protection Agency Solid Waste Infrastructure for Recycling Grant Program to fund a new drop-off recycling center and infrastructure improvements across the Integrated Solid Waste Management System.
7.2. Council Bill 2024-267 (Jenson)
A resolution granting a new liquor license to sell liquor by the drink at retail, including Sunday sales, to Amezquita LLC, d/b/a La Cabana, for the location at 631 South Kimbrough Avenue.
7.3. Council Bill 2024-268 (Horton)
A resolution approving the issuance of multifamily housing revenue bonds by the Industrial Development Authority of the City of Springfield, Missouri, in an amount not to exceed $8,000,000, to finance the acquisition and construction of certain commercial housing facilities, to be named Sankofa Apartments, located in the City of Springfield, Missouri.

A special ordinance authorizing the City Manager, or designee, to accept a State Homeland Security Grant Program grant to support the sustainment and operation of the Springfield Fire Department/Region-D Hazardous Materials Team, Technical Rescue Team, and Bomb Squad, with a combined value of $123,473.93; and declaring that this Ordinance qualifies for approval in one reading under City Charter Section 2.16(25).

A general ordinance amending Section 1-9 of the Springfield City Code, ‘City Limits,’ and Section 46-1 of the Springfield City Code, ‘Boundaries of wards, precincts and council zones,’ for the purpose of annexing approximately 39.5 acres of private property, generally located on the north side 4000 block and 4069 West Republic Road, and including the private properties at 3803-3949 South Timbercreek, 3808-3990 South Jonathan, 3801-3880 South York, 4022-4050 West Wilderness, and 3956 West Farm Road 168, the right-of-way within the Evergreen Park, Evergreen Park-Replat of Lots 3-12, Evergreen Park-Administrative Replat of Lots 47-49, and The Dell Townhomes on Wire Road Subdivisions into the City of Springfield as Annexation A-5-2024.
12.2. Council Bill 2024-273 (McGull, Jenson)
A general ordinance amending Section 1-9 of the Springfield City Code, ‘City Limits,’ and Section 46-1 of the Springfield City Code, ‘Boundaries of wards, precincts and council zones,’ for the purpose of annexing approximately 49.35 acres of private property generally located at 2916, 2936, and 3040 West Republic Road; 4233 and 4268 South Hillcrest; 5601 and 5617 South Campbell Avenue; the north side 3900 block and 3929 East State Highway D; 3146, 3166, the south side 3100 block, and 3250 West Battlefield Road; 3501, 3533, 3535, and 3601 West Sunshine Street; and 1739 and 1747 South West Bypass into the City of Springfield as Annexation A-4-2024.
12.3. Council Bill 2024-274 (Simpson)
A general ordinance amending Section 1-9 of the Springfield City Code, ‘City Limits,’ and Section 46-1 of the Springfield City Code, ‘Boundaries of wards, precincts and council zones,’ for the purpose of annexing approximately 25.7 acres of private property generally located at 6116 South Farm Road 175, and a portion of South Farm Road adjacent to the property, into the City of Springfield as Annexation A-6-2024.

A general ordinance amending the Springfield Land Development Code, Section 36-306, ‘Official zoning map and rules for interpretation,’ by rezoning approximately 16.5 acres of property generally located at 315 East Weaver Road from R-SF, Single-Family Residential District to HC, Highway Commercial District; establishing Conditional Overlay District No. 260; and adopting an updated Official Zoning Map. A special ordinance authorizing the City Manager, or designee, to enter into a Financial Assistance Agreement with the Missouri Department of Natural Resources for the purpose of accepting American Rescue Plan Act grant funds to support construction of stormwater infrastructure on Scenic Avenue from Catalpa Street to Sunshine Street in an amount not to exceed $1,552,994.09; amending the Fiscal Year 2024-2025 budget; and declaring that this Ordinance qualifies for approval in one reading pursuant to Section 2.16(25) of the City Charter.
13.2. Council Bill 2024-279 (Jenson, Horton)
A special ordinance authorizing the City Manager, or designee, to enter into a Financial Assistance Agreement with the Missouri Department of Natural Resources for the purpose of accepting American Rescue Plan Act grant funds to support construction of stormwater infrastructure on Scenic Avenue from Olive Street to Catalpa Street in an amount not to exceed $1,876,871.34; amending the Fiscal Year 2024-2025 budget; and declaring that this Ordinance qualifies for approval in one reading pursuant to Section 2.16(25) of the City Charter.
13.3. Council Bill 2024-280 (Jenson, Horton)
A special ordinance approving the plans and specifications for a project consisting of stormwater and sidewalk improvements along Scenic Avenue from Olive Street to Sunshine Street; accepting the bid of Hartman and Company, Inc. for construction of the project for the not to exceed price of $4,341,601.81; authorizing the City Manager, or designee, to enter into a contract with such bidder; and declaring that this Ordinance qualifies for approval in one reading pursuant to Section 2.16(25) of the City Charter.

