A general ordinance amending Section 1-9 of the Springfield City Code, ‘City Limits,’and Section 46-1 of the Springfield City Code, ‘Boundaries of wards, precincts and council zones,’ for the purpose of annexing approximately 39.5 acres of private property, generally located on the north side 4000 block and 4069 West Republic Road, and including the private properties at 3803-3949 South Timbercreek, 3808-3990 South Jonathan, 3801-3880 South York, 4022-4050 West Wilderness, and 3956 West Farm Road 168, the right-of-way within the Evergreen Park, Evergreen Park-Replat of Lots 3-12, Evergreen Park-Administrative Replat of Lots 47-49, and The Dell Townhomes on Wire Road Subdivisions into the City of Springfield as Annexation A-5-2024.

A general ordinance amending Section 1-9 of the Springfield City Code, ‘City Limits,’and Section 46-1 of the Springfield City Code, ‘Boundaries of wards, precincts and council zones,’ for the purpose of annexing approximately 49.35 acres of private property generally located at 2916, 2936, and 3040 West Republic Road; 4233 and 4268 South Hillcrest; 5601 and 5617 South Campbell Avenue; the north side 3900 block and 3929 East State Highway D; 3146, 3166, the south side 3100 block, and 3250 West Battlefield Road; 3501, 3533, 3535, and 3601 West Sunshine Street; and 1739 and 1747 South West Bypass into the City of Springfield as Annexation A-4-2024.
6.3. Council Bill 2024-274 (Simpson)
A general ordinance amending Section 1-9 of the Springfield City Code, ‘City Limits,’ and Section 46-1 of the Springfield City Code, ‘Boundaries of wards, precincts and council zones,’ for the purpose of annexing approximately 25.7 acres of private property generally located at 6116 South Farm Road 175, and a portion of South Farm Road adjacent to the property, into the City of Springfield as Annexation A-6-2024.
6.4. Council Bill 2024-275 (Jenson)
A general ordinance amending the Springfield Land Development Code, Section 36-306, ‘Official zoning map and rules for interpretation,’ by rezoning approximately 16.5 acres of property generally located at 315 East Weaver Road from R-SF, Single-Family Residential District to HC, Highway Commercial District; establishing Conditional Overlay District No. 260; and adopting an updated Official Zoning Map. 6.7. Council Bill 2024-281 (Carroll)
A special ordinance authorizing the City Manager, or designee, to accept the United States Department of Justice, Edward Byrne Memorial Justice Assistance Grant, in the amount of $179,612.00, and to enter into an interlocal agreement with Greene County outlining the division of the grant funds; and amending the budget for the Springfield Police Department for Fiscal Year 2024-2025 in the amount of $179,612.00.

A general ordinance amending the Springfield City Code, Chapter 106 ‘Traffic and Vehicles,’ Article VI, ‘Stopping Standing and Parking,’ Division 3, ‘Method of Parking,’ by amending section 106-300, ‘Stopping, standing or parking prohibited in certain places;’ amending the Springfield City Code, Chapter 106 ‘Traffic and Vehicles,’ Article II, ‘Administration and Enforcement,’ Division 1, ‘Generally,’ by amending section 106- 78. ‘Police and fire department officials authorized to enforce traffic regulations and direct traffic;’ and amending the Springfield City Code, Chapter 106 ‘Traffic and Vehicles,’ Article II, ‘Administration and Enforcement,’ Division 2, ‘Violations and Procedure Upon Arrest,’ by amending section 106-95. ‘Placing of citations on illegally parked vehicles; presumption of responsibility for violation,’ and section 106-96 “Authority of persons appointed as conservators of the peace.’

A general ordinance amending the Springfield City Code, Chapter 54, ‘Fire Prevention and Protection,’ Article II, ‘Fire Prevention Code,’ Section 54-32, ‘Amendments and additions,’ Section 903.4.1, relating to monitoring of sprinkler systems.
6.10. Council Bill 2024-284 (Horton)
A special ordinance approving the First Amended and Restated Redevelopment Plan for the 521 Boonville Redevelopment Area, which is generally located along the west side of North Boonville Avenue between West Tampa Street and West Phelps Street; declaring the area in such plan to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals, and welfare; and authorizing certain tax abatement within the plan area.
6.11. Council Bill 2024-285 (McGull)
A special ordinance authorizing the City Manager, or designee, to enter into a Cost Share Agreement for Roadway Improvements with Springfield Underground, Inc. d/b/a Erlen Group for the not to exceed price of $2,271,377.57 to coordinate participation in the cost of constructing improvements to LeCompte Road from Division Street north to the BNSF Railroad tracks, an extension of Eastgate Avenue north of Division Street, and a shared use path along Eastgate Avenue and LeCompte Road.
6.12. Council Bill 2024-286 (Horton)
A special ordinance authorizing the City Manager, or designee, to enter into an agreement with BNSF Railway Company (“BNSF”) for the purpose of accepting funds not to exceed $40,000 for evaluating the feasibility of proceeding with additional services to raise the Jefferson Avenue Footbridge as part of the Rehabilitation of the Jefferson Avenue Footbridge project; and approving a budget adjustment amending the Fiscal Year 2024-2025 budget of the Department of Public Works in the amount of $40,000 to appropriate the BNSF Railway funds for design services.

A special ordinance authorizing the City Manager, or designee, to accept Budget Stabilization funds, in the amount of $3,400,000, and to enter into a Budget Stabilization Funds Agreement with the Missouri Highways and Transportation Commission for the purpose of funding the LeCompte Road Improvement Project; amending the Fiscal Year 2024-2025 budget in the amount of $3,400,000 to appropriate the state funds for this project; and declaring this Ordinance qualifies for approval in one reading pursuant to City Charter Section 2.16(25).
13.2. Council Bill 2025-005 (Simpson)
A special ordinance authorizing the City Manager, or designee, to enter into a Cost Apportionment and Carbon Reduction Program Agreement with the Missouri Highways and Transportation Commission for the purpose of funding the design and construction of a shared use path crossing the intersection of Sunset Street and Glenstone Avenue; amending the Fiscal Year 2024-2025 budget in the amount of $402,209.28 to appropriate the federal and state funds for this project; and declaring that this Ordinance qualifies for approval in one reading pursuant to City Charter Section 2.16(25).
