A general ordinance amending special Ordinance 6863 to reallocate $100,000 appropriated to the Department of Planning and Development for the Housing and Urban Development (“HUD”) five-year consolidated plan to support housing and the remaining balance from the $50,000 appropriated to the HUD consolidated plan for fair housing to fund the Sunshine Street Corridor Plan.
6.2. Council Bill 2024-258 (McClure)
A special ordinance authorizing the City of Springfield, Missouri, to enter into an agreement with Anita J. Cotter for the purpose of employing her as City Clerk; authorizing payment of salary and benefits in accordance with the provisions of said agreement; and authorizing the Mayor to execute the same by and on behalf of the City of Springfield.
6.3. Substitute Council Bill 2024-264 (Simpson)
A special ordinance authorizing the City of Springfield, Missouri, to enter into an Interagency Agreement with the Department of Public Works for the purpose of obligating American Rescue Plan Act (“ARPA”) funds for use in the Historic City Hall Renovation project for the not to exceed price of $4,584,190.00; and amending the Fiscal Year 2024-2025 budget.

A special ordinance authorizing the City Manager, or designee, to enter into a Letter of Intent and Cost-Share Agreement with the United Soccer Leagues, LLC, in an amount not to exceed $75,000.00 to conduct feasibility studies and other research necessary to determine potential site details for the property located at 1109 East Trafficway Street.

14.4. Council Bill 2024-284 (Horton)
A special ordinance approving the First Amended and Restated Redevelopment Plan for the 521 Boonville Redevelopment Area, which is generally located along the west side of North Boonville Avenue between West Tampa Street and West Phelps Street; declaring the area in such plan to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals, and welfare; and authorizing certain tax abatement within the plan area.
14.5. Council Bill 2024-285 (McGull)
A special ordinance authorizing the City Manager, or designee, to enter into a Cost Share Agreement for Roadway Improvements with Springfield Underground, Inc. d/b/a Erlen Group for the not to exceed price of $2,271,377.57 to coordinate participation in the cost of constructing improvements to LeCompte Road from Division Street north to the BNSF Railroad tracks, an extension of Eastgate Avenue north of Division Street, and a shared use path along Eastgate Avenue and LeCompte Road.
14.6. Council Bill 2024-286 (Horton)
A special ordinance authorizing the City Manager, or designee, to enter into an agreement with BNSF Railway Company (“BNSF”) for the purpose of accepting funds not to exceed $40,000 for evaluating the feasibility of proceeding with additional services to raise the Jefferson Avenue Footbridge as part of the Rehabilitation of the Jefferson Avenue Footbridge project; and approving a budget adjustment amending the Fiscal Year 2024-2025 budget of the Department of Public Works in the amount of $40,000 to appropriate the BNSF Railway funds for design services.
