A general ordinance amending the Springfield Land Development Code, Section 36-306, ‘Official zoning map and rules for interpretation,’ by rezoning approximately 0.70 acres of property generally located at 1400 West Walnut Street from R-SF, Single- Family Residential District to O-1, Office District; and adopting an updated Official Zoning Map. (By: First General Baptist Church of Springfield; 1400 W. Walnut St.; Z-14- 2024).
6.2. Council Bill 2024-129 (Simpson)
A general ordinance amending the Springfield Land Development Code, Section 36- 306, ‘Official zoning map and rules for interpretation,’ by rezoning approximately .70 acres of property generally located at 1102, 1106, 1114, and 1120 East Cherokee Street from R-SF, Single-Family Residential District to R-MD, Medium-Density Multifamily Residential District with Conditional Overlay District No. 247; and adopting an updated Official Zoning Map. A special ordinance authorizing the City of Springfield to dispose of approximately 4.93 acres of property generally located at the 200 block of East Farm Road 192.
6.4. Council Bill 2024-132 (Jenson)
A special ordinance authorizing the Director of Planning and Development to accept the dedication of public streets and easements to the City of Springfield, Missouri, as shown on the Preliminary Plat of Campbell Acres Phase II, generally located at 3505 and 3525 South Campbell Avenue and 3446 South Main Avenue, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; authorizing the City Clerk to sign the final plat upon compliance with all the terms of this Ordinance; and approving the Planning and Zoning Commission’s grant of two subdivision variances.
6.5. Council Bill 2024-133 (Hardinger)
A special ordinance amending the Fiscal Year 2024-2025 budget for the Department of Environmental Services in the amount of $3,500,000 to appropriate retained earnings from the Clean Water Fund for the design phase of the Environmental Services Operations Facility capital improvement project.
6.6. Council Bill 2024-134 (Hosmer)
A special ordinance amending the Fiscal Year 2023-2024 operating budget of the City of Springfield in the General Fund by increasing both revenue and expenses in the amount of $189,564, for the purpose of adjusting for certain reimbursements and associated offsetting expenses, adjusting the salary budget for retirement payouts, and adjusting interdepartmental budgets.
6.7. Council Bill 2024-135 (Carroll)
A special ordinance amending the Fiscal Year 2023-2024 operating budget of the City of Springfield by increasing both revenue and expenses in the amount of $436,659, in various Special Revenue Funds, for the purpose of accounting for certain reimbursements and associated offsetting expense items.
6.8. Council Bill 2024-136 (Carroll)
A special ordinance amending the Park Board's Fiscal Year 2023-2024 operating budget by increasing revenues by $700,000 and appropriating Parks Fund Balance of $633,892, for a total of $1,333,892, to offset unanticipated expenditures of $1,333,892, and increasing both revenues and associated expenses within the Golf Enterprise Fund by $500,000, for an overall budget adjustment of $1,833,892.
6.9. Council Bill 2024-137 (Hosmer)
A special ordinance amending the Fiscal Year 2024-2025 budget in the amount of $750,000 to appropriate the fund balance from the Art Museum Special Project Fund to support the design and construction of the Springfield Art Museum Renovation and Expansion Project at the Springfield Art Museum.
6.10. Council Bill 2024-138 (Simpson, Carroll, McGull, Hardinger)
A general ordinance amending Special Ordinances 27640, 27641, 27642, 27643, and 27730 to revise funding appropriated for retention payments and a city-wide housing study; amending the budget for Fiscal Year 2024-2025 to appropriate funds from the City’s Coronavirus State and Local Fiscal Recovery Funds, established by the American Rescue Plan Act of 2021, for certain projects in the amount of $611,819.00; and authorizing the City Manager, or designee, to enter into agreements for said projects.
6.11. Council Bill 2024-139 (Carroll)
A special ordinance authorizing the City Manager, or designee, to accept American Rescue Plan Act funds in the amount of $100,000 from Greene County for use by the Springfield-Greene County Health Department in implementing and operating the Family Connects Program; and amending the Fiscal Year 2024-2025 budget in the amount of $100,000 to appropriate the funds.
6.12. Council Bill 2024-140 (Lee)
A special ordinance amending the Fiscal Year 2024-2025 budget regarding the Human Resources Department in order to adjust the authorized full time equivalent positions of Human Resources Assistant from 1.5 positions to 2 positions.

A resolution adopting the Springfield-Branson National Airport Master Plan Update as an element of the Springfield Comprehensive Plan.

10.1. Council Bill 2024-144 (Lee)
A special ordinance authorizing the City Manager, or designee, to enter into a Carbon Reduction Program Agreement with the Missouri Highways and Transportation Commission in the amount of $355,200 for the purpose of accepting federal grant funds to be used to design an extension of the Fassnight Greenway multi-use trail near Bennett Street and to do those things necessary to obtain such funding and carry out the identified activities; approving a budget adjustment amending the Fiscal Year 2024- 2025 budget of the Department of Public Works to appropriate said funds; and declaring that this Ordinance qualifies for approval in one reading under City Charter Section 2.16(25).

13.1. Council Bill 2024-145 (McClure)
A special ordinance calling an election on Tuesday, November 5, 2024, in the City of Springfield, Missouri, to submit to the qualified voters the question of whether to enact a city sales tax at the rate of three-quarters of one percent (3/4-cent), one-quarter for the purpose of funding public safety initiatives, to include funding the remaining obligation of the Springfield Police Officers’ and Firefighters’ Pension and increasing police officer and firefighter pay, with said one-quarter to not sunset, and two-quarters for the purpose of funding projects consistent with the City’s comprehensive plan, to include capital improvements, community and neighborhood initiatives, and park projects, with said two-quarters to sunset after a period of ten years; and declaring an emergency pursuant to City Charter Section 2.12.
13.2. Council Bill 2024-146 (Carroll)
A special ordinance authorizing the City Manager, or designee, to enter into a Municipal and Cost Apportionment Agreement with the Missouri Highways and Transportation Commission in the not to exceed amount of $939,000 to share costs associated with new sidewalks on East Sunshine Street; amending the Fiscal Year 2024-2025 budget for the Department of Public Works in the amount of $939,000 to appropriate federal Transportation Alternative Program funds, Surface Transportation Block Grant – Urban funds and 1/4-cent Capital Improvement Sales Tax fund balance reserves for this project; and declaring that this Ordinance qualifies for approval in one reading under City Charter Section 2.16(25).
13.3. Council Bill 2024-147 (Lee)
A general ordinance amending Chapter 118 of the Springfield City Code, ‘Vehicles for Hire,’ Sections 118-31, 118-49, and 118-52, for the purpose of aligning City Code with current technology and state statute with regard to the use of electronic taximeters within the City of Springfield.
13.4. Council Bill 2024-148 (Hosmer)
A special ordinance authorizing the City Manager, or designee, to accept a grant renewal in the amount of $100,000 from the Missouri Children’s Trust Fund for use by the Springfield-Greene County Health Department to continue operating the Family Connects Program; enter into necessary agreements to carry out the grant; and amend the Fiscal Year 2024-2025 budget in the amount of $100,000 to appropriate the grant funds.
13.5. Council Bill 2024-149 (Hosmer)
A general ordinance amending the Springfield City Code Chapter 2 “Administration” Article III “Officers and Employees” to add a new Section 2-95 “Appointed officer and employee code of ethics.”
