City Council Special Meeting

  1. ROLL CALL.
  2. SECOND READING. Citizens Have Spoken. May Be Voted On.
    2.1. Council Bill 2023-041 (McClure) (Public Hearing occurred at the 2-6-23 City Council Meeting.)
    A special ordinance authorizing the City Manager, or his designee, to enter into an
    agreement with The John Q. Hammons Charitable Trust dated May 11, 2018, for the
    purpose of purchasing said Trust’s rights in Hammons Field and to execute all exhibits
    attached to said agreement for the purpose of settling issues related to the bankruptcy
    of The Revocable Trust of John Q. Hammons; authorizing the City Manager, or his
    designee, to enter into an agreement with 946 East Trafficway, LLC, for the purpose of
    purchasing two parking lots; and authorizing the City Manager, or his designee, to enter
    into an agreement amending and restating a ballpark lease agreement with the
    Springfield Cardinals, LLC; and amending the budget of the City of Springfield for Fiscal
    Year 2022-2023 in the amount of $16,000,000 for the purpose of appropriating funds to
    purchase the Charitable Trust’s rights to Hammons Field, to purchase the parking lots,
    and to provide funds for initial capital improvements to Hammons Field.
  3. NEW BUSINESS
    3.1. Review Agenda Session Report for the February 21, 2023, City Council Meeting.
  4. CLOSED SESSION.
    City Council will hold a closed meeting to discuss legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys pursuant to Section 610.021(1), RSMo.; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected; pursuant to Section 610.021(12), RSMo; and this meeting, record, and vote shall be closed and the City Council shall stand adjourned at the end of the closed session.
