6.1. Council Bill 2024-101 (Hosmer)
A special ordinance authorizing the City Manager, or designee, to enter into an
agreement with the Springfield Convention and Visitors Bureau, Inc., in an amount to
equal forty-seven percent (47%) of the City’s proceeds from the hotel/motel gross
receipts tax for the purpose of promoting travel and tourism within the City of
Springfield.
6.2. Council Bill 2024-102 (Carroll)
A special ordinance authorizing the City Manager, or designee, to enter into an
agreement with the Greater Springfield Area Sports Commission, Inc., in an amount to
equal four and one-half percent (4.5%) of the City’s proceeds from the hotel/motel
gross receipts tax to promote the attraction of sporting events to the community.
6.3. Council Bill 2024-103 (Lee)
A special ordinance authorizing the City Manager, or designee, to enter into an
agreement with the Springfield Regional Arts Council, Inc., in an amount to equal four
and one-half percent (4.5%) of the City’s proceeds from the hotel/motel gross receipts
tax to support the arts and cultural tourism in the community.
6.4. Council Bill 2024-104 (Lee)
A special ordinance authorizing the City Manager, or designee, to enter into an
Intergovernmental Agreement with the Board of Governors of Missouri State University
for the purpose of continuing to provide enhanced law enforcement services within and
around the Missouri State University campus.
6.5. Council Bill 2024-105 (Hardinger)
A special ordinance amending the budget for Fiscal Year 2023-2024 for the Department
of Environmental Services in the amount of $3,400,000 to appropriate retained earnings
from the Clean Water Fund for the construction of the Glenwood Regional Detention &
Chestnut Phase II capital improvement project.
6.6. Council Bill 2024-106 (Horton, McGull)
A special ordinance approving the plans and specifications for Division Street and
National Avenue Intersection Improvements; accepting the bid of Hartman & Company,
Inc. for construction of the Division Street and National Avenue Intersection
Improvements Project; and authorizing the City Manager, or designee, to enter into a
contract with such bidder for the not to exceed price of $2,629,522.50.
6.7. Council Bill 2024-107 (Horton)
A special ordinance approving the plans and specifications for Jefferson Avenue
Footbridge Rehabilitation Improvements; accepting the bid of Branco Enterprises, Inc.
for construction of the Jefferson Avenue Footbridge Rehabilitation Project; and
authorizing the City Manager, or designee, to enter into a contract with such bidder for
the not to exceed price of $10,831,689.
6.8. Council Bill 2024-115 (Hardinger)
A general ordinance amending the Springfield City Code, Chapter 2, ‘Administration,’
Sections 2-3, 2-331, 2-332, 2-360, 2-361, and 2-362, to combine the Department of
Economic Vitality with the Department of Workforce Development and creating the
Department of Economic Vitality and Workforce Development.
6.9. Council Bill 2024-108 (Lee)
A special ordinance approving a collective bargaining agreement by and between the
City of Springfield, Missouri, and the International Association of Fire Fighters, Southern
Missouri Professional Fire Fighters Local 152, the Exclusive Representative of a certain
bargaining unit within the Fire Department; authorizing the City Manager, or designee,
to execute said agreement by and on behalf of the City of Springfield, Missouri, and
providing additional authority.
6.10. Council Bill 2024-109 (Hosmer)
A special ordinance approving the Second Amendment to the July 1, 2022, collective
bargaining agreement between the City of Springfield, Missouri, and the International
Brotherhood of Electrical Workers AFL-CIO Union Number 753, the exclusive
representative of a certain bargaining unit within the Crafts, Trades, and Labor
employee group, representing changes resulting from wage reopener negotiations;
authorizing the City Manager, or designee, to execute said agreement by and on behalf
of the City of Springfield, Missouri, and providing additional authority.
6.11. Council Bill 2024-110 (Hardinger)
A special ordinance approving a collective bargaining agreement by and between the
City of Springfield, Missouri, and the International Brotherhood of Electrical Workers
AFL-CIO Union Number 753, the Exclusive Representative of a certain Bargaining Unit
within the Professional, Administrative, and Technical Employee group; authorizing the
City Manager, or designee, to execute said agreement by and on behalf of the City of
Springfield, Missouri, and providing additional authority.
6.12. Council Bill 2024-112 (Lee)
A general ordinance amending the Springfield City Code, Section 2-92. “Salary
Ordinance,” by amending various job titles within the City service to add or delete
various job titles; by providing pay adjustments for non-bargaining unit employees on
the following salary schedules: Professional, Administrative, and Technical (Non-Union
and Unclassified), Crafts, Trades and Labor Non-Union, Fire Protection Schedule Non-
Union (80 and 112 Hour), and Law Enforcement Schedule Non-Union; and by
incorporating pay improvements impacting bargaining unit members that were
negotiated and tentatively agreed to.
6.13. Council Bill 2024-113 (Carroll)
A general ordinance amending the Springfield City Code, Section 2-91. “Merit System
Rules and Regulations,” by amending Merit Rules 20.1, 21.1, 21.11, 24.2, and 25.1.
6.14. Council Bill 2024-114 (Simpson)
A general ordinance amending the Springfield City Code, Chapter 2, “Administration,”
Article VI, “Finances,” Division 4, “Police Officers’ and Fire Fighters’ Retirement
System,” Section 2-484 “In Service Distributions After Retirement and Rehire” to
authorize pension payments to certain retirees who are rehired by the City.
6.15. Council Bill 2024-111 (Hardinger)
A special ordinance approving a collective bargaining agreement by and between the
City of Springfield, Missouri, and the Springfield Police Officers Association, Fraternal
Order of Police Lodge 22, the exclusive representative of a certain bargaining unit
within the Police Department; authorizing the City Manager, or designee, to execute
said agreement by and on behalf of the City and providing additional authority.
6.16. Council Bill 2024-119 (Hosmer)
A general ordinance amending the Springfield City Code, Section 2-92, known as the
‘Salary Ordinance,’ by providing pay adjustments for employees on the Law
Enforcement Schedule Union Salary Schedule.

12.1. Council Bill 2024-120 (Jenson)
A general ordinance amending Section 1-9 of the Springfield City Code, ‘City Limits,’
and Section 46-1 of the Springfield City Code, ‘Boundaries of wards, precincts and
council zones,’ for the purpose of annexing approximately 2.72 acres of private property
generally located at 3801 West Sunshine Street, and referenced as Annexation A-2-
2024, into the City of Springfield.

13.1. Council Bill 2024-121 (Horton)
A special ordinance authorizing the City Manager, or designee, to enter into a License
Agreement to Use City Property with the Commercial Street Community Improvement
District, for the purpose of allowing the installation and placement of concrete pads and
screening for solid waste containers on City rights-of-way and City-owned property.
13.2. Council Bill 2024-122 (Hardinger)
A special ordinance authorizing the City Manager, or designee, to enter into a contract
to purchase the property generally described as 1660 and 1661 North Boonville Avenue
and to execute all necessary documents in support thereof; and authorizing the City
Manager, or designee, to enter into a contract to purchase current furnishings within
said property.

Board of Equalization: Trish Hubbell with term to expire April 1, 2025.

A special ordinance authorizing the City Manager, or designee, to enter into a Municipal
Agreement with the Missouri Highways and Transportation Commission to define
construction and maintenance responsibilities associated with the Route EE, Loop 44,
US 160, OR 65 and Route YY improvements to pedestrian facilities.
