2.1. Council Bill 2024-253 (Lee)
A special ordinance amending the issuance of a Special Obligation Bond (State of Missouri – Direct Loan Program) Series 2024, of the City of Springfield, Missouri, in the maximum principal amount of $6,501,000; amending the Fiscal Year 2024-2025 budget of the City in the amount of $10,001,000; prescribing the form and details of the Bond; authorizing certain other actions and documents in connection therewith; and declaring an emergency.
2.2. Council Bill 2024-254 (Horton)
A special ordinance approving the plans and specifications for Project A – Renew Jordan Creek – Main to Boonville project; accepting the guaranteed maximum price proposed by Branco Enterprises, Inc. in the amount of $22,396,279 for said project; and authorizing the City Manager, or designee, to enter into a contract with Branco Enterprises, Inc.
2.3. Council Bill 2024-255 (Horton)
A special ordinance approving the plans and specifications for Project B – Renew Jordan Creek – Jordan Creek Box Culvert at Phelps and Boonville; accepting the guaranteed maximum price proposed by Branco Enterprises, Inc. in the amount of $4,409,483 for said project; and authorizing the City Manager, or designee, to enter into a contract with Branco Enterprises, Inc.
2.4. Council Bill 2024-256 (Horton)

A special ordinance authorizing the City Manager, or designee, to enter into a Cooperative Intergovernmental Agreement with the Board of Governors of Missouri State University for archaeological construction monitoring conducted in support of the Renew Jordan Creek project for the not to exceed price of $272,520.65.

3.1. Council Bill 2024-264 (Simpson, Carroll, McGull, Hardinger)
A special ordinance authorizing the City of Springfield, Missouri, to enter into an Interagency Agreement with the Department of Public Works for the purpose of obligating American Rescue Plan Act (“ARPA”) funds for use in the Historic City Hall Renovation project for the not to exceed price of $4,534,190.00.
3.2. Council Bill 2024-265 (McClure)
A special ordinance authorizing the City Manager, or designee, to enter into a Letter of Intent and Cost-Share Agreement with the United Soccer Leagues, LLC, in an amount not to exceed $75,000.00 to conduct feasibility studies and other research necessary to determine potential site details for the property located at 1109 East Trafficway Street.

City Council will hold a closed meeting to discuss legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys pursuant to Section 610.021(1), RSMo.; and this meeting, record, and vote shall be closed and the City Council shall stand adjourned at the end of the closed session.
