6.1. Council Bill 2024-215 (Horton)
A special ordinance to establish and define Sanitary Sewer District No. 222 of Section No. 16 of the main sewers of the City of Springfield, Missouri, located in the general vicinity of Miller Avenue and Mt. Vernon Street; authorizing acquisition of necessary right-of-way, including condemnation thereof, in accordance with the laws of the state; adopting the plans and specifications for the project; providing for the improvement; and authorizing the city manager to advertise for sealed bids therefor, according to the plans and specifications, by publication.
6.2. Council Bill 2024-216 (Hardinger)
A special ordinance authorizing the City Manager, or designee, to enter into an agreement with the State of Missouri Department of Economic Development to accept $3,500,000 of state General Revenue Funds appropriated by the Missouri General Assembly to support maintenance and improvements to Hammons Field; and amending the budget for Fiscal Year 2024-2025 to appropriate funds for maintenance and improvements to Hammons Field.
6.3. Council Bill 2024-217 (Lee)
A general ordinance amending the Springfield City Code, Section 2-92, known as the “Salary Ordinance,” to add a provision for a shift differential for certain employees working in the Springfield-Greene County 9-1-1 Emergency Communications Department; and by adding the new job title of Health Support Services Supervisor and salary grade of PAT-6 to the Classifications of the Professional, Administrative and Technical Schedule.

A resolution authorizing the City Manager, or designee, to apply for up to $5,000,000 in grant funds from the United States Department of Housing and Urban Development Continuum of Care Builds Grant Program, to assist in developing a specific permanent supportive housing project aimed at benefiting chronically homeless individuals.
7.2. Council Bill 2024-220 (Jenson)
A resolution granting a Short-Term Rental Type 2 permit for the property generally located at 507 West Ildereen Street, for the purpose of allowing the establishment of a Short-Term Rental Type 2 pursuant to Section 36-473 of the Land Development Code.
7.3. Council Bill 2024-221 (Jenson)

A special ordinance authorizing the City Manager, or designee, to apply for and accept up to $500,000 in grant funds from the United States Environmental Protection Agency for the Community-wide Assessment Grants program, to address sites contaminated by, or potentially contaminated by, hazardous substances, pollutants, contaminants, or petroleum, to prepare these sites for cleanup and productive reuse.
10.2. Council Bill 2024-224 (Hardinger)
A special ordinance authorizing the City Manager, or designee, to accept Epidemiology and Laboratory Capacity Enhancing Detection Expansion grant funds in the amount of $596,733 from the Federal Department of Health and Human Services Centers for Disease Control and Prevention, through the Missouri Department of Health and Senior Services for use by the Springfield-Greene County Health Department to provide a regional communicable disease response team and to enter into necessary agreements to carry out the grant; amending the Fiscal Year 2024-2025 budget in the amount of $596,733 to appropriate the additional grant funds; and declaring this Ordinance qualifies for approval in one reading under City Charter Section 2.16(25).

A special ordinance approving the plans and specifications for the American Rescue Plan Act Sidewalk and Stormwater Improvements to West Pacific Street from North Golden Avenue to Colgate Avenue Project; accepting the bid of $604,967.27, from Radmacher Brothers Excavating Co. for construction of the Project; authorizing the City Manager, or designee, to enter into an agreement with such bidder; and declaring that this Ordinance qualifies for approval in one reading pursuant to Section 2.16(25) of the City Charter.

14.1. Council Bill 2024-232 (Hardinger)
A special ordinance authorizing the City of Springfield, Missouri, through the City Manager, or designee, to enter into a Master Equipment Lease Purchase Agreement and related Schedule of Equipment, the proceeds of which will be used to pay the costs of acquiring and installing equipment for the City’s Parks Department and to do all things necessary to carry out the lease-purchase transaction, including the execution of certain documents in connection therewith; and amending the budget of the City for Fiscal Year 2024-2025 in the amount of $685,940.
14.2. Council Bill 2024-233 (Carroll)
A general ordinance amending the Springfield City Code, Chapter 58, “Health and Sanitation,” Article II “Food and Food Establishments,” Division 2, “Restaurants,” Section 58-51. -Definitions. to create a new food service permit type definition to be referred to as Limited Food Establishment; and amending Springfield City Code, Chapter 58, “Health and Sanitation,” Article II “Food and Food Establishments,” Division 2, “Restaurants,” Section 58-53. -Permit required; fees, suspension or revocation; to add Limited Permit to the list of permits that are subject to permit fees based on the annual fee study.
14.3. Council Bill 2024-234 (Lee)
A general ordinance amending the Springfield City Code, Chapter 58, “Health and Sanitation,” Article II “Food and Food Establishments,” Division 2, “Restaurants,” Section 58-53 “Permit required; fees, suspension or revocation” to change the length of a mobile food permit from six months to twelve-months.
14.4. Council Bill 2024-235 (Carroll)
A special ordinance authorizing the City Manager, or designee, to accept the Local Law Enforcement Crime Gun Intelligence Center Integration Initiative Grant in the amount of $700,000 from the United States Department of Justice and to enter into an interlocal agreement with Greene County outlining the division of the grant funds; and amending the budget for the Springfield Police Department for Fiscal Year 2024-2025 in the amount of $700,000.
14.5. Council Bill 2024-236 (Hosmer, Jenson)
A general ordinance amending Section 78-111, “Definitions”; and enacting a new Section 78-117, “Vehicle owner responsibilities” of the City Code.

A general ordinance amending Section 36-321, "Definitions," and Section 36-473, "Short-term rentals," of the City Code.
14.7. Council Bill 2024-238 (Horton)
A special ordinance amending the Commercial Street Tax Increment Financing (“TIF”) Redevelopment Plan to remove certain properties from the Redevelopment Area; accepting a deposit into the Commercial Street TIF Special Allocation Fund in connection with approval of said First Amendment to offset the subsequent reduction of future payments in lieu of taxes (“PILOTs”) into the Special Allocation Fund; and directing the City Manager, or designee, to implement such changes to the Commercial Street TIF Redevelopment Plan.
14.8. Council Bill 2024-239 (McClure)
A special ordinance authorizing the City of Springfield, Missouri, to enter into an agreement with Strategic Government Resources, Inc., a Texas Corporation, for the purpose of providing executive recruitment services for the not to exceed price of Thirty-Five Thousand and 00/100 Dollars ($35,000); and authorizing the Mayor to execute the same by and on behalf of the City of Springfield.