A special ordinance authorizing the City Manager, or designee, to accept the United States Department of Justice, Edward Byrne Memorial Justice Assistance Grant, in the amount of $179,612.00, and to enter into an interlocal agreement with Greene County outlining the division of the grant funds; and amending the budget for the Springfield Police Department for Fiscal Year 2024-2025 in the amount of $179,612.00.

A general ordinance amending the Springfield City Code, Chapter 54, ‘Fire Prevention and Protection,’ Article II, ‘Fire Prevention Code,’ Section 54-32, ‘Amendments and additions,’ Section 903.4.1, relating to monitoring of sprinkler systems.
14.4. Council Bill 2024-284 (Horton)
A special ordinance approving the First Amended and Restated Redevelopment Plan for the 521 Boonville Redevelopment Area, which is generally located along the west side of North Boonville Avenue between West Tampa Street and West Phelps Street; declaring the area in such plan to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals, and welfare; and authorizing certain tax abatement within the plan area.
14.5. Council Bill 2024-285 (McGull)
A special ordinance authorizing the City Manager, or designee, to enter into a Cost Share Agreement for Roadway Improvements with Springfield Underground, Inc. d/b/a Erlen Group for the not to exceed price of $2,271,377.57 to coordinate participation in the cost of constructing improvements to LeCompte Road from Division Street north to the BNSF Railroad tracks, an extension of Eastgate Avenue north of Division Street, and a shared use path along Eastgate Avenue and LeCompte Road.
14.6. Council Bill 2024-286 (Horton)
A special ordinance authorizing the City Manager, or designee, to enter into an agreement with BNSF Railway Company (“BNSF”) for the purpose of accepting funds not to exceed $40,000 for evaluating the feasibility of proceeding with additional services to raise the Jefferson Avenue Footbridge as part of the Rehabilitation of the Jefferson Avenue Footbridge project; and approving a budget adjustment amending the Fiscal Year 2024-2025 budget of the Department of Public Works in the amount of $40,000 to appropriate the BNSF Railway funds for design services.

20.1. Council Bill 2024-287 (Hardinger)
A special ordinance authorizing the City Manager, or designee, to accept grant funds in the amount of $9,200 from a Show Me Zero Grant through the Missouri Highways and Transportation Commission to support the City’s current pedestrian safety education program known as “SGF Yields” and enter into a Show Me Zero Program Agreement; amending the budget of the Department of Public Works for Fiscal Year 2024-2025 in the amount of $9,200 upon award of the grant; and declaring that this Ordinance qualifies as a one-reading bill pursuant to Section 2.16(25) of the City Charter.
20.2. Council Bill 2024-288 (Hardinger)
A resolution authorizing the City Manager, or designee, to apply for up to $30,000 in grant funds from Missouri Department of Natural Resources Solid Waste Management District “O” to fund recycling, donation, and repair events for waste diversion activities.

21.1. Council Bill 2024-260 (McClure)
A special ordinance authorizing the City Manager, or designee, to accept grant funds from the Musgrave Foundation, in the amount of $10,000, for the benefit and use of the Mayor’s Commission for Children to help further the mission of the Commission in the upcoming year.
21.2. Council Bill 2024-261 (Simpson)
A special ordinance authorizing the Director of Planning and Development to accept the dedication of public streets and easements to the City of Springfield, Missouri, as shown on the Preliminary Plat of Jack Henry Subdivision, generally located at 3725 East Battlefield Road, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with all the terms of this Ordinance.
21.3. Confirm the following appointments to the Board of Public Utilities: Jeffery Shore, Ryan Kruger, and Ryan Mooney, with terms to expire December 1, 2027.
